The United Nations Multidimensional Integrated Stabilization Mission in Mali (MINUSMA) was established by Security Council resolution 2100 of 25 April 2013 to support political processes in that country and carry out a number of security-related tasks. By unanimously adopting resolution 2164 of 25 June 2014, the Council further decided that the Mission should focus on duties, such as ensuring security, stabilization and protection of civilians; supporting national political dialogue and reconciliation; and assisting the reestablishment of State authority, the rebuilding of the security sector, and the promotion and protection of human rights in that country. Priority tasks 30 (vi) of Security Council Resolution 2584 (2021) adopted on 29 June 2021 provides, inter alia, that MINUSMA should “assist the Malian authorities, together with the UNCT, in the holding of free and fair elections, conducted in a peaceful environment and a transparent and inclusive manner, including regional, local, legislative and presidential elections, and, as appropriate, of a constitutional referendum, consistent with the electoral calendar, with presidential elections scheduled for 27 February 2022, and with the full, equal and meaningful participation of women, and inclusion of youth, refugees and internally displaced persons, including through the provision of technical assistance and security arrangements to achieve sustainable peace”.

Under the responsibility of the Director Electoral Affairs Division and the direct supervision of the Political and Legal Analyses, Communications, Reporting and Gender Head of Unit, the UN Volunteer will undertake the following tasks:

Ensure that all field reports are received regularly and within set deadlines; Compile regular reports for the Electoral Division on major electoral developments and issues on the field, including immediate and longer-term problems;
Ensure timely reports of electoral matters in the assigned area of responsibility, as directed by the head of legal and political unit and in close coordination with relevant sections of the MINUSMA;
Draft daily sitreps, weekly sitreps, meetings minutes and SG reports in a timely manner and following instructions of the Head of Section. Ensures up-to-date information regarding substantive electoral matters in Mali and makes recommendations on actions to take;
Advise and report to the Mission on the baseline at national level regarding the relevant and most appropriate communication means, medias, awareness raising activities in the field of voters’ sensitization and mobilization taking into account the Malian context and constraints;
In consultation with the national Elections Management Bodies and Civil society organizations develop an appropriate communication plan including awareness raising of the population and officials on the electoral process;
Ensure media monitoring and arrange field visits to relevant national stakeholders in order to collect useful information related to the electoral and political processes in Mali;
In consultation with the national Elections Management Bodies,Civil society organizations dealing on women issues and the Mission’s Gender Unit, develop a gender and elections strategy focused on women participation. elections/reporting and related area in at least 2 countries. At least two years of experience in implementing, supporting or advising on electoral processes is required. United Nations electoral field experience in a peacekeeping operation, political mission and/or a UN agency is desirable. Experience in post-conflict situations and/or in developing countries or Mali will be an asset; Strong knowledge in the field of electoral processes and high level of communication/gender issues and exchange of experience; Experience in media monitoring, the collection of gender segregated data and capacity building; Great writing, analytical and communication skills; Capacity to dialogue with electoral and political actors as well as the ability to produce quality reports.

Bamako is a non-family duty station with a difficult security and working environment. Mali is a non-family duty station. Living conditions are acceptable in Bamako, but security instructions need to be strictly complied with. Adequate housing is available for rent at US$ 500-1500 per month. The national currency is the Franc CFA (April 2020 exchange rate was 1 US$ = 600 FCFA). Visa credit cards are accepted in some hotels and larger shops.

Mali is a country prone to malaria, so mosquito nets are highly recommended. Basic medicines are available from pharmacies, but provision needs to be made for specialized medication.

Security recommendations from the UN Department of Safety and Security (UNDSS) must be followed by all UN Staff in the course of their assignments in Mali.

For the sake of rewarding experience, UN volunteers in MINUSMA carry out their duties with flexibility, commitment, and a willingness to live and work in challenging conditions including heat and limited water and electricity supply.
