Background

The war against Ukraine has led to the largest and fastest-growing refugee crisis in Europe and one of the biggest security threats since World War II. UN Women is committed to ensuring that women and girls are not left behind in the war against Ukraine. UN Women's engagement with humanitarian and refugee response space is more critical than ever to ensure that humanitarian response prioritises women and girls’ voices and needs within the Regional Refugee Response. UN Women’s humanitarian strategy outlines two approaches - i) supporting the mainstreaming of gender in the coordination, planning, prioritization, financing of humanitarian response in the immediate aftermath of emergencies and humanitarian crises; and ii) contributing to long term recovery and protection of rights of women and girls in emergencies and protracted crises through the nexus approach.

UN Women Europe and Central Asia Regional Office (ECARO) is working across the regional humanitarian and refugee response architecture to ensure a gender-transformative response framework. In April 2024 UN Women ECARO started implementation of its regional project funded by Japan MFA and aimed to address some of the most pressing issues facing women and girls affected by the impacts of war and displacement in hosting countries, namely Poland, Slovakia and Georgia. In alignment with the Regional Refugee Response Plan, the project objective is to ensure that Refugee women and girls are protected and empowered through a strengthened gendered refugee response and gender security in hosting countries. The project is expected to support Local key stakeholders, including host government bodies, women-led and women rights organizations (WLO/WRO) and refugees-led organizations, to increase resources to integrate gender into the refugee response and WPS continuum in Slovakia, Poland and Georgia as countries hosting the Ukrainian refugees.

In 2025, the global community will mark the 30th anniversary of the Fourth World Conference on Women and adoption of the Beijing Declaration and Platform for Action (BPfA, 1995), 25th anniversary of UN Security Council Resolution 1325 (UNSCR), and the final five years of the 2030 Agenda for Sustainable Development and the Sustainable Development Goals (SDGs). These anniversaries is the opportunity to assess a current progress of implementation of BPfA, CEDAW, UNSCRs and SDGs commitments and suggest practical solutions to shift promises to practical actions at all levels to bring long-waited transformative results to women and girls. UN Women and its partners will contribute to the B+30 review by bringing peace-humanitarian-development nexus approach, in particular, for review of commitments under BPfA pillar on Peaceful and Inclusive societies.

With this purpose, UN Women ECARO intends to conduct the expert group meeting/consultation by bringing together women-led organizations, humanitarian and WPS practitioners, gender advocates and experts from state and non-state entities from countries supporting the humanitarian/refugee response and international development partners to discuss and agree on how to integrate human security and intersectional lens into the WPS and humanitarian assistance policy frameworks in the context of the recovery and development. By this, UN Women expects partners to be better prepared to meaningfully contribute to B+30 regional review planned for October 2024 and the B+30 global review in March 2025 by agreed common messages and suggested solutions/actions to member states on how 1) to address the existing GEWE challenges and gaps in the crisis context in line with the and WPS international commitments; and 2) how B+30 progress review could catalyze efforts on WPS agenda implementation.

This consultation will contribute to the ongoing project’s implementation which includes the following activities:

  • 2.1: Provide WLOs/WROs and other national actors with increased knowledge and resources to lead/engage in the refugee response efforts and the linkages with the WPS agenda, through existing and/or newly established networks.
  • 2.2: Conduct one event for host government bodies, WLO/WRO and refugee-led organizations and human rights defenders on the integration/mainstreaming of gender into the refugee response and WPS agenda.
  • 2.3: Advocate for strengthening accountability of key stakeholders on WPS agenda enforcement in links with SDGs and BPfA. Support partners, namely WLOs and WHRDs, to meaningfully contribute to B+30 regional and sub-regional reviews and agree on common messages and suggested actions to member states to address the existing challenges and gaps.

Duties and Responsibilities

1. Development of the policy brief to inform the planned expert consultations:

  • To review and analyse key national policy documents outlining the humanitarian, WPS and recovery actions in target countries (Poland, Slovakia, Romania, Georgia, Moldova) to define key gaps in regard of the responsiveness of the current gender specific challenges and priorities;
  • To review and analyse the countries national reports on achievements, gaps and planned actions under the pillar Peaceful and Inclusive Societies to identify common gaps and challenges in regard of WPS operationalization and results, summarize regional trends and policy developments in in this area with a focus on the past 5 years. It will include priorities, achievements, challenges and setback followed by analysis of the Peaceful and Inclusive Societies.
  • Develop outline for the analysis and its final product (brief policy paper)
  • Draft a brief policy paper with snapshot with key findings of the review on the gaps and perspectives for the humanitarian-WPS-recovery nexus implementation. It has to conclude with emerging priorities in terms of opportunities and challenges in implementing the WPS related commitments in the frame of BPfA and SDGs.

2. Design and facilitate the expert’s consultation:

  • Draft a concept note and agenda and agree with UN Women colleagues.
  • Integrate the interlinkages with the existing processes and platform including the Compact on Women, Peace and Security and Humanitarian Action addressing conflicts and humanitarian crises through strong partnerships, improved monitoring and assessment of progress and a focus on financing and advocacy.
  • Identify experts and participants to attend the consultations.
  • Facilitate/co-facilitate the sessions.
  • Develop the meeting’s final report and present to UN Women and partners.

3. Post-consultation actions:

  • Develop plan to follow-up on the expert’s consultation with key actions, timeline, responsibilities.
  • Support to follow-up on immediate next steps and actions agreed at the consultation.
  • Support interested partners to join the Compact and formulate their commitments in line with its accountability framework.
  • Support to formulate a minimum set of common actions addressing peace-humanitarian-climate nexus from GEWE angles for the new generation of NAPs. Develop a brief with key recommendations for partners engaged in WPS NAPs development and implementation.
  • Support to develop partnerships to implement the suggested recommendations.

4. Support to design a strategic vision for addressing GEWE in humanitarian-peace-development nexus for in ECA region:

  • Review reports and documentation of UN Women-led consultations in 2022-2024 in the region in the areas of WPS, humanitarian action, climate change and water diplomacy to define common gaps and solutions to better gender-responsive peacebuilding, recovery and development outcomes;
  • Develop strategic approaches on how design and implement programmatic interventions in humanitarian-peace-development nexus with a focus on transformative change for gender equality and women’s empowerment in recovery from crisis;
  • Present and discuss them with UN Women’s partners to validate a vision for UN Women’s role in humanitarian-peace-development nexus implementation.

Two first set of tasks will be led by one consultant and the next two set of tasks will be led by another consultant. Both consultants will undertake their responsibilities in complementary way and co-contribution.

Required Skills and Experience

Education:

  • Master’s Degree in law, international relations, international development studies, human rights, gender/ women’s studies equality, WPS

  • At least five years of programmatic and/or analytical work experience in the field of WPS and humanitarian action.
  • Strong understanding of the gender responsive humanitarian policy framework
  • At least five years of experience on GEWE related policy development and advocacy
  • Experience in design and delivery of expert consultations/meetings in an inclusive and participatory manner
  • Experience in writing analytical reports;
  • Excellent English communication and writing skills (samples of previous work will be required.)

Language:

  • Fluency in English.
