This is a UNV International Specialist contract. This kind of contract is known as International UN Volunteer. It is normally internationally recruited only. More about UNV International Specialist contracts.

Eligibility criteria

Minimum age: 25 years old. Nationals of the country of assignment are not eligible, except the assignments in Headquarters duty stations.

Description of task

Within the delegated authority and under the supervision of the Programme specialist on Risks and Resilience, based at the UNDP Sub-regional Hub for West and Central Africa in Dakar or his/her designated mandated representative(s), the UN Volunteer programme analyst will:

Programme Management Support:

  • Support elaboration of the UNDP Congo Basin offer, including through the review and analysis of on-going initiatives and actions, using the formulated vision papers and consultations with Country Offices and partners,
  • Once developed, support the coordination of the offer's programmatic implementation with the different UNDP units and teams, UNDP Country Offices, partners and other stakeholders, ensuring mainstreaming of gender considerations in implemented actions;
  • Provide substantive and administrative support to the preparation of country missions, meetings and any other type of consultation;
  • Provide any research support needed for the delivery of the offer and emerging technical policy advice and programme outputs that responds to needs identified in the offer.
  • Prepare various written outputs, as may be required (e.g. draft background papers, concept notes, briefing notes and talking points), and;
  • Provide requested programme management support to other programmatic initiatives of the Hub, that reinforces the implementation of the offer.

Reporting, and Monitoring and Evaluation:

  • Collect, synthetize and monitor information related to UNDP's Congo basin offer and actions as well as on climate, risks and resilience.
  • Coordinate reporting on the Congo Basin offer (e.g., annual reports, progress reports, donor reports, annual reports, etc.);
  • Contribute to the development and implementation of M&E plan for the offer and ensure articulation and coherence with the Hub's M&E processes.
  • Support specific evaluations, mappings, studies and/or reviews, including preparation of terms of reference, participation in consultant selection and technical feedback on evaluations.

Partnership-building and resource mobilization:

  • Support the development of effective partnership and working relationships with UNDP partners including UN agencies, government institutions, IFI's, bi-lateral and multi-lateral donors, CSOs and the private sector
  • Support the resource mobilization effort with the development of a resource mobilization plan for the Congo basin offer and other initiatives related to Climate, Risks and Resilience.

Learning and knowledge sharing:

  • Support the development and implementation of a knowledge management strategy for the Congo basin offer, articulated within the overall Hub's strategy;
  • Liaise with UNDP COs, units and teams, and partners on knowledge-sharing, through identification and synthesis of information resources, lessons learnt and best practices;
  • Contribute to the development of knowledge products and tools for use in the Congo basin.
  • Support multimedia approaches by which knowledge is produced, managed, communicated and shared and support communications outreach on key achievements;
  • Enhance visibility of the UNDP on the Congo basin and on climate, risks and resilience, in social media and other platforms such as websites, by ensuring regular updates and maintaining quality and relevance of content.
  • Sound contributions to knowledge networks and communities of practice;
  • Perform any other duties that may be assigned by the supervisor

Qualifications/Requirements

Required degree level:

Master degree or equivalent

Education - Additional Comments:

An advanced university degree (Master) in public policy/administration, economic development, international development, environment or related field.

Required experience:

24 Months

Experience remark:

  • Minimum of 2 years of relevant professional experience in project management support and coordination, communications and knowledge management;
  • Experience working in the field of climate, risks, livelihoods, and/or NRM;

Language skills:

  • English(Mandatory), Level - Fluent
  • French(Mandatory), Level - Fluent

Area of expertise:

Development programme/project administration

Area of expertise details:

  • High proficiency in research, analysis, and excellent written skills specifically writing complex documents;
  • Work experience in the Africa region is highly desirable; and
  • Proficiency and experience in using contemporary software packages for web design, publishing and knowledge sharing;
  • Familiarity with the UN system and other development, organizations is an asset.
