This is a UNV National Specialist contract. This kind of contract is known as National UN Volunteer. It is normally only for nationals. More about UNV National Specialist contracts.

The BRA/19/012 project was signed in December 2019, as the result of a partnership between the United Nations Development Program (UNDP), the National Council of Justice (CNJ) and the Brazilian Cooperation Agency (ABC/MRE).

The project aims to produce subsidies, through research and the development of training actions for the CNJ's technical staff, to strengthen the performance of the Brazilian judiciary, in order to meet the needs of citizens in the country, recognizing its potential in promoting the Sustainable development. In addition, the project has also contributed to the consolidation of Innovation in the Judiciary, as an important mechanism for promoting innovation in the Judiciary. To this end, the Council has been engaged in the alignment of planning and management instruments, and the goals and indicators of the Sustainable Development Goals (SDGs), including with regard to the construction of effective, accountable, transparent and inclusive institutions.

I. Content and training methodology for judges and civil servants on innovation, SDGs and Innovation Laboratories (LIODS), developed and applied;

II. Strategy for the consolidation and sustainability of the national coordination of LIODS developed;

III. Diagnosis of topics related to lawsuits and dispute prevention mechanisms carried out, in accordance with the Sustainable Development Goals and National Goal No. 9 of the Judiciary;

The UN Volunteer, under the direct supervision of CNJ, will support the project activities to strengthen the performance of the Brazilian judiciary

The expected workload is approximately 7 hours per day.

The UN Volunteer will be supervised by the Senior Project Manager and carry out the following indicative tasks:

• Carrying out planning, monitoring and evaluation activities for the project, in articulation with the General Management of the Project; • Provide technical support for project implementation, ensuring quality, efficiency and effectiveness; • Provide technical advice, in conjunction with the Project's General Management, on daily project implementation issues; • Provide administrative and operational support in project implementation; • Participate in meetings with the technical team, to define the work methodology to be adopted, providing, whenever requested, information about the forwarding of activities; • Ensure close monitoring of all project activities, monitoring progress on the agreed results framework and performance indicators and preparing inputs for the program analyst in relation to project supervision; • Support the identification and systematization of lessons learned and good practices from the project; • Support the elaboration of Terms of Reference related to projects; • Participate in selection panels for individuals, when necessary; • Support the execution of processes of purchase and contracting of legal entities; • Perform technical analysis/approval of contract proposals/Terms of reference; • Production of documents, such as texts, reports, official letters, minutes, presentations and other documents necessary for the management, information, systematization, knowledge and development of ongoing actions; • Perform other tasks as requested by the supervisor.

The duty station for this position is in Brasília/DF. Brasilia is a family duty station and classified A (hardship). The living conditions in Brasilia are good as well as the access to health services. The accommodation facilities are in general good, and the choice is wide. As this is a national UN Volunteer assignment, the UN Volunteer will be responsible for arranging their own housing and other living essentials. National UN Volunteers are part of the malicious insurance plan.

Brazil is security level 3 (moderate). United Nations Department of Safety and Security UNDSS Brazil advises to exercise a high degree of caution in Brazil due to high levels of serious and violent crime, particularly in major cities. Violent crime as muggings, armed robbery, kidnappings, and sexual assault, is very high. Avoid shanty towns (favelas) in the big cities and if you are attacked or robbed, do not resist. Demonstrations can occur at any time and may turn violent with little or no warning. All United Nations personnel must scrupulously comply with UNDSS procedures and recommendations during their assignment in Brazil. For missions in rural areas or indigenous reservations, special procedures may apply; UN personnel should consult with the local DSS office in advance.
