OBJECTIVES OF THE PROGRAMME

1. Design, implement and manage computer-based applications including health information systems, database management, health on the internet, at the regional office and country offices and member states including human resources development, provision of ICT infrastructure, needs assessment, networking and resources sharing and application management and engineering.

2. Coordinate the design, development and formulation of policies and work of the regional office for application of information technology in healthcare delivery.

3. Advise, as principal adviser, the senior management on ICT regional strategy.

4. Design and implement policies and plan of action for improving the technology infrastructure in the Regional Office and country offices

DESCRIPTION OF DUTIES

1. Participate in the development and implementation of the technical infrastructure and physical design of the voice and video networks in the Regional Office and its country offices, analyses the existing voice and video networks and recommends solutions.

2. Provide technical input on the design / engineering /project leadership on new / upgraded voice, video and collaboration projects.

3. Perform Administration and Deployment of the Regional Office and its country offices CUCM, integrated IPT infrastructure, gateway routers, instant messaging / Presence, collaboration applications and videoconferencing. Maintain and administer the UCCE cluster.

4. Perform regular check-up, monitoring and reporting on the status of the voice and video systems and services in both the Regional Office and its country offices.

5. Provide the bill of material for collaboration solutions needed/requested for the Regional Office and Country Offices, as well as respond to RFPs (request for proposal).

6. Ensure effective coordination with other network administrators as well as the telecommunication & information technology companies in order to ensure a successful implementation of the new interactive projects and upgrade. Enhance the performance and quality of the services provided by the Business Technology Solutions unit.

7. Administer and support a variety of collaboration Solutions both On-Premises and in the Cloud using various technologies such as Cisco, Polycom, ZOOM, WebEx and Microsoft Teams.

8. Recommend plan of actions for improving the technology infrastructure and the usage in the Regional Office and Country Offices.

9. Coordinate with WHO/HQ and other Regional Offices the deployment of new or upgraded global solutions for voice and video services as a part of the WHO voice network improvement strategy.

10. . Provide a second level support to the VC &collaboration team, troubleshoot videoconference configuration, collaboration applications, virtual meetings and conferencing quality issues.

11. Provide cross-training for new and existing technologies as well as conduct training to the country offices technical support on the maintenance and troubleshooting of voice, video and collaboration applications and systems to be responsible for the first level support in his country office.

12. Responsible for the design and supervision of the implementation of the small/big conference rooms and SHOC room layout and technologies of the WHO Regional Office for the Eastern Mediterranean and its country offices.

REQUIRED QUALIFICATIONS

Education

Essential: University degree in electronics, communications engineering or related sciences. Desirable: CCNA Certification; Prince II; ITIL Certification.

Experience

Essential: Minimum of one year of relevant experience in the information technology and telecommunication field specifically including experience in collaboration services administration and maintenance. Practical experience in voice network administration including Cisco Call manager and CISCO routers.

Desirable: Practical experience in large scale projects covering system analysis, design and configuring for telecom systems.

Skills

• Excellent knowledge of IP telephony solutions.

• Excellent knowledge in converged voice and data networks.

• Specialist knowledge/certification in CISCO routing.

• Excellent knowledge of video conference end point configuration and collaboration applications.

• Very good skills in coordinating large scale virtual meetings and conferencing events.

REMUNERATION

Remuneration comprises an annual base salary starting at EGP 462,732 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
