Org. Setting and Reporting This position is located with the Integrated Information Hub (IIH), the Joint Operations Center equivalent for the Special Political Mission: United Nations Assistance Mission in Somalia (UNSOM). The JOC functions under the Office of the Chief of Staff and the post is based in Nairobi with frequent travel to Mogadishu.

The JOC team is mandated to provide mission leadership with a common situational overview of mandated activities and prepares consolidated inputs from mission sections into daily situation reports. JOC also maintains a consolidated reporting database (SAGE) and supports respective sections with their visualization requirements. The JOC also supports the Mission’s crisis management process and acts as a communications link for senior mission leadership and provides operational coordination, on request.

The Joint Operations Officer reports directly to the JOC Section Chief. S/he is responsible for integrated reporting, assessment and related analysis products; and developing related visualization products from the Nairobi Liaison Office.

Responsibilities Responsibilities

Within delegated authority, and under the supervision of the Chief JOC, the Joint Operations Officer will be responsible for, but not limited to, the following duties:

1. Monitoring and reporting: (a) Draft and disseminate the Mission’s Daily Situational Reports (DSRs) based on information from UN sources (missions and UNCT) and other situational awareness products; (b) Substantive lead in maintaining SAGE information management system including quality controlling of inputs, assisting users in defining visualization requirements, training and assisting users, liaising with Support Desk when required; (c) Assist the conceptualization and development of situational awareness products for the senior leadership; (d) Draft and send incident ("flash") reports, briefings and visuals on critical developments related to the UN mandate implementation.

2. Crisis management support: (a) Under the supervision of the Chief JOC and the Chief of Staff, help organize crisis management meetings within the mission and with New York headquarters; (b) Provide secretariat support, maintaining up to date contact lists, reporting and supporting information management via coordination with various UN offices and departments. (c) Help ensure that the mission and key stakeholders (CMT members, JOC staff, staff in field offices, etc.) are prepared for crises and familiar with the procedures (including through the development and delivery of briefings and crisis simulations exercises), and that SOPs and other guidance are updated

3. Communications hub: (a) Maintain and update information for information sharing platform (One Drive, Sharepoint, Workflow) to share with crisis management and reporting focal points; (b) Support functioning of the crisis management center workflow with coordinated communication, reporting and information feed via coordination with the Integrated Information Team and the UNDSS Security Information and Operations Center and UNSOS Mission Support Cell.

4. Assist Chief JOC on: (a) Planning recruitment and training establishment of duty rosters, as necessary; oversight of budget submissions, as required; relations with the Mission components, regional offices and the United Nations Headquarters (in particular the UN Operations and Crisis Centre); (b) Updating mission-level standard operating procedures, tools and templates (for reporting, crisis management, etc.) and help to ensure their implementation (including through training and evaluation); (c) Assist in preparing briefings or inputs for the SRSG, SMM, high level delegations, or as instructed by Senior Leadership; (d) Act as OiC Chief JOC when required.

5. Perform other tasks as required by the Chief JOC or the Chief of Staff.

Education Education

Advanced university degree (Master's degree or equivalent) in social sciences, political science, international relations, law or related area. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience A minimum of five years of experience in political or international affairs, military, police, security, civil affairs, human rights, crisis operations and management, or related field. At least two years of direct experience in a UN peacekeeping or other field operation in a conflict or post-conflict country is required, particularly in managing a field-based reporting system. Extensive experience in producing visually-enhanced operational and political briefing for senior officials required. Experience working in a Situation Center, Joint Operations Center, or a similar operational environment is desirable. Demonstrated experience in drafting, reporting, and data analysis and visualization is desirable. Demonstrated experience in using the SAGE data capturing platform is an advantage.

Languages English and French are the working languages of the United Nations Secretariat. For this position, fluency in oral and written English is required. Knowledge of a second official United Nations language is an advantage.
