ORGANIZATIONAL CONTEXT

In Zimbabwe, WFP has a strong track record of delivering food assistance and managing supply chains during crises, while building resilience to shocks among vulnerable communities. The July 2022-December 2026 Country Strategic Plan (CSP) provides a road map to promote shock-responsive social protection and sustainable and resilient food systems. The July 2022-December 2026 articulates collaborative efforts to better anticipate future needs, improve data and forecasting and strengthen livelihoods and local capacities to withstand, respond to and adapt more readily to sudden or chronic stresses. WFP will support informed decision making on food security and nutrition in Zimbabwe, and will integrate nutrition, gender, protection and inclusion, youth engagement, technological innovation and decentralized zero hunger action throughout the plan. WFP will establish new partnerships and leverage existing ones to their full potential, including those with the other Rome-based and other United Nations agencies.

WFP Zimbabwe’s July 2022-December 2026 CSP focuses on the below areas:

  • Social and humanitarian assistance for food-and nutrition-insecure populations in targeted rural and urban areas.
  • Support to urban food insecure households for resilient livelihoods.
  • Support to rural communities for climate resilient livelihoods, sustainable management of natural resources and enhanced participation in local markets and value chains.
  • Collaboration with national actors to enhance capacities to develop, coordinate and implement well-informed, effective and equitable actions for achieving food and nutrition security
  • Services to humanitarian and development actors in Zimbabwe so they can implement their programmes and provide support to their beneficiaries in an efficient, effective and reliable way at all times, including during crises.

JOB PURPOSE

These jobs will be based in Harare and Masvingo and job holders will report to the Head of Field Office and/or ICT Officer.

At this level job holders are expected to deliver high quality technical support, system and data maintenance across a range of areas, in order to contribute to the effective delivery of IT services.

The incumbent will support CO and FOs with the technical operations and ongoing support and scale up of Digital solutions, specifically SCOPE, in the field.

S/he will provide operational support including user support and training, catering for continuity of existing operations but also scale up and deployment of new operations, as well as supporting change management and providing ongoing monitoring of technical aspects of operations.

KEY ACCOUNTABILITIES (not all-inclusive)

  1. Carry out system maintenance tasks, such as performing monitoring tasks, running system diagnostics, and system optimization, to ensure they are running effectively and enable easy and efficient use.
  2. Maintain technology, including standard repairs, configuration, and storage, in accordance with data security and access controls to ensure IT equipment required for WFP staff is available.
  3. Respond to a variety of queries about technology and systems in order to assist WFP staff to deliver their services.
  4. With support of senior colleagues, provide standard training to end users of technology and systems to ensure staff use standard technology and systems effectively.
  5. Support the development of standard material such as training documentation and web content on behalf of senior officers, to ensure staff have access to required information about IT services and products.
  6. Suggest improvements to methods and processes in order to support the continuous improvement of IT services.
  7. Follow set emergency response processes and procedures as required to provide support in enabling emergency food assistance needs to be met.
  8. Support the budgeting, planning and deployment of IT and Telecommunications systems that are aligned with business needs, in accordance with WFP corporate standards.
  9. Provide support to maintain IT and Telecommunications systems and networks, ensuring appropriate data security and access controls considering both local and wide area network issues; and supporting users to get maximum benefits from them.
  10. Install and configure new computer hardware for improving and upgrading system performance; support any technology upgrades as required.
  11. Provide data and documentation to support the procurement of TC/IT equipment and services at and in line with WFP rules and regulations.
  12. Other duties as assigned.

SPECIFIC TASKS

  • Support with IT related Beneficiary management systems i.e beneficiary registration, data entry and cleaning as may be required
  • Prepare files and systems for inventory and archives, such as website content and directories, to ensure information is accurate and up-to-date.
  • Support and maintain WFP IT and CBT assets including kits loaned to WFP contracted retailers, computers, mobile phones, POS terminals, etc
  • Support the configuration, and implementation of SCOPE in the Field, in collaboration with colleagues in the Digital and Data services sub-unit, ensuring software and hardware is configured and usable.
  • Analyse the use of SCOPE by internal and external partners to inform the management of problems, gaps and suggesting ways to improve performance and partner working relationships e.g. deduplication.
  • With support of senior colleagues, provide standard training to end users (internal and external partners) of technology and systems (SCOPE and other software solutions) to ensure staff use standard technology and systems effectively.

STANDARD MINIMUM QUALIFICATIONS

Education: Completion of secondary school education. A university degree in Computer Science or other relevant field is a distinct advantage. Language: Fluency in both oral and written communication in English and the local languages in the duty station

Experience: Four or more years of professional experience relevant field.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

• Has experience resolving more complex technical issues. • Has worked with head of units in defining requirements for functional area. • Has experience with the application of client services standards to resolve or escalate clients’ service problems.
