This is a UNV International Specialist contract. This kind of contract is known as International UN Volunteer. It is normally internationally recruited only. More about UNV International Specialist contracts.

Under Security Council resolution 2423, dated 28 June 2018, MINUSMA is specifically mandated to support “the effectiveness of justice and corrections officials in the North and Centre of the country and to associated interim authorities, and [to provide] technical support to Malian judicial institutions regarding the detention, investigation and prosecution of individuals suspected of, and sentencing of those found responsible for, terrorism-related crimes, mass atrocities and transnational organized crime activities (including trafficking in persons, arms, drugs and natural resources, and the smuggling of migrants), which risk destabilizing the peace process” (para. 38 (a), iii)).

This will include inter alia:

a) Extension of State authority under the rule of law. b) Support the Malian authorities to fight impunity for crimes that risk destabilizing the peace process. c) Support judicial reform and the complementarity between formal and traditional justice mechanisms d) Support to establishing core justice capacity of the judicial actors

Work implies frequent interaction with the following: Counterparts and other staff from all relevant components of the mission, as well as UN specialized agencies, funds and programmes; Legal professionals and civil society representatives, counterparts in relevant government ministries, the courts, associations, law schools, non-governmental organizations, international organizations, consultants, etc.

This assignment is a support service to the MINUSMA and its personnel; it is not a humanitarian assignment involving direct work or interaction with beneficiaries.

Under the direct supervision of a Senior Judicial Affairs Officer and under the general supervision of the Chief of Justice and Corrections Section, the United Nations Volunteer will be responsible for the following duties:

• Tracks and analyses developments in the legal and judicial sectors relevant to the mission’s mandate. • Conducts legal research and analysis on a diverse range of issues pertaining to international and national law using multiple research sources; selects relevant material, analyzes information and presents findings for review. • Contributes to the preparation of studies, briefs, policy documents and presentations relevant to the functioning of the legal and judicial systems in the host country of the mission; drafts periodic reports, background papers, analytical notes or other inputs, as required. • Supports senior staff and managers by assisting in the development of policy advice and recommendations on key issues relating to rule of law issues, and legal and judicial system reform. • Assist in key activities with other mission components (e.g. police, corrections, human rights, political/civil affairs, gender, child protection, SSR, etc.) and other United Nations and external assistance providers; • Performs other related duties as required.

• When working with (including supervising) national staff or (non-)governmental counterparts, the incumbent should set aside dedicated time for training, coaching, mentoring and capacity development.

Furthermore, UN Volunteers are required to:- Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day)- Be acquainted with and build on traditional and/or local forms of volunteerism in the host country- Reflect on the type and quality of voluntary action that they are undertaking, including participation in ongoing reflection activities- Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.- Assist with the UNV Buddy Programme for newly-arrived UN Volunteers- Promote or advise local groups in the use of online volunteering, or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible. UN Volunteers are expected to integrate the UN Volunteers programme mandate within their assignment as well as promote voluntary action through engagement with communities (urban & rural) during the course of their work. As such UN Volunteers should dedicate a proportion of their working week to the following in support of and in synergy with their primary role as UN Volunteer Prison Engineer/Architect • Strengthen knowledge and understanding of the influence of voluntary action by the communities serviced directly or indirectly by MINUSMA by doing the following; o research of the subject matter, o develop knowledge of related non-profit community-based organizations and promote major issues of these organizations through voluntary actions that will influence development and peace-building initiatives. o undertake awareness-raising (promotion) activities in communities that will increase knowledge of issues of interest to MINUSMA and UNV mandate o Encourage communities to volunteer thoughts and actions to the development of their communities on the basis of core child protection issues of concern.

• Build relationships with a wide range (private/public) of Community Based Organizations, (CBO’s) Civil Society Organizations (CSO’s) - to support and/or participate in community driven voluntary activities and assist them to tell their stories to the World Volunteer Web site; • Encourage, mobilize and support co-workers and fellow UN Volunteers to better understand the connections between MINUSMA mandate and volunteerism; • Monitor on a continual basis the impact of integrating issues, activities and voluntary action at the community level; • Contribute to articles/write-ups on the peace-building and development process and experiences from the above outlined activities and submit them to UNV publications/websites, newsletters, press releases, etc.; • Promote and/or advise CSO’s and Citizens groups in the use of OV (online volunteering), and encourage relevant - groups to use OV whenever – technically possible. 3. Results/Expected Output:

• Strengthened Capacity of national actors by timely implementation of legal and judicial programmes, which are coherently and timely implemented; • Provides comprehensive legal research, sound analysis/assessment of issues, and timely presentation of key information to facilitate decision-making. • Delivers thorough, well-reasoned and clearly written contributions, effective briefings and other communications. • Consistently applies appropriate policies, guidelines, procedures and processes. Effectively, and in a timely manner, liaises and interacts with colleagues and concerned parties internally and externally to promote work programme objectives.

• Strengthened national justice strategies by provision of strategic/technical advice

• Available research material and analysis on time and in accordance with criteria discussed; # Meet Reporting obligations. • Capacity building through training and coaching documented;

• A final statement of achievements towards volunteerism for development during the assignment, such as reporting on the number of volunteers mobilized, activities participated in and capacities developed

• The development of capacity through coaching, mentoring and formal on-the-job training, when working with (including supervising) national staff or (non-) governmental counter-parts, including Implementing Partners (IPs);

• Age, Gender and Diversity (AGD) perspective is systematically applied, integrated and documented in all activities throughout the assignment

• A final statement of achievements towards volunteerism for peace and development dur-ing the assignment, such as reporting on the number of volunteers mobilized, activities participated in and capacities developed.

At least 3 years of work experience preferably in the field of one or some of the following is highly desirable: justice reform, prosecution of international crimes, prosecution of conflict related sexual violence, support to prosecution cells or prosecution of crimes of terrorism or organized crime. ;

Work experience embedded in, or as a mentor working alongside national justice institutions counterparts is preferred; Demonstrated diplomatic skills in relations with local national authorities, especially judges, prosecutors, bar associations and Ministry of Justice officials is an advantage;

Bamako is a non-family duty station with a difficult security and working environment. Mali is a non-family duty station. Living conditions are acceptable in Bamako, but security instructions need to be strictly complied with. Adequate housing is available for rent at US$ 500-1500 per month. The national currency is the Franc CFA (March 2022 exchange rate was 1 US$ = 598.61 FCFA). Visa credit cards are accepted in some hotels and larger shops. Mali is a country prone to malaria, so mosquito nets are highly recommended. Basic medicines are available from pharmacies, but provision needs to be made for specialized medication. Security recommendations from the UN Department of Safety and Security (UNDSS) must be followed by all UN Staff in the course of their assignments in Mali. For the sake of rewarding experience, UN volunteers in MINUSMA carry out their duties with flexibility, commitment, and a willingness to live and work in challenging conditions including heat and limited water and electricity supply.
