IMPORTANT INFORMATION:

This is a fixed term appointment with option to renew for an initial period of three (3) years following Section 3.1 (b) of Administrative Order No. 2.01 (“Recruitment and Appointment’). This appointment is not convertible to a regular appointment. After the initial fixed period, ADB has the option to renew the appointment for up to three years or allow it to expire. This decision is based on ADB’s overall interest in retaining the skills and experience of the staff for medium-term work program within the respective group, department, or office, while considering the availability of funding sources.

The position is assigned in the Cybersecurity and Compliance Team (ITOD-CS) within the Information Technology Department (ITD). ITD manages the information systems and technology services required for ADB’s Headquarters and Field Offices. ITOD-CS sets the Information Security standards, policies, incident management and Business Continuity approaches for Technology within ADB. The team also monitors compliance with the standards and policies within ITD.

Job Purpose

The IT Specialist (Information Security) will be responsible for ensuring ADB remains cyber vigilant and prepared with particular focus on IT Risk, Outsourcing and Cloud security, third party risk management, operate the information classification and data leakage protection efforts, and manage cyber resiliency efforts within ITD.

The person will also backup other IT security (i.e., Technical and Information) specialists, as required.

The incumbent will report to a designated International Staff and may supervise National Staff.

Responsibilities

· Security Liaison

* Works as a liaison with other departments and external parties to establish mutually acceptable contracts and service-level agreements and ensures ongoing quality, integrity and compliance of such services and products.

* As part of a team, support production issues and incidents, and participates in and contributes to problem and change management discussions.

* Backs up security architect in factoring in security into the evaluation, design, selection, installation, configuration and management of hardware, applications and software.

· Strategic Support

* Works with business resiliency and organizational groups to create recovery strategies and an integrated and secure workplace, be that physical or digital.

* Develops and works on a security program that addresses identified risks and business security requirements.

* Streamline policies, procedures and governance to ensure operating efficiency alignment and/or compliance with industry standards, frameworks or guidelines.

· Risk and Compliance

* Supports ADB’s ICT risk management team in governing, operating and supporting IT risk management activities related to the secure operation of ADB’s internal and outsourced application services and ICT assets; this includes the definition of and follow up on risk mitigation action plans.

* Refines ITD’s overall approach to information classification and data leakage protection and control, and ensure the adherence and sustainability of internal control and reviews.

* Provides oversight and support for the third party risk assessments for IT vendors including executing cyber risk assessments, reviewing third party assurance reports, and conducting third party risk assessments.

· Operational Support

* Take up vendor management responsibilities and oversee extended team of vendor personnel supporting the aforementioned solutions

* Develop and maintain relevant performance metrics, snapshots and reports key business outcomes and benefits

* Apply process automation and other techniques to facilitate continuous improvement and collaborate with various counterparts to maintain quality service

* Support other technical security activities as required
