Background:

As UNICEF Turkey has successfully concluded 2016-2020 Programme Cycle and operationalizing the new 2021-2025 Country Programme Cycle. The Country Management Team (CMT) has prioritized development of Knowledge Management Strategy to improve performance and effectively further policy

advocacy in support of the results for children and results committed under UNSDCF Turkey. The Country Office (CO) has been developing various knowledge products that are used for advocacy, to make programmatic decisions and disseminate good practices and lessons learned within Turkey and globally with other UNICEF country and regional offices and headquarters. However, a concreted office-wide effort is needed to streamline processes of knowledge generation, exchange and management; and making stronger connections with external knowledge management environment.

UNICEF globally launched the first organization-wide Knowledge Management (KM) Strategy 2021-2022 that aims to make UNICEF as an organization that puts knowledge to work to achieve results for children and fulfil their rights. KM vision aligns with that of a learning organization which is results-focused and accountable to partners and beneficiaries, seeks optimal performance, provides knowledge leadership, and puts staff at the centre, recognizing that their growth and development matters as they are its most precious resources[1].

How can you make a difference?

Purpose of the Consultancy

In light of the above, UNICEF Turkey is seeking the services of an international individual consultant that will support the CO to align its existing efforts on KM with the global strategy, identify the priorities for the next two years, identify key knowledge generating partners, help develop an office-wide function which clearly defines roles and responsibilities and accountabilities.

Scope of Work

The consultant is expected to work under the supervision of the Planning, Monitoring and Evaluation section and in close collaboration with all programmes, filed office, emergency and communication teams. The consultant will be responsible for the following tasks:

    1. Map existing KM generated and processes on management and use by UNICEF Country Office
    2. In consultation with key staff and focal persons on KM, collect data and analyze key priority areas which heavily support results for children in Turkey (as per the CPD) and the aligned SDGs (as per JWPs:
    3. Liaise with key stakeholders to identify external sources that produce knowledge and develop broader understanding on evidence generation needs and KM for policy advocacy in Turkey which has value for both UNICEF and external audience.
    4. Submit analysis for review and to prioritize valuable focus areas for KM Strategy development,
    5. Draft and finalize Turkey CO KM Strategy and Action Plan working closely with key KM focal persons.

Deliverables and payment schedule

Based on the scope of work outlined above, the consultant is expected to produce the following deliverables:

* All deliverables as per scope of work must be satisfactorily completed and accepted by UNICEF TCO in order to facilitate payment. Delivery dates are tentative. Detailed time plan is required together with the technical proposal.

Duration of Consultancy:

Expected start date for this consultancy is 15 October 2021. The contract will be effective from the date of signing until successful submission of the deliverables and will be valid until 30 November 2021 with a total of seven working days (remotely).

Duty Station:

This consultancy is home based and doesn’t require or involve any travel.

Supervision:

The consultant will be supervised by the Monitoring and Evaluation Specialist of UNICEF Turkey Country Office.

Cost of Consultancy:

UNICEF will issue a contract in USD. Payments will be provided upon submission of completing the activity demonstrating satisfactory progress/completion of the deliverables as mentioned above.

The financial offer should be submitted stating daily fee and total number of days required to complete all assignments and deliverables above.

Reservations:

UNICEF reserves the right to terminate the contract without prior notice and/or withhold all or a portion of payment if performance is unsatisfactory, if the rules and the regulations regarding confidentiality, ethics and procedures of UNICEF and its partners are not followed, if work/outputs are incomplete, not delivered or for failure to meet deadlines. All relevant intellectual property rights in the developed materials/products/documents and associated tools will, upon their development, belong to UNICEF TCO and cannot be published, disseminated or used without prior written permission of UNICEF.

To qualify as an advocate for every child you will have…

  • Master’s Degree in Statistics, Data science, Social Science.
  • At least 5 years of proven experience in planning, KM, M&E.
  • Experience in developing strategies, frameworks;
  • Previous experience working with the UN and/or international organizations in humanitarian response is required;
  • Proven experience in training medium-size groups of technical experts is required;
  • Familiarity with UNICEF’s planning, monitoring and reporting cycle is an advantage.
  • Previous experience in Turkey is an asset
  • Fluency in English is required, fluency in Turkish is an asset.

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
