This is a UNV National Specialist contract. This kind of contract is known as National UN Volunteer. It is normally only for nationals. More about UNV National Specialist contracts.

WHO’s primary role is to direct and coordinate international health within the United Nations system. WHO’s main areas of work are health systems; health through the life-course; noncommunicable and communicable diseases; preparedness, surveillance and response; and corporate services.

Within the delegated authority, the incumbent is assigned all or part of the following responsibilities: • Advises the Head of WHO Country Office (WR) for an informed decision making on ICT Related issues; • Act as ICT/Ukraine focal point at WHO Country Office level; • Ensure implementation of WHO ICT strategies and introduction/ implementation of new technologies focusing on achievement of the following results; • Ensure compliance with corporate information management, information security policies, technology standards, guidelines, and procedures for the country office technology environment; • Participate in the development and implementation of ICT annual plan and Standard Operating Procedures for ICT services; • Participate in technical evaluation of Programme proposals (ICT Component) and ICT related meetings; • Install commercial and WHO developed software and related upgrades, in-line with global policies; • Coordinate the installation and maintenance of all ICT hardware and software, according to UKRAINE ICT standard; • Ensure uninterrupted and effective ICT services to the office; • Administer software and updates; • Set up and maintain security of the ICT infrastructure (hacker and virus protection, protection against power failure, fire protection, etc.; • Ensure regular server backup of data files; • Set up and maintain disaster recovery procedures; • Manage inventory of ICT equipment and software; • Maintain, troubleshoot, and repair ICT equipment; • Prepare and share a quarterly report on informatics equipment inventory; • Prepare and share a monthly activity report; • Provide in-house training/assistance to staff on usage of informatics equipment (computers accessories) and software; • Assist in the design and implementation of database applications and another computer application; • Performs all other related duties as assigned.

Functional Knowledge and Skills: • Very good knowledge of LAN and TCP/IP networking, Windows 7/8/10, Windows 2008/2012 Server, Microsoft Active Directory; • Good knowledge of computer security including firewall and Virus protection; • Good knowledge of Data backup and Disaster Recovery procedures; • Good knowledge of Database programming; • Good knowledge of the Administration of telecommunication systems including PBX; • Ability to analyze and troubleshoot problems; • Ability to write technical documents.

As it is a national UN Volunteer's assignment, the volunteer shall organize his/her accommodation by themselves.

Entitlements of National UN Volunteer (Specialist – Step 2) The contract lasts for the period indicated in the vacancy with possibility of extensions subject to availability of funding, operational necessity and satisfactory performance. However, there is no expectation of renewal of the assignment.

Allowances: • Volunteer Living Allowance (VLA): A Volunteer Living Allowance (VLA) USD 1268  (equivalent in UAH) is provided monthly to cover housing, utilities and normal cost of living expenses.

Medical and life insurance: • Medical insurance: The UN Volunteer and eligible PFU dependents will receive UNV provided medical insurance coverage. Coverage for UN Volunteers begins from the Commencement of Service and normally ceases one month after the last day of the UN Volunteer Contract date. • Life Insurance: UN Volunteers are covered by life insurance for the duration of the UN Volunteer assignment. If a UN Volunteer dies during the UN Volunteer assignment, the eligible designated beneficiaries will be entitled to receive a life insurance lump sum. Leave entitlements: • Annual leave:  UN Volunteers accrue an entitlement to 2.5 days of Annual Leave per completed month of the UN Volunteer assignment. Unused accrued Annual Leave up to a maximum of 30 days is carried over in case of a contract extension within the same UN Volunteer assignment. Unused accrued Annual Leave may not be carried over in case of reassignment or a new assignment. • Learning leave: Subject to supervisor approval and exigencies of service, UN Volunteers may request up to ten working days of Learning Leave per consecutive 12 months of the UN Volunteer assignment, starting with the Commencement of Service date, provided the Learning Leave is used within the contract period • Certified Sick Leave: UN Volunteers are entitled to up to 30 days of certified sick leave based on a 12-month cycle. This amount is reset every 12-month cycle. • Uncertified Sick Leave: UN Volunteers receive seven days of uncertified sick leave working days in a calendar year. This amount will be reset at the established interval period.

The purpose of the allowances and entitlements paid to UN Volunteers is to enable UN Volunteers to sustain a secure standard of living at the duty stations in line with United Nations standards without incurring personal costs. The allowances are in no way to be understood as compensation, reward, or salary in exchange for the UN Volunteer’s service.
