Background

In 2018 the Secretary-General requested the creation of a Western Balkan Action Plan (WBAP) focused on reconciliation and trust-building. The WBAP recognizes the long-standing conflict dynamics in the sub-region and the difficulties territories have faced in trying to make peacebuilding progress. (See one-page summary attached, Annex 1). The WBAP calls for action by multiple entities from within the UN system, including headquarters’ departments, regional offices and UN Country/Development Teams on the ground. The WBAP also foresees the possibility of financing from the UN Secretary-General’s Peacebuilding Fund (PBF) to support country level action.??

The Peacebuilding Fund is the United Nations’ financial instrument of first resort to sustain peace in countries or situations at risk or affected by violent conflict and is already active in many territories of the sub-region.? Within Bosnia and Hercegovina (BiH), the PBF finances the Dialogues for the Future (DFF) project, as well as a second multi-country project – with the same title – that covers BiH, Croatia, Montenegro and Serbia. The PBF finances a regional project to support the Regional Youth Cooperation Office – an initiative of the WB6 entities themselves – as well as a project focused on trust building initiatives with youth and women in Kosovo.? ?

Now, the Resident Coordinators and UN Country Teams across the sub-region are interested in applying for a sub-regional (multi-country) eligibility to enable longer-term, catalytic activities that address regional conflict dynamics. A regional application for eligibility would be an innovation for the PBF, which so far has supported country-based eligibility applications. A regional approach is also in support of UN reform directives, which underline the importance of addressing regional dynamics in order to accelerate achievement of Agenda 2030 as well as of advancing integrated approaches to the nexus between security, peace building and development.?

To develop the new initiative, a preparatory workshop was organized in Tirana in February 2020 (see Annex 2, meeting report) to (a) validate the idea of a sub-regional application by all UN Country Teams, (b) identify possible thematic areas and (c) establish next steps. In follow-up to the workshop and in order to oversee the production of the Eligibility Request, in June 2020, a time-bound Steering Committee was established composed of the Resident/Development Coordinators and representatives of six UN agencies from the sub-region.?

Objectives of Assignment The overall purpose of the consultancy is to complete a draft of the Eligibility Request to the UN Peacebuilding Fund for the Western Balkans under the oversight of the UN Development Coordinator in Pristina on behalf of the Steering Committee.?

Duties and Responsibilities

The overall task is to complete a draft of the Peacebuilding Support Office (PBSO) Eligibility Request template that can be used by the Steering Committee to submit a sub-regional/multi-country request for the Western Balkan region to the Peacebuilding Fund.? A standard template exists (see Annex 3), although it is designed for single-country applications, and so may need some adaptation for the regional approach.? Some elements of the draft application are already initiated, including a sub-regional description of the context of conflict dynamics, a draft overall theory of change and a list of possible thematic areas and initial project ideas.??

The consultant will undertake the following specific tasks

• Familiarize him/herself with the PBF eligibility application process, and discuss with key partners how it can be adapted for a regional approach (discussions with Steering Committee, PBSO, others), and review key background documents (full Western Balkan Action Plan, summaries of existing PBF activities in the sub-region, Tirana workshop report, elements of proposal already drafted, etc.)?3 working days?
• Review theory of change and lead the organization of a (virtual) workshop with guidance by the Steering Committee to refine further the theory of change and use it to define initial priority thematic areas?(4 working days including prep, workshop and write-up)?
• Provide support (review drafts and provide comments) to agencies doing drafting of at least four initial 2-page concept notes. (4 working days)?
• Draft full proposal according to the application template (5 working days)?
• Review received comments, produce second draft (4 working days)??

Remuneration - Lump Sum Amount

Scope of price proposal and schedule of payments

• 40% of the fee will be paid at the beginning of the assignment.?
• 60% of the fee will be paid upon submission of project proposal.?

Criteria for Selection of the Best Offer: Offers will be evaluated utilizing a combined Scoring method – where the qualifications and methodology will be weighted a max. of 70% and combined with the price offer which will be weighted a max of 30%

Required Skills and Experience

Academic Qualifications:

Experience and Competencies:

• A minimum of 10 years of professional experience specifically in the area of peacebuilding and international development?

• Familiarity with the Sustainable Development Goals and Agenda 2030, as well as the Women, Peace and Security agenda
• Familiarity with the United Nations global response to the socio-economic impacts of the COVID-19 pandemic is an advantage, as well as an understanding of the impact of the pandemic on peacebuilding that will allow the integration of this new layer of risk into the proposal (examples: crisis management and communication, response and recovery strategies/social protection systems, inter-community social cohesion and border management, countering hate speech)
• Demonstrated ability to process large amounts of information and distract the essentials in a short period of time?
• Excellent interview skills?
• Demonstrated ability to perform conflict analysis, to identify key issues, underlying problems and their inter-relation?
• Ability to come up with innovative yet workable solutions to address issues and needs from the conflict analysis?
• Understanding of the complexity of the post-conflict setting in the Western Balkans is an advantage
