WFP Ethiopia is working with the government and other humanitarian partners to strengthen the resilience of Ethiopia’s most vulnerable population and to chart a more prosperous and sustainable future for the next generation. The Country Office also supports programmes that use food assistance to empower women, transform areas affected by climate change and keep children in school. It aims to contribute to Ethiopia’s five-year development agenda, the Growth and Transformation Plan (GTP), through which the Government combats food insecurity.

ORGANIZATIONAL CONTEXT

This job is found in Bahir Dar Office. The Job holder report to a Head of Sub Office and Head of IT Unit in Country Office or the designate.

At this level job holders are expected to demonstrate responsibility and initiative to respond independently to queries with only general guidance. There is a requirement to use judgment in dealing with unforeseen problems on a daily basis. Job holders are expected to manage resources and coach and coordinate a team of support staff.

JOB PURPOSE

To deliver high quality technical support, system and data maintenance across a range of areas, in order to contribute to the effective delivery of IT services.

KEY ACCOUNTABILITIES (not all-inclusive)

1. Carry out system and hardware maintenance tasks, such as running specialised network monitoring and system protection, to ensure technology is running effectively.

2. Monitor technology reliability, identify user needs, analyse data and produce accurate reports in order to recommend IT solutions to support informative decision-making.

3. Resolve queries independently, escalating if required, to ensure that standard IT questions are answered, and accurate information is provided to staff.

4. Provide standard technical training to end users of commonly used technology and systems, in order to assist WFP staff in conducting their work.

5. Provide guidance and training to junior colleagues in the delivery of IT support services to support the capability building of staff.

6. Support the co-ordination of new application implementation in order to provide WFP staff with the tools they need to perform effectively.

7. Draft standard material such as end-user and technical documentation to ensure staff have access to required information about IT services and products.

8. Implement improvements to methods and processes within the IT division in order to support the continuous improvement of IT services provided.

9. Coordinate installation and maintenance of telecommunications systems and equipment, to ensure optimal services in compliance with standard operations procedures.

10. Coordinate a team of IT staff to ensure individual and team objectives are met in compliance with all relevant regulations and policies.

11. Follow set emergency response processes and procedures as required to provide support in enabling emergency food assistance needs to be met.

12. Write program code in order to support the development and implementation of efficient and effective IT solution components.

13. Keep up-to-date technical systems documentation for developed IT solutions to support systems maintenance.

14. Perform unit and integrated testing of new, enhanced or fixed code in order to ensure completeness and adherence to technical specifications.

15. Assist in the installation, configuration and customization of IT systems ensuring compliance with WFP’s IT standards, guidelines and procedures.

16. Assist in the release of IT systems and provide early life support in order to prepare for and enable proper use of the IT solution. 6. Resolve users queries independently, escalating if required, to ensure that standard IT questions are answered, and accurate information is provided.

17. Assist in the preparation of materials and the delivery of trainings on automated business processes to ensure efficient and effective use of IT systems.

18. Collect and collate data, conduct basic analysis to support the development of accurate reports.

19. Perform other duties as required

STANDARD MINIMUM QUALIFICATIONS

Education: First Degree, preferably in Computer Science, Information sciences, information systems, Computer engineering, or other related functional areas. A Master's degree in Computer Science, ICT, and other related educational backgrounds is desirable. Trained on Microsoft Windows Server Operating System Platform; Cisco Certified (CCNA), Trained and Certified on Wireless Network infrastructure.
Experience: At least five years of progressively responsible technical experience some of which should be related to radio communications and telecom administration.
Language: Fluency in oral and written communication in the English language. Knowledge of other local languages is an added advantage.

Has experience resolving more complex technical issues and can lead IT projects.
Shown experience in working with head of units in defining requirements for functional area.
Has experience with the application of client services standards to resolve or escalate clients’ service problems.
Has hands-on experience on planning, installing and operation of different types of networks.
Has experience with small different types of satellite terminal installation and operation.
Has experience on providing IT support to many locations concurrently, as the operations has many warehouse locations with IT infrastructure linked to the main office for Has experience in procurement and budget preparation process.
Has aided IT team members in building technical skills and staying abreast of industry developments.
Has gained knowledge of technical issues through exposure to IT operations.
