Org. Setting and Reporting Under the overall direction of the Office of the Secretary General (OSG), the Strategic Planning, Coordination and Partnerships (SPCP) Office coordinates and mainstreams efforts on innovation among the various Bureaus and Offices, including the Regional Offices (ROs), to facilitate the implementation of the recommendations made on innovation during the 40th Session of the Assembly and pursue the deployment of innovation initiatives highlighted during the 41st Session of the Assembly. SPCP enables Bureau innovation focal points to come together in an informal “innovation hub” to increase knowledge-sharing on innovation throughout the Organization, and facilitate, as such, the identification of entry points across Bureaus and ROs to optimally inter-link efforts, so as to accelerate the achievement of ICAO’s Strategic Objectives. The SPCP Office also supports the ICAO Council Small Group on Innovation, the Council Industry Consultative Forum (ICF) Steering Group and provides overall guidance to the Secretariat on innovation.

In addition, the SPCP Office is accountable to coordinate and mainstream high-level, cross-cutting strategies and priorities, which impact all Strategic Objectives of the Organization. In particular, the SPCP Office is responsible for the development and maintenance of the ICAO Business Plan, the Corporate Performance Monitoring and Reporting (CPMR) tool; Results Based Management (RBM); and the development and implementation of strategic frameworks, such as the one on Accountability as well Enterprise Risk Management. In addition, SPCP is accountable for cross organizational policy development of partnerships and engagement with the United Nations (UN), foundations, private sector and other stakeholders to accelerate socio-economic development of States, in support of the Sustainable Development Goals (SDGs). The SPCP Office also manages and coordinates efforts to mainstream gender equality in ICAO and advance equal opportunities for women in the aviation sector globally.

The incumbent will participate in activities related to innovation and aviation, in support of the implementation of the ICAO Secretariat Strategy on Innovation, the attainment of ICAO’s Strategic Objectives and the achievement of the Sustainable Development Goals by 2030.

Responsibilities Under the overall supervision of the SPCP Officer innovation, the selected candidate will support the implementation of the ICAO Secretariat Strategy on Innovation, inter alia: - Support the preparation of events and meetings, including the liaison with the relevant ICAO Secretariat teams, the tracking and maintenance of registrations, the follow-up on the timely provision of presentations and the enrolment of speakers, when relevant; - Draft reports and minutes of coordination meetings; - Assist in the preparation of correspondences, speeches and talking points, and support the preparation of presentations and other material; - In cooperation with the thematic Bureaus, conduct research on innovations relevant to the aviation sector, identifying relevant stakeholders and that can contribute to the advancement of ICAO’s Strategic Objectives; - Consolidate existing information to perform a horizon scanning of innovations in aviation and propose technical solutions to make this information accessible to the community; - Assist the team in the development of innovation tools, such as the ICAO Innovation Portal, as may be required; and - Perform other tasks as assigned.

Education At the time of application, candidates are required to have completed or be enrolled in a graduate degree programme (second-level university degree or higher). The programme must be in a field of study related to information technology, engineering, aviation management, economics, or international relations.

Applicants pursuing studies in countries where higher education is not divided into undergraduate and graduate stages, should have completed at least four years of full-time studies at a university or equivalent institution towards the completion of a degree.

Work Experience - Proficiency in Microsoft Office including Word, Excel and PowerPoint is required.

  • Knowledge of Power BI and Microsoft Power Automate is desirable.

  • Knowledge of ICAO and its mandate, the aviation sector or the United Nations system is desirable.

    Languages Essential:

    • Fluent reading, writing, and speaking abilities in English.

Desirable:

  • A working knowledge of a second language of the Organization (Arabic, Chinese, French, Russian, or Spanish).

    Assessment Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

    Special Notice Interns are not paid. All costs related to travel, insurance, accommodation, and living expenses must be borne by the intern.

The duration of the internship is between six to twelve months. The intern is expected to work five days a week, on a full-time basis.

Interns shall not be eligible to be engaged in any other form of employment within ICAO during the period of internship and shall not be eligible to apply for or be appointed to any post in the Secretariat or be contracted for any other remunerated employment with ICAO for the six months immediately following the end of their internship.
