Result of Service The contract services are expected to enhance the evidence-based policy dialogue on most effective solutions to accelerate the implementation of SDGs in Angola, through the production of relevant analysis on main socio-economic trends and emerging challenges, opportunities and risks-both actual and anticipated-in the progress towards Agenda2030, and by strengthening SDGs data collection and management.

Duties and Responsibilities This consultancy position is based in the UN Resident Coordinator Office (RCO) in Angola, which is part of the global UN Resident Coordinator System (RCS), comprising Resident Coordinators, and UN Country Teams (UNCTs) including non-resident agencies; and it is managed by UN-Development Coordination Office.

The RCS ensures the coordination of all organizations of the UN dealing with operational activities for development at the country level, regardless of the nature of their presence in the country. It focuses its efforts on the advancement of sustainable and inclusive development, as enshrined in the 2030 Agenda for Sustainable Development.

The RCO in Angola supports the UN coherent effort and a coordinated UN response to development priorities in Angola, through capacities in strategic planning, development economy, political and peace building, data, monitoring and evaluation of results, communication and promotion of strategic alliances and financing for development.

Among its main goals, the RCO team in Angola aims at the following: - Strengthen the RC system leadership in the country and advance the effectiveness of UN support for the delivery of the Decade of Action to accelerate the implementation of the Sustainable Development Goals (SDGs) - Convene, facilitate and foster UN cross-pillar collaboration¿for enhanced programmatic integration, impact to strengthen prevention, durable solutions, enable sustainable transitions to resilience and prosperity, through collaboration with all development partners and stakeholders. - Bring together global, regional and domestic assets to enable integrated, high-quality policy and programming SDG solutions. Foster strategic partnerships to enable integrated support for sustainable and predictable SDG financing to realize the 2030 Agenda.

Under the guidance and direct supervision of the Development Coordination Officer /Senior Economist, the Junior Economist works in close collaboration with UN agencies, inter-agency working groups, and with members of the UN RC’s Office to ensure that agencies collaborate effectively and transparently to meet the objectives articulated in the RCO country strategy and as in the United Nations Sustainable Development Cooperation Framework (UNSDCF) and the 2030 Agenda for Sustainable Development, and UN Development System Reform.

By the beginning of 2023 the United Nations (UN) system in Angola will embark on developing its next United Nations Sustainable Development Cooperation Framework (UNSDCF) 2024-2027. Before then, the UN Common Country Analysis (CCA) will feed in upcoming UNSDCF by providing solid evidence base foundations for UN programming in Angola.

Responsibilities

Under the overall supervision of the RCO Senior Economist, the Junior Economist for the RCO will be responsible for the following duties: 1. Contribute to relevant SDGs-related analysis on main socio-economic trends 2. Contribute to the finalization of main UN analytical reports, including the Common Country Analysis (CCA). 3. Contribute to strengthening of SDGs data collection and management. 4. Support the organization of events for the promotion of dialogue on SDGs. 5. Contribute to partnerships for SDGs implementation and funding.

Description of Services:

The national consultant-Economist will support the RCO in the implementation of its country strategy goals, and, in close collaboration with the Senior Economist, will contribute to/support the following areas and tasks:

A) Contribute to relevant and impactful SDG analysis - Identify new SDGs data sources and gaps, and assist in designing and implementing a UN data collection strategy in Angola and an SDGs Database - Collect and regularly share information (on a weekly basis) on emerging socio-economic trends in Angola and at regional, global level - Analyze the implications of the identified socio-economic trends and suggest policy recommendations for the realization of the SDGs in Angola - Support drafting of regular SDG analytical products including CCA (Common Country Analysis), Voluntary National Reports, and other reports, as evidence base for SDGs policies and actions - Support the implementation of the SDG economic modelling

B) Support dialogue on SDGs and related knowledge management - Assist in the organization of relevant capacity building activities, workshops, brainstorming sessions for enhanced SDG understanding and implementation at UNCT and national level - Support the organization of consultations and events for selected global events - Develop knowledge based-tools to advance policy dialogue on achieving the SDGs

C) Contribute to partnerships for SDGs implementation and funding - Assist in the identification of opportunities for UN joint programming and initiatives - Support communication with non-resident UN agencies/entities relevant for SDGs analysis and implementation of relevant initiatives - Identify and propose innovating SDG funding solutions - Contribute to communication material and solutions for promotion of SDGs

Qualifications/special skills- Advanced university degree (Master’s degree or equivalent) in (Development) Economics, Sustainable Development, or related field is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

- A minimum of 3 years of relevant work experience in conducting socio-economic analysis and/or implementation of projects in the area of sustainable economic development and preferably related to SDGs is required. - Familiarity with organizing training and workshop events is required. - The following would be considered an asset: - Familiarity with major international Databases and data sources for SDGs - Elaboration of socio-economic analysis and policy recommendations on SDGs - Familiarity with analysis on inequality, social exclusion and poverty reduction - Knowledge and application of Gender and Human Rights-based analysis - Economic impact analysis and econometric modelling - Country level/field experience in LDCs, or Sub-Saharan African context - Experience with international organizations

Other skills: - Strong inter-personal, teamwork and organizational skills. - Demonstrated capacity in strategic thinking, problem solving and policy advice. - Strong IT skills, and especially with data processing software. - Excellent presentation and drafting skills, especially writing socio-economic development reports, demonstrated by a list of publications/ presentations.

Languages- English and French are the working languages of the UN Secretariat. For this position, fluency in Portuguese and English is required. Knowledge of any other UN Official language is desirable.

Additional Information There is a possibility of extension beyond the 2.5 months
