Background: The impact of uncontrolled proliferation and possession of Small Arms and Light Weapons (SALW), ammunition and explosives continue to constitute a major threat to public safety, social and economic development in Albania. Poorly controlled and illegal SALW, ammunition and explosives sustain criminal elements and organized crime, by enabling violence and insecurity. All of these aspects have very negative effects on security and confidence – building measures in the country and the region. Therefore the project “Assisting the national authorities of the Republic of Albania to decrease the risk of weapon proliferation and misuse of Small Arms and Light Weapons (SALW)” aims to support the Republic of Albania’s efforts to implement OSCE commitments in the field of preventing and combating SALW proliferation, thus contributing to regional security and stability in the country. The project activities are designed to directly contribute to mainstream gender in the context of arms control. Each activity of the project is designed to strengthen the capacities of National SALW commission, Albanian State police and Ministry of Interior to include the gender perspective in their SALW control policy, implementation, and decision making. In order to achieve this project objective the Project Implementation Team will work closely with the Ministry of Interior of the Republic of Albanian and the Albanian State Police, and SALW Commission to ensure the implementation of the gender perspective into the project activities, identify and address the gender related barriers to SALW control technical and decision making roles. Therefore, the Project is recruiting one international expert to elaborate a Gender Mainstreaming Project Strategy which will be used as a gender lens informing and guiding the project implementation team and project beneficiaries to ensure gender perspective during implementation of project activities.

Objective of Assignment: The international expert will develop a gender mainstreaming project strategy and ensure an integration of a gender perspective throughout the implementation of project activities.

Duration of Assignment:

The selected expert shall be working from 1 August to 31 October 2022, not exceeding a total of 15 working days.

Tasks and Responsibilities:

Under direct supervision of the National Project Officer and in close cooperation with the Communication Officer, the senior international expert is expected to:

 Identify and recommend how to address gender related barriers to SALW control technical and decision making roles of project beneficiaries;  Collect and analyse the current state of gender mainstreaming activities of the relevant beneficiary institutions.  Identify how each one of the project activities could tangibly incorporate gender mainstreaming and contribute to due implementation of this principle;  Based on the inputs obtained from the desk research and interviews develop gender mainstreaming project strategy;  Identify government agencies, NGOs, international and local organizations, and women’s associations or groups whose work focuses on gender and the specific area of intervention that can be utilized during project implementation, and assess opportunities for their engagement with the project;  Based on gender analysis, develop a plan of action that identifies opportunities and entry points for mainstreaming gender into the project;  Draft and propose additional gender mainstreaming opportunities in the context of SALW control policy and decision making that are currently not addressed by the project;  Provide advice and guidance to the Communication Officer in the process of preparing the communication plan on how to develop a gender - responsive communication while raising a public awareness campaign;  Suggest the inclusion of the gender mainstreaming messaging in all communication materials to ensure the implementation of the gender perspective in the project;  Document to national authorities the benefits of mainstreaming gender into their SALW control activities;  Present findings in, online or in person, at least in two meetings with the national authorities in order to the gender mainstreaming project strategy;  Work closely with the national authorities and project implementation team on requirements for the mainstreaming project strategy;  Be in close communication with national authorities and SALW project implementation team during the time of the assignment and conduct continuously and autonomously online or in person meetings with all relevant parties;  Any other relevant duties that might be assigned.

Necessary Qualifications:

 A university degree in gender studies or related social sciences;  At least 7 years of relevant professional experience in the areas of policy development, implementations and/or monitoring related to gender equality, women’s empowerment, human rights;  Previous experience or support to the work of legislators in developing and/or monitoring gender-responsive policies, strategies, legislation and plans;  Demonstrated experience in the application of gender-responsive planning and budgeting and capacity building of state and non-state actors;  Prior working experience in conducting similar assignments with international organizations in developing and drafting comprehensive materials and documentations in the arm controls would be an asset;  Excellent spoken and written legal English and presentation skills;  Effective analytical and organizational skills;  Ability to provide high-quality written assessment and synthesis based on multiple official sources and inputs;  Pronounced interpersonal and communication skills, including the ability to effectively present to and advise high-level counterparts;  Computer literacy, including proficiency in Windows applications and Microsoft Office (i.e. Power Point, Word, Excel);

Remuneration Package:

Remuneration will be based on the selected consultant's/expert's qualifications, experience, the tasks and deliverables for this position and in accordance with the OSCE established rates.
