Organizational Setting and Reporting Relationship

The position of IT Officer (Data Management) is assigned to the Office of the Director General within the Information Technology Department. You will be based at our Headquarters in Manila, Philippines.

The Office of the Director General of ITD (ITOD) also delivers and supports enterprise data management platforms and solutions, including business processes and data management services to drive information consistency and efficiency. The Enterprise Data Management Team supports the data governance process and operates ADB’s enterprise data management platform. The team manages the data hub design, development, and maintenance evolution. The data hub contains data integration, ingestion, Operational Data Store, Data Lake, Data Marts, Operational and analytical Self-Services, Data Visualization tools. The team enables advanced analytics by promoting and scaling the data platform.

You will report to the designated International Staff.

Your Role

As an IT Officer (Data Management), you will play an important role in supporting, shaping and delivering data services. You will analyze complex data sets, track and measure insights, and create critical date-pipelines to enable insightful dashboards and analysis. You will also lead the developers to ensure proper completion of all developments and contribute to the achievement of related teams' objectives. In addition, you will act as a Subject Matter Expert for peers and support the design and development of the reporting and analytics tools. You are expected to work closely with the developers to make sure that any data models to be created complies with the approved AIDE architecture and will assist and support the development, implementation and enforcement of corporate-wide data management standards, policies and security rules and procedures.

You will

Data Service Design • Build effective working relationships with business subject matter experts and perform gap analysis. • Consult with stakeholders and act as the key conduit to elicit, analyze, define, challenge and prioritize the business requirements and functional specifications within a highly complex strategic and bank-wide program such as the Data Governance Program. • Develop subject matter expertise in the business areas/functions covered by assigned projects and support team on how to leverage our data tools and assess whether results are valid. • Understand upstream/feeder data and perform ad-hoc analysis, as well as quickly respond to ad hoc requests using data visualization & presentation skills to present findings in a clear and concise manner. • Collaborate with Infrastructure teams to architect and specify infrastructure needs, automating resource provisioning for the modern data platform using Infrastructure as Code (IaC) tools. • Work closely with the Infrastructure teams to devise comprehensive strategies for data security, backup, disaster recovery, business continuity, and archiving.

Data Service Product Delivery • Prepare detailed Conceptual and Physical Diagram for assigned application systems to meet user requirements and interface with related systems. • Manage the existing and new data models and make sure that they are future proof and are extensible for future business process changes. • Ensure data pipelines are carried out in compliance with security and data management standards. • Ensure that automated data pipelines and data stores are high-performing, efficient, organized, and reliable • Review and approve comprehensive test plans, assist in Quality Assurance, and manage User Acceptance Tests activities leading to production release. • Work cooperatively with project team members to ensure a successful outcome for the project. • Mediate between the various interested parties to interpret/clarify requirements and help resolve any differences that might arise as a result. • Ensure that assigned application systems are developed in adherence to ADB’s project standards and methods, including requirements for comprehensive systems documentation to be produced at different stages of the system development life cycle (SDLC). • In case of outsourced services, actively coordinate with appropriate vendor resources to clarify requirements and ensure the same standards, processes, and procedures on planning, execution, and reporting are met as a minimum.

Oversight and Administration • Guide work of outsourcing contractors or administrative staff who may be involved in the development of assigned application systems. • Regularly submit reports on the work status for assigned tasks including problems encountered; and resource requirements.

Qualifications

You will need

• Bachelor’s degree in Information Science, Computer Systems Analysis, Computer Science, Math, or related areas, preferably with advanced training • At least 8 years of relevant professional experience which must be in a senior developer or Data Engineer role. • Experience with Azure DevOps, and data products including Power BI, Azure Data Factory, Azure, Data Lake, Databricks • Proficient in Agile development methodologies. • Proficient in data warehousing, in the use of SQL, TOAD and Microsoft Office Suite. • Familiarity with ADB internal systems particularly SovOps, eOps, IDS, CLASS, NSO Datamart, Creditlens, LoanIQ and Summit is a plus. • Experience with Data Governance and Master Data Management practices is a plus. • Ability to take data, understand it, process it, extract value from it, and communicate it visually / verbally to team members. • Excellent written and oral communication and technical documentation skills in English. • Please refer to the link for ADB Competency Framework for NS2.

This is a fixed term appointment with option to renew for an initial period of three (3) years following Section 3.1 (b) of Administrative Order No. 2.01 (“Recruitment and Appointment’). This appointment is not convertible to a regular appointment. It may be extended on an exceptional basis for a further fixed period at the option of ADB. This appointment is open to internal and external applicants.
