UNICEF, EU and DFID and ILO have come together to strengthen social protection policy and programming in Nepal nationally and within select Provinces (2 and 6) and municipalities.

Within this cooperation, UNICEF seeks services of an international consultant to put together an analytical report on the status and scoping of the girls-focused social protection programmes (Girls’ insurance schemes ) Beti Bachau-Beti-Padhau in Province 2, which just completed one year of implementation and another one in Province 6- “Bank Khata Chhoriko Suraksha Jivan Variko Procedure” (Bank account of daughter for the security of her forever)- a programme similar to the one in Province 2 and which has started to be rolled out. This report will help UNICEF, DFID and EU in developing a strategy for working with the state governments in P2 and P6 for strengthening the design and implementation of these SP programmes.

How can you make a difference?

The overall purpose of this assignment is to provide a clear roadmap to UNICEF (and other SP partners) for supporting the provincial governments in strengthening the design and the implementation of this programmes. Within this overall purpose the following are the objectives of the assignment;

  1. To analyse strengthen, weakness, opportunities and threats/challenges within the two girl-focused social protection programmes so that the former can be leveraged and the latter addressed
  2. Develop a long-term vision and key design components for the programmes
  3. To develop an outline roadmap for UNICEF’s subsequent engagement to strengthen programme design and implementation:

Specific Tasks

The task involves extensive review of the two programmes, consultations and secondary literature review as well understanding the gaps within the current programming. Key stakeholders are the Governments Province 2 and 6 but also at the federal level Nepal – National Planning Commission, MOHA, MOFAGA. Among the DPs are the various UN agencies like UN-Women, UNFPA and Nepal’s’ Social protection Task Team.

The task involves primary data collection (qualitative) through consultation with the community in Province 2 and Province6 to understand the programme experience on the ground as well as consultation with the Programme Staff in Chief Ministers Office in Province 2 and with the Ministry of social development in Province 6.

Deliverable

  1. Submission of Inception report
  2. Submission of field visits/ remote consultation report.
  3. Submission of draft status report. Deliver presentation at a provincial workshop
  4. Submission of final Report

Duration of the contract

The total duration for this assignment is for 3 months tentatively starting from September to November 2020.

Minimum Qualifications Required

  • Education: Master’s degree in social sciences, education or any other relevant field.
  • Work Experience: At least 7 years’ experience in development field. Experience and expertise in gender related issues, working with UN preferably on a multi-agency assignment.
  • Special skills: Hands on experience of evaluation, reviewing development project of similar nature.
  • Competencies: competency of evaluating, reviewing and designing of Social Protection programmes particularly girl’s child empowerment or insurance programmes.

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
