The Food and Agriculture Organization of the United Nations (FAO) is a specialized technical agency of the United Nations. The FAO mission is to work toward the eradication of hunger and strive for food security for everyone as stated in the 2030 Agenda. The FAO’s Strategic Framework aspires to transform agri-food systems so that they are more efficient, inclusive, resilient, and sustainable. The ultimate goals of these efforts include better production, better nutrition, a better environment, and a better life, leaving no one behind.

The FAO projects in Nepal currently implicate building technical capacity, developing policies, enhancing agri-production, strengthening agri-food systems, improving food security and nutrition, adapting to and mitigating the adverse impact of natural disasters and climate change. The FAO also embraces the One Health approach to address threats posed by zoonotic diseases to human health. Within the IASC framework, the FAO under the umbrella of food security cluster helps to coordinate humanitarian assistance and the recovery of livelihoods of agriculture dependent population.

The FAO endeavours to eradicate hunger and malnutrition through its global initiatives. The CPF (2023-2027) prioritizes sustainable transformation of agri-food systems with inclusive socio-economic development, food security, safety, and sustainable consumption, NRM and climate resilience, and inclusive gender-responsive agri-food systems governance. For this reason, building resilient livelihoods are critical to the efforts of the FAO to help the most vulnerable people achieve food security and freedom from hunger — one of the most basic human rights. Thus, protecting people’s lives and livelihoods from shocks, and strengthening their capacity to absorb the impact of, and recover from, disruptive natural and adverse climatic events are important.

In close collaboration with Monitoring and Evaluation Specialists and Programme Staff, the incumbent is expected to carry out a range of responsibilities as a Monitoring and Evaluation Associate, including updating and implementing the Monitoring and Evaluation Plan, collecting and consolidating project-related documents, identifying issues and devising action plans, compiling data for various reports, facilitating knowledge management efforts, assisting in procurement planning, monitoring project status, developing monitoring tools, conducting field visits, and performing any other assigned duties to support the overall objectives of the FAO Country Office

Within the delegated authority and under the supervision of Monitoring and Evaluation Specialist or his/her designated mandated representative(s), the UNV Monitoring and Evaluation Officer will:

• In close coordination with M&E specialist and concerned officials in the country office, the UNV will support in the update and implementation of the Monitoring and Evaluation Plan of FAO Country office. • Assist M&E Specialist in the collection and consolidation of projects’ work-plan & budget, Human resource recruitment plan, procurement plan, risk monitoring plan. Progress against work plan from FAO projects on quarterly basis • Assist in the identification of issues, challenges and action required of the projects for two weekly FAO regular meetings (based on program meeting and reporting from projects) • Assist in the collection and compilation of month delivery estimate/plan of projects to prepare replenishment request of CO • Assist in the collection and consolidation of information/data from FAO projects/ Programme on periodic basis to prepare report on the FAO contribution in UNCT/UNSDCF progress, SDG reporting, CCA and Country Annual Report as well as CPF reporting. • Support in the documentation and sharing of best practices and learnings from FAO projects on periodic basis • In close coordination and collaboration of FAO team, support projects to develop/update a mechanism for Knowledge Management (Knowledge gathering and sharing) • Support in the documentation and sharing of good practices and learnings from FAO projects on periodic basis • Assist to collect and consolidate procurement plan for submission to FAO HQ -CSDA within stipulated time period • Assist in the monitoring the status of pipeline projects in FPMIS and facilitate to take actions to speed up the process; Ensure that new projects have provisions made of 1. Result framework/log frame and M&E plan 2. Human Resource recruitment Plan 3. Procurement Plan 4. Risk monitoring 4. ES safeguard assessment 5. GESI strategy/plan • Assist in the monitoring the status of ongoing projects in the FPMIS and other system and alert for timely submission of Project completion/terminal report, 2. Handover documents, 3. Financial report to FAO for smooth & timely operational and financial closure • Assist in the development of necessary Project Monitoring Tools for projects/programmes in the FAOR Office; • In coordination with FAO team, undertake monitoring of the on-going projects in the field as required • Perform any other duties as assigned.

Furthermore, UN Volunteers are encouraged to integrate the UN Volunteers programme mandate within their assignment and promote voluntary action through engagement with communities in the course of their work. As such, UN Volunteers should dedicate a part of their working time to some of the following suggested activities:

• Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day); • Be acquainted with and build on traditional and/or local forms of volunteerism in the host country; • Provide annual and end of assignment self-reports on UN Volunteer actions, results and opportunities.
• Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.; • Assist with the UNV Buddy Programme for newly arrived UN Volunteers; • Promote or advise local groups in the use of online volunteering or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.

the national and/or international level in project/programme management, partnerships, coordination, finance, or administrative support, or related fields. • Experience within the UN or other international development organizations is advantageous. • Exceptional oral and written communication skills, including drafting, formulation, and reporting. • Demonstrated precision and professionalism in document production and editing. • Strong interpersonal abilities, with cultural and social sensitivity; adept at inclusive collaboration with diverse stakeholders such as business entities, grassroots communities, youth organizations, and authorities at various levels. Familiarity with communication tools for development. • Capacity to thrive in challenging environments and effectively contribute to multicultural teams comprising international and national personnel. • Proficiency in computer literacy, encompassing MS Office applications (Excel, Word, etc.), email/internet usage, database management, and office technology. • Self-motivated with a track record of working efficiently under minimal supervision and meeting stringent deadlines. • Sound awareness of security measures. • Affinity for or keen interest in international issues, Sustainable Development Goals (SDGs), volunteerism as a means for sustainable development, and familiarity with the UN System.

Living conditions in Kathmandu, the capital of Nepal, are generally favourable. Comfortable and affordable flats, both furnished and unfurnished, are readily available. Imported and local food as well as clothing options are abundant. However, water availability is somewhat limited, and it is not safe to drink without treatment. Public transportation is easily accessible and generally dependable. Kathmandu experiences a temperate climate, with winter temperatures just above freezing at night and mild but humid conditions during the monsoon season from mid-June to the end of September.

Since this is a national UN Volunteer assignment, the volunteer will need to arrange their own housing and other essential living accommodations. National UN Volunteers are covered by a medical insurance plan.
