Background

The UNDP Global Centre for Technology, Innovation and Sustainable Development (‘The UNDP Global Centre’) aims to identify, co-design and share innovative and technological solutions for sustainable development. We aim to catalyse new insights, partnerships and action on the ground in the countries where UNDP works. Our initial areas of focus are: Sustainable Agriculture, Sustainable Finance, and Smart Cities and Digitalisation. We aim to leverage expertise in Singapore, as well as across the network UNDP Accelerator Labs, and from experts and partners around the globe.

The UNDP Global Centre is a joint initiative of the Government of Singapore and UNDP, currently being led by a team that is focused on programme and partnerships development – both with the public and private sector in Singapore and international partners (including the above UNDP network). Singapore Government partners include the Ministry of Foreign Affairs (MFA), the Ministry of Sustainability and Environment (MSE), the Public Service Division, and the Economic Development Board (EDB).

The UNDP Global Centre also works closely with the UNDP Small Islands Developing States (SIDS) team to support SIDS countries with sustainable development and digital transformation efforts. Digital is an important aspect of development for SIDS countries and is foundational for tackling climate change, economic prosperity, gender equality and other challenges.

As part of the above efforts, the UNDP Global Centre is recruiting a Junior Digitalisation Consultant (on an Individual Contractor, or IC, contract) to support on a number of key digital projects for countries around the world – including SIDS.

Duties and Responsibilities

As digital tools, technologies, and processes continue to become central to lives and livelihoods, ensuring these components benefit people must be a central priority. This assignment will prioritise a human-centred approach to digital transformation.

In particular, the scope of work will include:

a) Supporting the delivery of three Digital Readiness Assessments in SIDS, working closely with the Technical Expert (Smart Cities and Digitalisation) and UNDP SIDS team.

b) Leading the drafting of the ‘Digital in SIDS’ (working title) report, including commissioning research and contributions from across the UNDP Global Centre team.

c) Supporting on other tasks as needed, including the selection process of an inaugural digital open-source public sector awards programme, providing subject-matter expertise and other input to the finalization of the ‘Annual Report’ of the UNDP Global Centre – to be published ahead of an upcoming ‘flagship event’.

The IC shall work closely with UNDP Global Centre and UNDP Country Office staff – and public and private sector partners - for this assignment.

Required Skills and Experience

Academic Qualifications: At least a Bachelor’s degree in a related area of the work of the UNDP Global Centre ‘Smart Cities and Digitalisation’ team – e.g. geography, development studies, computer science, etc.;

Experience:

  • At least six months experience in conducting research in the context of digital technologies in international development;
  • Good knowledge and understanding of the digital and development context in Small Island Developing States (SIDS);

Language: Excellent English writing and presentation skills are required

Scope of Price Proposal and Schedule of Payments

  1. All proposals must be expressed in the form of an all-inclusive lumpsum amount. The contract price is fixed regardless of changes in the cost components;
  2. Payment to the Individual Contractor will be made according to the number of days worked and successful implementation of deliverables.

    Recommended Presentation of Offer

Offerors must submit the following documents:

a) Duly accomplished Letter of Confirmation of Interest and Availability using the template provided by UNDP.

b) Personal CV or P11, indicating all past experience from similar projects, as well as the contact details (email and telephone number) of the Candidate and at least three (3) professional references.

c) Financial Proposal that indicates the all-inclusive fixed total lumpsum price for the assignment, supported by a breakdown of costs, as per the template provided. If an Offeror is employed by an organization/company/institution, and he/she expects his/her employer to charge a management fee in the process of releasing him/her to UNDP under the Reimbursable Loan Agreement (RLA), the Offeror must indicate at this point, and ensure that all such costs are duly incorporated in the financial proposal submitted to UNDP.

Criteria for Selection of the Best Offer

Applicants are reviewed based on Required Skills and Experience stated above and based on the technical evaluation criteria outlined below. Applicants will be evaluated based on cumulative scoring. When using this weighted scoring method, the award of the contract will be made to the individual consultant whose offer has been evaluated and determined as:

  • Being responsive/compliant/acceptable; and
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation where technical criteria weigh 70% and Financial criteria/ Proposal weighs 30%.
  1. Technical evaluation – Total 70% (70 points):

The technical evaluation will be evaluated based on the following criteria:

  1. Relevant experience on digital issues, particularly in SIDS (55 points)
  2. Relevant educational and/or professional qualification (15 points)

Candidates obtaining a minimum of 70% (49 points) of the maximum obtainable points for the technical criteria (70 points) shall be considered for the financial evaluation.

Financial evaluation – Total 30% (30 points)

The following formula will be used to evaluate financial proposal:

p = y (µ/z), where

  • p = points for the financial proposal being evaluated
  • y = maximum number of points for the financial proposal
  • µ = price of the lowest priced proposal
  • z = price of the proposal being evaluated

Contract Award

Candidate obtaining the highest combined scores in the combined score of Technical and Financial evaluation will be considered technically qualified and will be offered to enter into a contract with UNDP.
