A wide range of regional and national activities in support of UNESCO Member States' efforts to provide quality education for all and sustainable development has been made possible through the support provided annually by Japan. Activities included the generation and sharing of knowledge on innovations in education across the region as evidence to inform education policy making and scaling up of community learning centres in the Member States. The effective and strategic use of the contributions of the Government of Japan under the Japanese Funds-in-Trust (JFIT) programme is critical in the context of Asia-Pacific SDG 4 - Education 2030 for which UNESCO has been leading in the Asia-Pacific region. Under the overall authority of the Director of UNESCO Bangkok and the immediate supervision of the Head of the Executive Office/Regional Programme Coordinator, the incumbent will serve as the JFIT Programme Coordinator / Partnership Officer responsible for the coordination of JFIT-UNESCO education activities in Asia and the Pacific, and will contribute to the office-wide resource mobilization, partnership development and communication and outreach efforts. In particular, he/she will coordinate and provide day-to-day backstopping to UNESCO education projects funded by Japan in the region. The incumbent will also assist in UNESCO's actions in the region through actively participating in the strategic programming process also in cooperation with education colleagues in Bangkok, HQ and other Field Offices. Long Description ---------------- The incumbent will carry out the following tasks: 1\. Coordinate and provide day-to-day backstopping to education projects funded through the Japanese Funds-in-Trust (JFIT) programme in UNESCO Bangkok, ensuring full compliance with UNESCO rules, regulations and policies related to extrabudgetary projects, JFIT Guidelines and other strategy documents including UNESCO Medium Term Strategy and Biennial Programme and Budget. This task includes, but not limited to: a) suggesting a set of criteria for new project proposals and coordinating the proposal preparation and submission processes; b) ensuring the timely preparation and submission of project reports by project officers; c) facilitating discussions with with MEXT Japan when reprogramming of project activities and budget are necessary in close consultation with the responsible officers and the Administration and Finance Office ; d) monitoring the JFIT funds and maintaining a database on projects funded by Japan in the region; e) maintaining regular and close communications with UNESCO's central services in Headquarters (mainly BSP/DPA/SPD and ED/EO) and ensuring efficient and smooth information flow between BSP/DPA/SPD and UNESCO Bangkok related to JFIT issues; f) maintaining communication with MEXT Japan, provide reports and information to them in a timely manner at their request and provide briefings to UNESCO Bangkok senior management as needed; g) liaising with partners in Japan such as experts and institutions participating in JFIT supported projects; and h) coordinating the organization of the annual review meetings of the JFIT cooperation through designing the meeting agenda, preparing meeting materials, drafting minutes, and ensuring follow-up actions with relevant project officers and units/offices. Long Description ---------------- 2\. Support the programme management cycle and the strategic programming, in particular: a) Assisting in the monitoring and evaluation of the JFIT funded projects and help articulate their outcomes with the broader frameworks of C/4, C/5 and SDG4 as well as other SDGs; b) Assisting in the administration of SISTER (System Information on Strategies, Tasks and the Evaluation of Results); c) Providing inputs to the strategy development discussions; and d) Ensuring human rights based approach and gender equality throughout UNESCO's projects and activities in the region. 3\. Contribute to planning, implementing and monitoring the resource mobilization, partnership development and communication & outreach efforts with Japan that include, but not limited to: a) support the regional resource mobilization officer, for instance, in analysing existing and potential partnerships with governmental, non­governmental, academic/research institutions and private sector; b) assisting in establishing new institutional agreements for joint project implementation and staff exchange; c) provide inputs to the communication and outreach and knowledge sharing initiatives of the Office, especially for education projects funded by Japan. 4\. Assist in planning, implementing and monitoring UNESCO Bangkok's education programmes and projects particularly the Asia-Pacific SDG 4 – Education 2030 and UNESCO Associated Schools Network (ASPnet) in cooperation with concerned UNESCO Programme Specialists and multiple agencies. This task includes: a) Drafting concept notes and project documents; b) Supporting the implementation, monitoring and evaluation of the activities. 5\. Perform any other duties required by the immediate supervisor and/or the Director of the Office.
