ORGANIZATIONAL CONTEXT

The Job holder reports to the Head of the ICT Unit in CO. At this level, the job holder is expected to demonstrate responsibility and initiative to respond independently to queries with only general guidance. There is a requirement to use judgment in dealing with unforeseen problems daily. The job holder is expected to manage resources and coach and coordinate a team of support staff.

JOB PURPOSE

To coordinate and guide Information Technology maintenance and support activities to enable the effective delivery of IT services.

KEY ACCOUNTABILITIES (not all-inclusive)

• Installation and maintenance countrywide telecommunications systems include but are not limited to Digital Radios, both HF & VHF/UHF, VSAT, PABX, B-GAN, Satellite phone, P2P wireless Links. • Assist primary and initial deployment of countrywide IT & telecommunication infrastructure at offices, including bunkers installing, configuring and maintenance, servers, Cisco switches, Firewalls, Access points and P2P links, and VSAT PABX. • Provide end-user Telecommunication technical support aligned with ICT Service Desk roster list and equipment to ensure optimal compliance with standard operations procedures. • Install, configure, and set up WFP standard Telecommunication software/application packages for the end-user computer. • Actively participate during the new office setup and move the current office during the emergency. • Perform Monthly telecom check-ups and ensure countrywide ICT & Telecom infrastructure services are running and comply with WFP security policy. • Ensure Telecommunication information is up to date and accurate within Telecommunication inventories, databases, tracking sheets, and archives to support senior officers managing these systems. • Coordinate with inter-unit and other UN agencies to align activities and maximize possibilities of interagency collaboration in IT & telecommunications. • Provide training and advice to clients and end-users of Telecommunication services to understand and resolve issues and ensure Telecom policies, procedures, systems, and tools are correctly applied to assist WFP staff in conducting their Work. • Drafts specifications and standards for telecommunications equipment to procure ICT & Telecom equipment and ensure the Telecommunication PR, PO, GRM/SES, and payment are made on time. • Coordinate with WFP Security staff, Radio Room and UNDSS Radio Room to facilitate accurate and efficient security-related information flow following established standard operating procedures. • Responsible for monitoring and channelling all radio communications, including tracking WFP vehicle and staff movement, to ensure efficient 24-hour coverage of telecommunications services. • Participate in national, regional and/or international meetings and provide policy advice and technical assistance in IT & Telecommunication policies & programmes to governments and other existing entities, including those within the UN system. • Provide efficient support and training to users on telecommunications equipment and procedures, including Minimum Operating Security Standards (MOSS) requirements, to ensure effective use of telecommunications equipment and resolve telecom queries independently. • Close coordination with ICT team (Service Desk, SCOPE "WFP beneficiary management platform" support, Telecom) on daily support.

STANDARD MINIMUM QUALIFICATIONS

Education:

Bachelor’s in computer science, or Information Technology is required.

Experience:

Minimum 5 years experience in Telecommunications, Information Technology, and related field. Completion of two of the following three certifications: • Microsoft • Cisco • GVF

Languages:

Fluency (level C) in English, Pashto and Dari is required. Knowledge of another official language of the United Nations would be an advantage.

Knowledge and Skills;

• Has successfully performed the installation or testing of new hardware to improve or upgrade system performance, such as servers, VSAT, Firewall, Switches & Access points. • Has proven experience analyzing server management, complex network management, IT and Telecom system management in emergencies. • Proven knowledge and experience in Server Services management (AD, DNS, DHCP, NTP, RODC, FTP and Microsoft Office 365) and proven experience in ESXi and VMware and certification will be an advantage. • Deep knowledge of IT and Telecom network installation, setup, and maintenance including, but not limited to (HF, VHF, UFH, DMR, HR/VHF/UNHF, AC & DC power, PABX, VSAT, P2P wireless links. • Able to install, configure, upgrade and troubleshoot the Telecom network including, but not limited to (HF, VHF, UHF, DMR) and other CODAN equipment. • Strong time management skills with an ability to plan, anticipate requirements, problems and obstacles, juggle competing priorities successfully and work to tight deadlines. • To ensure accurate information is always available, must be able to create and maintain telecommunication-related records & databases (e.g. lists of call signs, addresses, telephone numbers, wardens, etc.), to ensure accurate information is always available. • Must climb and work on the different telecom tower/antenna and travel to various field locations and challenging operating environments. • Completion of "Let'sCom certification" would be an asset.
