IT Consultant (System integration)

Result of Service The services of the consultant will contribute to enhancement of UNCTAD ASYCUDA system tools for better support of trade facilitation measures through better interoperability with e-commerce operators and rail/road carriers in the Central Asian countries

Duties and Responsibilities Under the general supervision of UNCTAD ASYCUDA Regional Coordinator for Eastern Europe and Central Asia the incumbent will undertake following duties

- Integration of Frontend and Backend for the Single Window components, including for the State Service for Seed Production, Service for Environmental Protection under the Ministry of Agriculture, Ministry of Finance and Economy, Agency "Turkmenhowayollary" , Union of Industrialists and Entrepreneurs - implementing integrated solutions allowing Single Window component's users to easily interact with the integrated system, submit the necessary documentation, track the status of applications, and communicate with other stakeholders involved in the Single Window process. - Integrating existing governmental data management systems, databases, and application logic to ensure seamless data exchange and interoperability of components within the Single Window. - enabling users to access and manage transportation-related information, permits, licenses, and cargo tracking seamlessly. - conducting the mapping and transforming data formats, structures, and standards - Implementing information security measures to protect sensitive business data, including encryption, access controls, and authentication mechanisms. - conducting thorough testing of the integrated Single Window components conducted to ensure the functionality, performance, and usability of the integrated frontend and backend systems for each component - provision of support and maintenance services provided throughout the contractual period to address any emerging technical issues, optimize system performance, and ensure the continued smooth operation of the integrated frontend and backend systems. .

Qualifications/special skills A first university degree, Bachelor, in information technology, computer science, engineering, mathematics or related area Experience of work in ICT sector as front-end and back-end developer and integration of enterprise software products is required. Experience of design, development, testing and piloting complex ICT applications and Java, Angular programming language is required Experience in providing IT services to government organizations related to import-export operations or working in public sector is desirable Knowledge of PHP, SQL, Linux, HTML, server programming, Postgre SQL, ORACLE and database information system is desirable Experience of development and integration of the Single Window components or e-Customs ICT is desirable
