UNICEF in Vientiane, Lao PDR is looking for an International Individual Consultancy: Planning and Monitoring Consultant (Statistics and Data Analysis). The duration of this assignment is 11 months spread across 12 months. The assignment is based in Vientiane, Lao PDR with intermittent travels to provinces/districts.

Summary of key functions/accountabilities:

The core activities of the Planning and Monitoring Consultant shall include the following:

Planning and Monitoring Systems:

  1. Develop and operationalize an internal monitoring system and plan for UNICEF country office to generate regular information related to the progress of the country programme.
  2. Develop common indicators for data collection, design data collection tools/ templates, and assist with regular data collection/generation process.
  3. Provide technical support to sections in implementing the Monitoring plan, and support staff to collect and analyze data for progress reporting.
  4. Support sections to develop project-specific monitoring dashboards to enhance donor reporting of interventions.
  5. Provide quarterly reporting of the progress of CO activities based on agreed workplan in collaboration with the individual sections.
  6. Provide technical support to the development of the new country programme document (2022-2026).
  7. Provide planning, monitoring, technical and coordination support to UNICEF and partners for the current and future United Nations Sustainable Development Cooperation Framework (UNSDCF).

Survey Management and Data Analysis:

  1. Support designated government institutions in the design and implementation of a nutrition household survey in 4 provinces.
  2. In collaboration with the Programme Specialist (Nutrition Data), provide direction and guidance on field data collections and analyses, as well as reporting and dissemination of findings of the nutrition household surveys.
  3. Provide technical input on training materials and facilitate training of enumerators.
  4. Provide quality assurance for the data collection, including reviewing data cleaning along with conducting spot checks of survey data.
  5. Provide quality assurance in data analysis and reporting of the nutrition household surveys. These include analyze quantitative data and prepare findings, including calculating indexes and developing charts and graphs.

Capacity Building in M&E:

  1. Provide technical support to staff members and government counterparts on monitoring, Human Rights-Based Approach (HRBA) and Results-based Management (RBM).
  2. Train staff members on M&E concepts, skills and tools.
  3. Contribute to design of TORs, training materials, communication materials related to the M&E within the country office.
  4. Carry out other assignments and activities as directed by UNICEF.

Qualifications and Experience

  • A Master's Degree in Statistics, Economics, Econometrics, International Development, Social Sciences or related technical field with strong quantitative and qualitative data analysis experience

Knowledge and Skills

  • Minimum 8 years of relevant experience at the national and international level in planning, monitoring and reporting.
  • Solid experience in monitoring and evaluation, Human Rights Based Approach to programming and Results-Based Management (RBM) including capacity building is required.
  • Proven experience in survey design and implementation of socio-economic and/or nutrition, surveys.
  • Experience in research and policy-level analysis, knowledge products and reports across social and economic sectors is required.
  • Previous experience working in the UN is an advantage.
  • Proven data analysis experience and strong skills in the usage of statistical software (STATA, SPSS etc.) and in handling of web-based management systems is required.
  • Fluency in English is required; excellent written and verbal communications skills in English.

  1. Assessment Criteria:

For evaluation and selection method, the Cumulative Analysis Method (weight combined score method) shall be used for this recruitment:

a) Technical evaluation of the candidates’ qualifications, experience and expertise (max. 100 points) weight 70%:

Qualifications (20 points)

  • A Master's Degree in Statistics, Economics, Econometrics, International Development, Social Sciences or related technical field with strong quantitative and data analysis component (20 points).

Experience and expertise (80 points)

  • Minimum 8 years of relevant experience at the national and international level in planning, monitoring and evaluation, and research (20 points).
  • Solid experience in monitoring and evaluation and Results-Based Management (RBM) including capacity building is required (10 points).
  • Proven experience in survey design and implementation of socio-economic and/or nutrition, surveys (10 points).
  • Experience in research and policy-level analysis, knowledge products and reports across social and economic sectors is required (10 points).
  • Previous experience working in the UN system is an advantage (10 points).
  • Proven data analysis experience and strong skills in the usage of statistical software (STATA, SPSS etc.) and in handling of web-based management systems is required (10 points).
  • Fluency in English is required; excellent written and verbal communications skills in English (10 points).

b) Financial Proposal (max. 100 points) weight 30 %

The maximum number of points shall be allotted to the lowest Financial Proposal that is opened /evaluated and compared among those technical qualified candidates who have attained a minimum 70 points score in the technical evaluation. Other Financial Proposals will receive points in inverse proportion to the lowest price.

The applicants should provide medical insurance covering medical evacuation for the whole duration of the assignment -as part of the financial proposal submission.

The Contract shall be awarded to candidate obtaining the highest combined technical and financial scores, subject to the satisfactory result of the verification interview.
