Contract

This is a UNV International Youth contract. This kind of contract is known as International UN Volunteer. It is normally internationally recruited only. More about UNV International Youth contracts.

Following the decision of the United Nations Secretary General, the coordination and regional leadership of the response to the refugees and migrants from Venezuela is jointly managed by UNHCR and IOM (the International Organization for Migration). In this context, in 2018 UNHCR and IOM established a National Coordination Platform (Grupo de Trabajo para Refugiados y Migrantes – GTRM) as an inter-institutional coordination mechanism aiming to support the host government. In UNHCR Peru, the Inter Agency Unit is responsible for all coordination activities regarding the GTRM.

It is especially important to highlight that while Peru had never been a host country for displaced populations before, it has generously received massive flows of Venezuelans whose human mobility has become the second biggest displacement crisis in the world. Peru’s extraordinary socio-economic progress between 2003 to 2019 granted its recognition as an upper middle-income country, but despite its many achievements Peru continues to face major structural problems for socio-economic inclusion, including the provision of services (water, sanitation and hygiene, public transport and its infrastructure, access to and quality of education, work and health) with results far below those that should be achieved in accordance with its status as an upper middle-income country. This complex and challenging situation is coupled with the massive arrival of highly vulnerable refugees and migrants that need access to these rights and services.

Consequently, UNHCR’s Inter-Agency Unit is looking for a motivated, passionate, knowledgeable and talented individual to support its efforts to build and monitor an evidence-based, strategic and effective response.

In order to carry out this work, the UN Volunteer will be properly trained both formally, through available workshops, seminars, e-Learning platforms; and informally through on-the-job training, intensive coaching/mentoring, shadowing other colleagues to familiarize his/herself with the relevant global and local policy and procedures related to Analysis, Monitoring, and Learning activities.

The UN Volunteer will be closely supervised by both senior and middle level management within the unit and it is expected that within a few months s/he will have the necessary skills to carry out many of the daily tasks with limited guidance.

Under the direct supervision of UNHCR Inter-agency’s Associate Reporting Officer, the UN Volunteer will undertake the following tasks:

• Support in the drafting of cross sectoral and transdisciplinary analytical reports for UN-HCR and the GTRM. • Contribute to the preparation of the 2023 Refugee and Migrant Response Plan. • Assist in the development and writing of the 2023 Joint Needs Analysis report. • Support the monthly mixed methodology data analysis for the 5W data collection exercise. • Support monitoring and evaluation efforts and initiatives. • Support in the identification and dissemination of good practices and lessons learnt. • Participate in other analysis and reports as needed.

Furthermore, UN Volunteers are encouraged to integrate the UN Volunteers Programme mandate within their assignment and promote voluntary action through engagement with communities in the course of their work. As such, UN Volunteers should dedicate a part of their working time to some of the following suggested activities:

• Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day); • Be acquainted with and build on traditional and/or local forms of volunteerism in the host country; • Provide annual and end of assignment self- reports on UN Volunteer actions, results and opportunities. • Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.; • Assist with the UNV Buddy Programme for newly-arrived UN Volunteers; • Promote or advise local groups in the use of online volunteering, or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.

  • Social unrest is frequently reported in the city of Lima, due to its media impact with demonstrations; however, these are also registered in other cities of the coastal regions. These actions, mainly related to socio-environmental conflicts, cause roadblocks and demonstrations in Lima tending to happen at the historical downtown area near the Congress and in areas where the main government buildings are located, showing a recent tendency towards localized violence, thereby stressing the government crowd control mechanisms.
