Background

UNDP, in partnership with the Ministry of Environment and Physical Planning and the City of Skopje, is implementing a project aimed at decreasing the air pollution in the capital city, financed by the Swedish International Development Cooperation Agency (SIDA). The project aims to demonstrate a multi-pronged intervention to tackle the air pollution in the city of Skopje linked to the residential sector. Its objective is to establish a fully functional platform that brings all traditional and non-traditional partners to work together to address the issue.

The project has four main components - Component 1: Develop a comprehensive monitoring system for the pilot area and a coordination platform to tackle air pollution; Component 2: Implement the regulatory changes necessary for a transition towards a lower emission household energy system; Component 3: Demonstration of measures that address the causes of pollution for household heating; and Component 4: Build public awareness.

Component 3 includes a series of high-impact area-based energy efficiency measures that address some of the previously identified priority interventions and demonstrate a low-emission district concept with the aim to contribute to medium-term changes in the manner in which air pollution is tackled in the country.

Considering the constant increase of the price of energy resources and the air pollution caused by burning biomass, fossil fuels or waste for heating the households during the winter months, the improper management of the waste and the cases of open fire burring, the decrease in the number of trees and green park areas and similar, the project seeks to support behaviour changing interventions and activities that will lead towards improvement of the air quality and the overall quality of life.

Duties and Responsibilities

The overall objective of this consultancy is to support three CSOs[1] from North Macedonia, build their capacity, improve their project concepts to involve behavioral changing activities that will downscale the effects of air pollution though conducting nudge(s) or experiment(s). It is expected that the Consultant will empower the CSOs to implement activities that will contribute to project’s efforts to tackle air pollution through support of interventions/activities/experiments that will test different behavioral incentives and encourage investment and implementation of measures which can contribute to air quality.

The consultant will act as a behavior changing expert/ choice architect for the projected activities and closely cooperate and monitor three CSOs in implementation of the activities. S/he shall be responsible to perform the following tasks, including but not limited to:

  • Make rapid assessment of the experience and capacities of the selected CSOs to apply principle of behavior science, identify the gaps and deliver short training on the topic.
  • Review the project concepts submitted by the CSOs and propose behavioral nudge(s) or experiment(s) for each concept, which shall be further developed in cooperation with the selected CSOs.
  • Lead and advise the CSOs in implementation of the experiment(s) within the allocated resources (time, funds, and human capacities).
  • Prepare a Final Report which will include a Lessons Learnt Report, and ideas for additional behavioral nudge(s) that could be implemented within the follow-up project phase.

DELIVERABLES

  1. CSOs capacity assessment, delivery of the training and improvement of the CSOs project concepts – within the first three weeks after signing the contract;
  2. Final report - no later than 15 August 2022.

TERMS AND CONDITIONS

The consultant will report to UNDP through the Project Manager and will work in close collaboration with UNDP Acceleration Lab.

Duration of the work

The duration of the consultancy is estimated up to 28 working days in the period 1 May 2022 - 15 August 2022.

Payment schedule

The payment for the services will be carried out in 2 installments:

1st installment: upon delivery of the first set of activities - CSOs capacities assessed, training delivered, project concepts reviewed and improved;

2nd installment: upon delivery and approval of the final report.

Duty station and travel

The assignment will be completed on-line. If unforeseen travel is requested by UNDP out of the duty station, such travel shall be covered by UNDP in line with applicable rules and regulations and upon prior written agreement.

Language

All documents (deliverables) shall be submitted in English language. The quality of the final versions of the documents is subject to UNDP approval.

Submission of data, reports and other material produced

All primary data, reports, and other documentation produced during this assignment shall be made available to UNDP in electronic format. All data acquired and products developed in the course of the assignment will be in the ownership of UNDP and cannot be used by the Individual Consultant without prior written permission.

It is expected that the CSOs will cover one or more of the following areas of interest:

  1. energy efficiency
  2. renewable energy
  3. waste management and/or greenery activities
  4. other interventions/activities which contribute to air quality

Required Skills and Experience

The selected candidates shall possess:

  • University degree in Psychology, Economics, Sociology, Development Studies, Environmental Studies and related disciplines;
  • Demonstrated experience of at least 4 years in behavioral research, such as: adaptation behavior; motivations for environmental action; adoption of energy efficient technologies by individuals or households; public attitudes and acceptance towards environmental and energy issues, sustainable decisions and behaviors and similar;
  • Minimum 4 relevant projects related to behavior change of different stakeholders groups;
  • Experience from Sweden shall be strong asset.

CRITERIA FOR SELECTION OF BEST OFFEr

The award of the contract shall be made to the offeror whose offer has been evaluated and determined as:

a) Being responsive/compliant/acceptable, and

b) Having received the highest score based on the following weight of technical and financial criteria for solicitation as per the schedule below:

* Technical criteria weight: 70%

* Financial criteria weight: 30%

Only candidates obtaining a minimum of 49 points (70%) in the technical evaluation shall be considered for the financial evaluation.

For the considered offers in the financial evaluation only, the lowest price offer will receive 30 points. The other offers will receive points in relation to the lowest offer, based on the following formula:

  3. Brief description of why the individual considers him/herself as the most suitable for the assignment,
  4. Financial Proposal must be expressed in the form of a lumpsum all-inclusive cost, supported by breakdown of costs as per template provided in US Dollars for this consultancy.

The financial proposal must take into account various expenses that will be incurred during the contract, including: the daily professional fee; cost of travel from the home base to the duty station and vice versa, where required (the prevailing price for an economy class ticket on the most direct routes shall apply; living allowances at the duty station; communications, utilities and consumables; life, health and any other insurance; risks and inconveniences related to work under hardship and hazardous conditions (e.g., personal security needs, etc.), when applicable; and any other relevant expenses related to the performance of services under the contract such as the cost of mission travels, as applicable.

The selected consultant can choose whether s/he prefers to:

  1. Sign an Individual Contract with UNDP; or
  2. Request her/his employer to sign with UNDP a Reimbursable Loan Agreement (RLA), for and on her/his behalf.
