Result of Service The Consultant's services should ensure the upgrade and enhancement of digital tools for the facilitated Customs processing of goods, and customs transit facilitation in ASYCUDA-user countries.

Duties and Responsibilities UNCTAD ASYCUDA Programme is implementing its activities in CEE, Central Asia and Afghanistan region in the evolving operational Customs environment, which requires development of ASYCUDA system extended features. Under the supervision of the ASYCUDA Regional Coordinator for Eastern Europe, Central Asia and Afghanistan, the ASYCUDA Information Technology Consultant will be responsible for the development of the enhanced digital solutions for the ASYCUDA-user countries. The incumbent is expected to undertake the following duties;

- Further enhancement and finetuning of ASYCUDA Exemptions System; - Simplified customs declaration with reduced datasets in the context of eCommerce - Alignment with H6 and H7 datasets and workflows in accordance with new Customs Code/EU - Development of system for management of guarantees for customs procedures other than transit - Development of customs declaration for seized goods - Providing technical assistance and support during the system upgrade, testing, piloting, roll-out of new modules; - Enhancement of ASYCUDA Declaration system to enable submission prior to presentation and pre-arrival processing - Enhancement of transit declaration to include NCTS features; - Preparing the technical documentation and technical trainings

Qualifications/special skills Bachelor degree in ICT programming, computing science, software development, engineering, mathematics or related area Minimum 7 years experience in design, development and piloting of complex ICT solutions. Experience in implementing integrated Customs automation systems and modules i Experience of Java programming and knowledge of Oracle Experience of development solutions for express cargo, humanitarian goods clearance is an advantage. Experience of working for international organization is an advantage,

Languages Knowledge of English is required
