Sudan, surrounded by the Central African Republic, Chad, Egypt, Ethiopia, Eritrea, Libya and South Sudan, positioned next to East, West, South and North Africa, is surrounded by complex conflicts in an unpredictable, volatile and rapidly evolving region. Sudan is by size the third biggest country in Africa, with a diverse population of around 42 million people. Sudan's children make up half of the total population, and the past two decades have seen their lives significantly improve: fewer girls and boys are dying before their fifth birthday, primary school attendance is increasing, immunization coverage is high and the country remains polio free. Still, millions of children continue to suffer from protracted conflict in Darfur, the Kordofan's, and Blue Nile, from seasonal natural disasters, malnutrition and disease outbreaks, and from under-investment in basic social services. More than three million of Sudan's school aged children are not in the classroom. UNICEF has been in Sudan since 1952 and continues with a presence in 12 of Sudan's 18 states.

How can you make a difference?

1. Support MICS Survey team during survey planning, questionnaire design, sampling, training, fieldwork, data processing, data analysis, report writing ensuring that MICS protocols and recommendations are being followed throughout the survey.

2. Communicate effectively between the UNICEF Sudan CO and Central Bureau of Statistics (CBS), responding promptly to MICS related needs and issues as they arise.

3. Coordinate and support the work of other resource persons hired by UNICEF to provide technical assistance to the MICS process.

4. Collaborate with the survey team, the stakeholders, and Steering and Technical Committees and will represent UNICEF in meetings and workshops in relation to the survey as needed.

Tasks/Milestones:

  1. Oversee each stage of the survey process and ensure that the MICS protocols and standards are followed.
  2. Provide technical support for Survey Planning:

IV. Review the sample design by the UNICEF RO and/or HQ before finalization.

V. Review the final selection of households.

• MICS questionnaires:

I. Ensure the involvement of the appropriate UNICEF programme staff and the Technical Committee in the review of the customization of relevant sections of the MICS questionnaire.

II. Select Modules to address country data gaps and SDG data needs.

III. Support the questionnaires translation and back translation process.

IV. Support the questionnaires and manuals undergo an ethical review.

V. Support the pre-test of the questionnaires and producing the pre-test report.

VI. Ensure the questionnaires are reviewed by the UNICEF RO and HQ before finalization.

Deliverables/Outputs:

Questionnaires are customized, reviewed, translated and finalized. Questionnaires are pretested, and pre-test report is produced.

• CAPI application template:

I. Support the customization of CAPI application template by the data processing expert of the Central Bureau of Statistics (CBS) with the guidance of the UNICEF Regional Data Processing Consultant.

II. Support the revision of CAPI application by the UNICEF RO and/or HQ before finalization.

  1. Support the customization of the secondary editing guidelines and Field Check Table syntax by the data processing expert of the Central Bureau of Statistics (CBS) with the guidance of the UNICEF Regional Data Processing Consultant.

Tasks/Milestones: C. Support the Listing and Mapping, Training and Fieldwork, and Data Processing:

• Planning of Listing and mapping as per MICS guidelines.

• Adaption of training schedules to the county context while following MICS guidelines.

• Identification of resource persons to facilitate training (i.e. nutritionists for anthropometry training, survey experts for methodology, etc.).

• Contribute to the fieldwork training.

• Planning of fieldwork and fieldwork monitoring visits according to MICS guidelines.

• Production of field Check Tables on a weekly basis, analysis by survey managers, and main findings reported to field supervisors for action. Sharing of field Check Tables with UNICEF RO.

• Organization of UNICEF CO staff participation to assist in monitoring data collection.

• Provision of necessary information to UNICEF Regional Data Processing Consultant; coordination and management of country visits

• Establishment of hardware is made available for the CAPI application (data collection and central office menu components), and software is properly installed and a working, data transfer system and data backup system.

• Monitoring of data processing and secondary data editing.

Deliverables/Outputs:

  • Training schedules are adequately adapted to the county context while following MICS guidelines.
  • Fieldwork and fieldwork monitoring visits are planned and performed according to MICS guidelines.
  • Field Check Tables are produced on a weekly basis, immediately analyzed and main findings reported to field supervisors for action. Field Check Tables are immediately shared with UNICEF RO.
  • Hardware is made available for the CAPI application (data collection and central office menu components), and software is properly installed and a working, data transfer system and data backup system is established.
  • Data processing and secondary data editing is regularly monitored.

