Org. Setting and Reporting The position is located in the Justice and Corrections Standing Capacity (JCSC), based in the United Nations Global Service Centre (UNGSC) in Brindisi. While Brindisi is a family duty station, the incumbent may be deployed to ‘D’ and ‘E’ non-family duty stations for several months at a time. The incumbent will report to the JCSC Team Leader when not deployed or as per mission structure, to the Head of the Corrections or Rule of Law component when deployed.

Upon authorization of the Under-Secretary-General for Peace Operations, this capacity deploys to field missions on short notice to: (i) start-up rule of law and/or justice components in new United Nations field operations (including participating in pre-mission planning); (ii) reinforce existing United Nations field operations in providing assistance and support to national authorities in the area of justice, and (iii) undertake operation assessments and mapping of the national justice systems, as well as evaluations of activities and programmes conducted by the justice components of peace operations. When deployed at the request of other United Nations departments, programmes, agencies or funds or, of the Global Focal Point for the Rule of Law, s/he shall follow the respective reporting structures and be guided by the strategic and operational directives of the relevant department, agency, fund or programme. The incumbent is expected to support all three core functions of the JCSC, including the temporary leading of a justice component or programme. The incumbent may also be deployed to: (i) existing, evolving or downsizing peacekeeping operations facing staffing gaps or surge needs to provide targeted and time-limited advisory support to justice or rule of law components; (ii) to undertake operational assessments and mapping of the national justice system, as well as reviews of activities and programmes conducted by the justice and corrections components.

Responsibilities Within delegated authority, the Judicial Affairs Officer will be responsible for the following duties:

•Fulfill the start-up function of the JCSC which include pre-mission planning and assessment, including participation in Technical Assessment Missions (TAM) and assistance in strategic and operational planning in the context of the Integrated Mission Planning Process (IMPP), and the Integrated Strategic Framework (ISF). •Assist in developing, and when appropriate, updating concepts of operations and other planning tools for United Nations rule of law components; identifying profiles required in the justice area, recruiting national and international staff, and building up and leading justice support teams at the start-up phase of a mission component. Assist in the establishment of an early coordination mechanism and may be called upon to provide technical advice to the justice sector, working closely with the Standing Police Capacity (SPC), and relevant mission rule of law components. •Participate in de-briefings on deployments, write after-action reviews, participate in training and other professional development activities, prepare for the next deployment and contribute to the development of lessons learned, best practices studies and training programmes.

When deployed to a field mission: •Serve as a recognized expert in one or more areas of concentration (e.g. gender justice, juvenile justice, etc.); provide policy and operational advice to senior management on an ongoing basis and assist in programming related activities a the national level; independently handles a wide range of multi-discipline, highly complex, and often sensitive and/or conflicting matters involving issues relating to the development or reform of legal or judicial systems/institutions. •Participate in the development and implementation of the mission’s strategies related to the rule of law and the development/reform of the justice and legal systems and, depending on the mission’s structures, the prison system, to include advising national counterparts, providing training and monitoring the court and legal systems, etc. •Coordinate and direct work teams; guides, supervises and evaluates the work of junior officers; may assist in the general management and administration of the work unit, organizing and prioritizing the workload and providing general coordination and supervision of assignments. •Plan, coordinate and supervise all activities in assigned area; ensures an integrated and harmonized approach among other components of the mission (e.g. corrections, human right, political affairs, police, gender, child protections, etc.) and UN entities. •Take the lead in promoting knowledge management and information sharing, including developing a culture of respect for, and inclusion of, local actors in all judicial and legal systems initiatives. •Organize and supervise research studies and the preparation of written outputs, as well as perform extensive legal research and analysis on highly complex or novel legal issues/questions and prepare reports, studies, briefs, and other written material; participate in legislative reviews and prepare commentaries. •Provide innovative technical advice and assistance to regional and local commissions, standing committees, and other offices, etc. •Coordinate/perform programmatic and administrative tasks necessary for the functioning of work unit, including contributing to the preparation of budgets, reporting on performance and results, managing and evaluating staff performance, job interviewing and evaluation of candidates. •Perform other related duties as required.

Education An advanced university degree (Master's degree or equivalent) in law is required. A first-level university degree in combination with two additional years of qualifying experience and bar qualification or equivalent may be accepted in lieu of the advanced university degree.

Work Experience A minimum of seven years of professional experience as a practicing lawyer, prosecutor, judge, legal consultant or advisor in the field of justice/rule of law is required. This must include a minimum of one year of professional working in a transitional, developmental or post-conflict setting outside the applicant's country of nationality on strengthening judicial and legal systems is required. Experience in programme management in rule of law is desirable. Experience in recruitment and leading justice support teams is desirable. Field experience, preferably in Africa, is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English and French (both oral and written) is required. Knowledge of Arabic is desirable.
