Org. Setting and Reporting The position is located in the Justice and Corrections Standing Capacity (JCSC), based in the United Nations Global Service Center (UNGSC) in Brindisi. While Brindisi is a family duty station, the incumbent may be deployed to ‘D’ and “E’ non-family duty stations for several months at a time. The incumbent will report to the JCSC Team Leader when not deployed, or as per mission structure to the Head of the Justice or Rule of Law component when deployed. Upon authorization of the Under-Secretary-General for Peace Operations, the JCSC deploys to field missions on short notice to: (i) start-up rule of law and/or justice components in new United Nations field operations (including participating in pre-mission planning); (ii) reinforce existing United Nations field operations in providing assistance and support to national authorities in the area of justice, and (iii) undertake operation assessments and mapping of the national justice systems, as well as evaluations of activities and programmes conducted by the justice components of peace operations.

Responsibilities Within delegated authority, the Judicial Affairs office will be responsible for the following duties: - Fulfil the start-up function of the JCSC: The incumbent may be included in pre-mission planning and assessment, including participation in Inter-Agency Technical Assessment Mission and assistance in strategic and operational planning in the context of the Integrated Mission Planning Process (IMPP), and the Integrated Strategic Framework (ISF). - The incumbent may also be deployed to: (i) existing, evolving or downsizing peacekeeping operations facing staffing gaps or surge needs to provide targeted and time-limited advisory support to rule of law components; (ii) to undertake operational and strategic assessments and preparing UN rule of law programme documents, funding proposals and rule of law transition plans, including concrete implementation plans, as well as reviews of activities and programmes conducted by the justice and corrections components. - When deployed, participate in the development and implementation of the mission’s strategies related to the rule of law and the development/reform of the justice and legal systems, and, depending on the mission’s structures, the prison system, to include advising national counterparts, providing training and monitoring the court and legal systems, etc. - Serve as a recognized expert in one or more areas of concentration (e.g. gender justice, juvenile justice, etc.); provide policy and operational advice to senior management on an ongoing basis and assist in programming related activities at the national level; independently handle a wide range of multi-discipline, high complex, and often sensitive and/or conflicting matters involving issues relating to the development or reform of legal or judicial systems/institutions. - Plan, coordinate, and supervise all activities in assigned area; ensure an integrated and harmonized approach among other components of the mission (e.g. corrections, human rights, political affairs, policy, gender, child protection, etc.) and UN entities. - Promote knowledge management and information sharing, including developing a culture of respect for, and inclusion of, local actors in all judicial and legal system initiatives. - Design and implement rule of law projects and contribute to the creation of strategic documents, including justice sector strategies and transition plans; - Coordinate/perform programmatic and administrative tasks necessary for the functioning of work unit, including contributing to the preparation of budgets, reporting on performance and results, managing and evaluating staff performance, job interviewing and evaluation of candidates. - Perform other related duties as required.

Competencies Professionalism: Knowledge of rule of law and legal system issues, including knowledge of criminal law, and relevant international human rights standards and their relationship and linkages to the broader developmental/post conflict recovery framework and initiatives; Knowledge of planning processes, programme design, project and programme management, implementation and oversight; Knowledge of the institutions of the United Nations system and respective institutional mandates; Knowledge of United Nations policies and guidelines related to rule of law assistance programmes; shows pride in work and in achievements; demonstrates professional competence and mastery of subject matter; is conscientious and efficient in meeting commitments, observing deadlines and achieving results; is motivated by professional rather than personal concerns; shows persistence when faced with difficult problems or challenges; remains calm in stressful situations. Communication: Speaks and writes clearly and effectively; Listens to others, correctly interprets messages from others and responds appropriately; Asks questions to clarify, and exhibits interest in having two-way communication; Tailors language, tone, style and format to match the audience; Demonstrates openness in sharing information and keeping people informed.

Planning & Organizing: Develops clear goals that are consistent with agreed strategies; Identifies priority activities and assignments; adjusts priorities as required; Allocates appropriate amount of time and resources for completing work; Foresees risks and allows for contingencies when planning; Monitors and adjusts plans and actions as necessary; Uses time efficiently.

Education Advanced university degree (Master’s degree or equivalent) in law, or bar qualification, or equivalent, in addition to a first level degree in law, is required. A first-level university degree in combination with two additional years of relevant legal experience in the field of justice or rule of law assistance may be accepted in lieu of the advanced university degree.

Work Experience A minimum of five years of progressively responsible professional experience as practicing lawyer, prosecutor, judge, legal consultant, or advisor in the field of justice, is required.

A minimum of one year of experience providing technical assistance for the development or reform of legal and judicial institutions in a transitional, developmental or post-conflict setting, outside the applicant’s country of nationality is desirable.

Experience in drafting rule of law research is required.

Project management experience in rule of law is desirable.

Field experience, especially in a peace operation is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English and Arabic (both oral and written) is required. Knowledge of French is also required.
