ORGANIZATIONAL CONTEXT

This position is based in WFP Mazar Field Office. The Job holder directly reports to a Head of Field Office under the technical supervision of Head of ICT Unit in Country Office. The job holder is expected to demonstrate responsibility and initiative to respond independently to queries with only general guidance. There is a requirement to use judgment in dealing with unforeseen problems on a daily basis. Job holder is expected to manage resources and coach and coordinate a team of support staff.

JOB PURPOSE

To coordinate and guide Information Technology maintenance and support activities to enable the effective delivery of IT services.

KEY ACCOUNTABILITIES (not all-inclusive)

  • Assist primary and initial deployment of new ICT infrastructure at office including installing, configure and maintenance of over 10 servers, Cisco switches, Firewalls, Access points, VSAT, PABX and P2P links.
  • Ensure all System backups and data security/privacy through collection and analysis of accurate reports on ICT activities, investments and deployment, manage WFP corporate standard applications including, but not limited to support of Office 365, Glass, Teamwork, ITS (Invoice Tracking System), WFP Box in accordance with WFP ICT policy.
  • Effectively manage WFP LAN, WAN, P2P equipment on daily bases and provide on time support to around 30 end users.
  • Prepare, contribute and draft ICT documentation including but not limited to APP (Annual Performance Plan), DRP, SOPs, MoUs, NFRs, System manuals and directives.
  • Make sure that staff have access to the required ICT services and products both on Intranet and Internet 24/7.
  • Manage and coordinate a team of ICT support staff (Radio Operator and Electrician/Generator Mechanic) including capacity building and performance appraisal (PACE/PAR), to ensure that individual and team objectives are met.
  • Coordination within unit and at Inter agency level in order to align activities and maximise possibilities of inter-agency collaboration in the field of ICT and Telecom.
  • Make sure that ICT policies, procedures, systems and tools are correctly applied to assist WFP staff (and other UN agencies when needed) in conducting their work.
  • Carry out system and hardware maintenance tasks, such as running specialised network monitoring and system protection, to ensure that ICT infrastrucure is running effectively and effeciantly.
  • Monitor technology reliability, identify user needs, analyse data and produce accurate reports in order to recommend ICT solutions to support informative decision-making.
  • Resolve queries independently, escalating if required, to ensure that standard ICT questions are answered and accurate information is provided to staff as per WFP ICT policies.
  • Provide standard technical training to end users of commonly used and new coming technology and systems, in order to assist WFP staff (other UN staff if needed) in conducting their work.
  • Provide techncial and operational support to CP and programme team, in order to effectively operationalize the WFP SCOPE (Beneficiearies management system) in the relavent area.
  • Implement improvements to methods and processes within the IT division in order to support the continuous improvement of ICT services provided.
  • Follow set emergency response processes and procedures as required to provide support in enabling emergency food assistance needs to be met.
  • Assist in the release of IT systems and provide early life support in order to prepare for and enable proper use of the IT solution.
  • Manage, follow up and coordinate ICT and SCOPE inventries togather with property management team.

STANDARD MINIMUM QUALIFICATIONS

Education:

  • University Degree in Information Technology, Telecom or other related fields
  • CCNA and MCITP certifications are required.
  • CCNP, MCSA 2016 & VMWare Certification will be an advantage.
  • DBA (Database Administration) certification will be an advantage.

Experience: Minimum 5 years of progresively responsible relevant work experience.

Language: Fluency (level C) in English language and fluency in Pashto or Dari, preferably in both.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

  • Has successfully performed installation and testing of new hardware for improving or upgrading system performance, such as servers, VSAT, Firewall, Switches & Access points.
  • Has proven experience of analysing server management, complex network management, IT and Telecom system management in emergencies.
  • Have experience in VSAT setup, configuration and management of GVF (Global VSAT Form). Certification will be an advantage.
  • Proven knowledge and experience of Server Services management (AD, DNS, DHCP, NTP, RODC, FTP and Microsoft Office 365) and proven experience in ESXI and VMware and certification will be advantage.
  • Contribute to installation, configuration and customization of IT systems, as well as integration and immigration of data between systems ensuring compliance with WFP’s IT standards, guidelines and procedures.

TERMS AND CONDITIONS

Position Title: IT Operations Associate

Grade: General Service- Level 6 (GS6)

Contract: Fixed-Term (FT) - One-year renewable

Duty Station/travel: Mazar Field Office with travel inside Afghanistan

Salary:

Medical Plan: International valid medical plan valid also for staff, spouse and dependents children under 18 years

Annual leave: 30 working days per annum
