Recruitment of an Individual Contractor at Senior Level Support
Background and Scope of the project UNHCR considers that access to appropriate reception conditions for asylum-seekers—from the presentation of their claim to the final decision—is fundamental to fair and effective asylum procedures.
The UNHCR Multi-Country Office Belgium will carry out an assessment of the short and medium-term impact of the reception crisis on the asylum procedure of applicants for international protection in Belgium.
The result of this assessment aims at supporting UNHCR and its partners' advocacy efforts on the matter.
Under the guidance of the UNHCR Legal Officer heading the team for Belgium and Luxembourg and of a Steering Committee comprised of actors with recognized expertise in these matters, the Individual Contractor will be tasked to gather information through consultations with governmental and non-governmental stakeholders, roundtable discussions, visits to reception facilities and interviews with applicants for international protection as well as by means of a survey.
Education The Contractor should have an advanced university degree in law, international law or related field, with specialization in international refugee law, human rights and/or EU law. In addition, a specialization in social sciences is an asset.
Work experience • Minimum of 5 years of experience in the field of asylum and refugee policy, preferably at EU and/or Member States’ levels. • Experience with the Belgian asylum and social systems and in interacting with relevant stakeholders • Solid experience in reviewing and analyzing asylum policy and legislation, and in drafting notes and reports.
