Result of Service The successful completion of the duties described in the terms of reference will have contributed to the design and implementation of activities related to the three core components of UNCTAD’s TFT programme (Port Management, e-Commerce and Trade Statistics) with a focus on Sub-Saharan African and South-East Asian developing countries. It will therefore contribute to the strengthening of SDG1 (No Poverty), SDG 5 (Gender equality), SDG 8 (Decent Work and Economic Growth), SDG 9 (Industry, Innovation and Infrastructure), SDG 16 (Peace and Justice Strong Institutions), and SDG 17 (Partnerships to achieve the Goal) within TFT’s projects.

Duties and Responsibilities The UNCTAD TRAINFORTRADE Programme (TFT) currently works on three major areas: Port Management, e-Commerce and Trade Statistics. The consultant will perform duties touching upon these three areas and more specifically on the following projects. The TFT Port Management Programme (PMP) supports port communities in developing countries in delivering more efficient and competitive port management. The PMP is currently active in three language-based networks (French, English and Spanish) in countries of the regions of Sub-Saharan Africa, South-East Asia, and Latin America and the Caribbean, and in partnership with European ports. TFT has started a new four-year Development Account project “2225F: TRAINFORTRADE blended learning strategy to boost the digital economy in SIDS of Africa, the Caribbean and Asia and the Pacific”. One of the project’s specific objectives is to enhance understanding by key actors from beneficiary countries on legal aspects of the digital economy. To achieve that goal, the first year will focus on the development of three tailor-made course materials, including online materials: legal aspects of e-Commerce; digital trade statistics; and digital identity for trade and development. TFT is also involved into the development of a new course in collaboration with e-Trade for All. In partnership with the World Trade Organization and the United Nations Statistical Division, UNCTAD TFT has developed the course “International Trade in Services Statistics”. The course will be delivered in French and English in 2022 to enhance statisticians' ability to apply the most recent internationally agreed recommendations and legal guidance on SITS. TFT is also involved in the delivery of the course on the production of statistics on the digital economy. In the framework of the TFT Programme of UNCTAD and reporting to the Chief of the Human Resources Development Section/TFT, and the Programme Management Officer, the incumbent will conduct the following duties related to the three following components:

1. Port Management Programme (PMP) - Conduct legal research and analysis on and update of the “Module 7 Administrative and Legal Management” of the Modern Port Management Course (e.g. applicable international and European Union trade law, port activities under European and international law, international dispute settlement, land management and estate agreements and contracts, general law of torts and international business agreements, etc.), and adapt course materials based on other versions of the course (i.e. in French, English and Spanish). - Participate as a jury member in the international juries of port and trade experts in the French and English-speaking networks in the PMP members countries and evaluate the final thesis/business case study of middle managers participating in the programme. - Draft new sections to be included in “Module 4 Challenges of Sustainable Ports” and “Module 8B Human Resources Development” of the Modern Port Management course manual and tests to incorporate new elements relating to human rights and vulnerable groups based in part on feedback received and discussions during the Training of Trainers conducted in Nantes in June 2022, and develop related technical tests. - Organize, in collaboration with TFT’s Project Officers, the launching and delivery of the new cycles of the PMP in countries of the French and English-Speaking networks. - Participate in the delivery of technical training sessions for the English and French-speaking networks. - Prepare final reports of activities undertaken.

2. e-Commerce component - Conduct in-dept legal research and analysis on the courses subject matters (Legal Aspects of e-Commerce Digital Identity for Trade and Development, and e-Trade for all) to build or update the course curriculum and material. - Contribute to and coordinate the development of the course material with subject matter experts. - Contribute to the organization and participate in the online sessions to develop the course curriculum. - Prepare the interactive online course delivery, interactive online workshops and webinars in French and English.

3. International Trade Statistics component - Provide technical assistance to trade data compilers from the beneficiary countries by moderating the forums during the French and English course deliveries (Course on “International Trade in Service Statistics” (SITS) and Production of Statistics on the Digital Economy). - Communicate with course participants regarding the conduct of the course delivery and results.

Qualifications/special skills Skills: Knowledge of e-learning platforms and the TRAINFORTRADE programme are advantages. Academic Qualifications: The consultant will hold an advanced degree, master’s, in economics, business administration, project management, international economic/trade law, or related field. Experience: The consultant will have at least 5 years of working experience in the areas of trade, project management, and/or international economic/trade/business law. Experience in technical assistance with developing countries in regions covered by the programme and with teaching, delivering training courses. Experience in research and reporting. Language: Fluency in English and in French is required. Knowledge of Spanish is desirable.