Tasks/Milestones: D. Provide technical support for Data Analysis and Report Writing:

• Support the inclusion and review of sampling Weights in the datasets by the sampling expert of the Central Bureau of Statistics (CBS) with the guidance and review of the UNICEF Regional Sampling Consultant.

• Customization and use of MICS tabulation plan and standard syntax in generating SPSS dataset and tables.

• Provide support to ensure dataset/Tables including the wealth index are substantively reviewed by technical (e.g. sampling expert) and subject matter experts at the Central Bureau of Statistics (CBS), as well as by UNICEF RO and HQ MICS Team.

• Coordinate and contribute substantively to the elaboration of the Survey Findings Report (and eventually to the Final Report), using the MICS template and according to MICS standards to ensure a timely release;

• Ensure that the Survey Findings Reports and Statistical Snapshots undergoes the technical review process by the UNICEF MICS Team.

• Coordinate the printing and distribution of the Survey Findings Report and Statistical Snapshots.

• Organize and facilitate the presentation of the Survey Findings Report and Statistical Snapshots through a national seminar.

• Provide technical expertise and advice for wide dissemination of the Survey Findings Report, Statistical Snapshots and main results.

• Ensure that the MICS survey archive with all final survey documents and materials (MoU, CSP, questionnaires, manuals, sample design, field reports, CAPI application, syntaxes, database, geocoding, tables, Survey Findings Report and Statistical Snapshots, dissemination materials, etc.) is being produced by the CBS.

Deliverables/Outputs:

Sampling Weights are included in the datasets and reviewed.

MICS tabulation plan and standard syntax are customized and used in generating SPSS dataset and tables

Dataset/Tables including the wealth index are substantively reviewed before the report writing commences.

Survey Findings Reports and Statistical Snapshots are elaborated using the MICS template and according to MICS standards and released timely.

Presentation of the Survey Findings Reports and Statistical Snapshots are facilitated and presented through a national seminar.

MICS survey archive with all final survey documents and materials (MOU, CSP, questionnaires, manuals, sample design, field reports, CAPI application, syntaxes, database, tables, survey findings report (and final report), dissemination materials, etc.) is produced.

Timeline: December. 2021 – January 2022

Tasks/Milestones: E. Support building the capacity of Central bureau of Statistics (CBS) staff in the planning and design, implementation, data processing and analysis of MICS survey.

Deliverables/Outputs:

Staff capacities and accountabilities in the planning and design, implementation, data processing and analysis of MICS survey is strengthened.

Timeline: July 2021 – April 2022

Tasks/Milestones:

  1. Communicate regularly with the UNICEF CO, RO and/or Headquarters (HQ) responding to all MICS related issues in a timely manner.
  2. Provide monthly updates on MICS activities to the UNICEF CO/RO/HQ;

Deliverables/Outputs:

Monthly progress report of activities is provided to UNICEF CO/RO/HQ, describing activities undertaken during the month and highlighting problems met and solutions put in place to mitigate them.

Tasks/Milestones:

A. Coordinate the work of Central Bureau of Statistics (CBS) specialists and UNICEF Regional Consultants and other resource persons assigned by the UNICEF CO and/or RO to support different survey stages.

B. Ensure that external technical reviews by experts (i.e. Regional Sampling Consultant, Regional Data Processing Consultant, and Regional Household Survey Consultant) are carried out at key survey stages and coordinate the feedback and response between the CO/RO/HQ and Central Bureau of Statistics (CBS);

Monthly progress update on the deliverable of resource person hired by UNICEF to provide technical assistance to MICS.

To qualify as an advocate for every child you will have…

  • An advanced university degree (Master’s or higher) in Demography, Statistics, Social Sciences, Epidemiology or any other related technical field is required.

    *A first University Degree in a relevant field combined with 2 additional years of professional experience may be accepted in lieu of an Advanced University Degree.

    A minimum of 5 years of relevant professional experience in the coordination and/or management of quantitative household surveys (prior MICS or Demographic and Health Survey (DHS) is required;

    • Strong computer skills and strong expertise in statistical analyses (familiarity with data processing and data analysis software, particularly SPSS);
    • Experience with CAPI data collection;
    • Training experience and ability to organize and facilitate training and presentations;
    • Experience in data analysis and survey report writing.
