ORGANIZATIONAL CONTEXT

This position is based in WFP’s Barbados Office for Caribbean Preparedness and Response, supporting the Supply Chain function. The WFP Barbados Office is designed to implement a sub-regional emergency preparedness and response capacity-strengthening programme. A core feature of the capacity-strengthening programme is assisting the Caribbean Disaster and Emergency Management Agency (CDEMA) implement a digital platform for end to end logistics management of relief supplies, shared with regional Partner States. The jobholder will have an IT profile and will report to the Supply Chain Officer, serving as local development and support capacity for the digital platform team.

JOB PURPOSE

To contribute to the development of efficient and effective IT solutions, creating sound, innovative solutions that enable staff to deliver food assistance to beneficiaries, in line with WFP’s strategy.

KEY ACCOUNTABILITIES (not all-inclusive)

1. Support the development and implementation of modern integrated IT solutions supporting WFP business needs.

2. Prepare clear technical systems documentation for developed IT solutions in order to facilitate IT systems development and maintenance.

3. Perform unit and integrated testing of new, enhanced or fixed code in order to ensure complete coverage of code and adherence to technical specifications.

4. Participate in the installation, configuration, and customization of IT systems, as well as integration and migration of data between systems to ensure compliance with WFP’s IT standards, guidelines, and procedures.

5. Participate in the release of IT systems and provide early life support in order to prepare for and enable proper use of the IT solution.

6. Contribute to the analysis, maintenance, and upgrade of IT systems and troubleshoot, fix problems and make recommendations for system improvements.

7. Contribute to the preparation of training on existing and new functionalities for capacity building.

8. Collate data and contribute to the preparation of accurate reports on IT investments and costs, providing information to inform decision-making by stakeholders.

9. Other duties as required.

STANDARD MINIMUM QUALIFICATIONS

Education: Advanced University degree in Computer Science, Engineering, or another relevant field, or First University degree with additional years of related work experience or training/courses.

Experience: Minimum of 1 year of postgraduate experience with an advanced university degree in a related field and three years of post-graduate experience with a first university degree.

Language: Fluency (level C) in the English language.

OTHER SPECIFIC JOB REQUIREMENTS

WFP Barbados in the Caribbean supports CDEMA and the Participating States as well as states that are under a Memorandum of Understanding with CDEMA in developing emergency response capability, risk mitigation through systems development, training, emergency response equipment, and support during a disaster or serious event when assistance is requested.

The successful candidate will:

1. Shadow the lead developer and provide cover for absences

2. Provide digital system technical support to WFP, CDEMA, and system users as required

3. Assist with evaluation of evolving technology to determine suitability for integration in the digital platform

4. Support the Training Team

5. Prepare and maintain the system User Guide and Documentation

6. Assist with report and dashboard generation

7. Develop software in accordance with WFP ICT guidelines and requirements

8. Deploy to support regional trainings and emergency response activities as required.

• Has assisted in the design and development of systems and applications needed to fulfil business requirements. • Has utilized specialized knowledge to resolve issues arising during IT support. • Has contributed to IT projects by providing analysis of business requirements.

TERMS AND CONDITIONS

Who Can Apply?

This position is open to nationals of Barbados and CARICOM member states and associate members. CARICOM Nationals applying for a National position outside of their home country bear sole responsibility for required actions or expenses related to relocation, accommodation, repatriation, and any other living expenses, etc. A CARICOM Skilled National Certificate is a pre-requisite for employment for successful candidates who are not from the country for which the position is advertised.

Employment Particulars

  • Type of position: Short Term-Full Time
  • Type of Contract: Service Contract Level 8 (SC-8)
  • Duration on Contract: 12 months with the possibility of extension, based on organizational requirements.
  • Duty Station: Barbados
  • Travel Requirements: The WFP Caribbean Office cover the 22 English and Dutch-speaking Caribbean countries. The selected candidate may be required to travel from time to time, both regionally and internationally, to support missions, emergency responses, training, etc. As such, medical clearance is required.
