Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. UN Women also coordinates and promotes the UN system's work in advancing gender equality, and in all deliberations and agreements linked to the 2030 Agenda. The entity works to position gender equality as fundamental to the Sustainable Development Goals, and a more inclusive world.

The Empower for Inclusion project is a project of the United Nations in Timor-Leste on enhancing the rights of persons with disabilities. The project focuses on reducing discrimination and violence against persons with disabilities and advancing the equal rights of particularly women and girls with disabilities facing multiple forms of discrimination. The project partners with Organizations of Persons with Disabilities (OPDs), State Institutions and civil society organizations towards reducing harmful attitudes that perpetuate tolerance of gendered and other forms of discrimination against persons with disabilities, and aims to strengthen capacities of service providers to refer and deliver coordinated, inclusive and accessible services provided in particular by the coordinating Ministry of Social Solidarity (MSS), the Ministries of Education and Health, the National Rehabilitation Centre, the National Police and the Judiciary. The project is funded by the United Nations Partnership for the Rights of Persons with Disabilities (UNPRPD) and aims at giving continuation to initiatives developed under the previous project funded by the UNPRPD, Empower for Change, which was implemented from 2018 to 2020. The inception phase of the new project, Empower for Inclusion will end of May 2023 and it will be implemented by UN Women, the UN Human Rights Adviser Unit (HRAU) and UNICEF

Duties and Responsibilities

The main objective of the consultancy is to support the UNCT in:

  • In coordination with the facilitator, support national stakeholders in editing reports on practical tools for disability-inclusive policies and systems and how these work
  • Analysing gaps in achieving the essential preconditions to CRPD implementation that need to be addressed, focusing on support to develop CRPD-compliant laws, policies, and service delivery systems
  • Support the development of national plans and monitoring processes to include disability mainstreaming and the requirements of persons with disabilities in order to achieve the SDGs.

The international consultant will be working closely with UN Women Strategic Adviser consultant, empower for inclusion project consultant, relevant project Officer of UN Women with direct supervision by UN Women Head of Office, and align responsibilities with the other UN entities disability focal points (HRAU and UNICEF).

Specific Objectives are as follow:

  1. Support for the delivery of the induction workshop for key stakeholders and produce a report highlighting the training need assessment, methodologies and capacity development about the rights of persons with disabilities.
  2. Draft a situational analysis report, through a multi-stakeholders process, focused on the essential pre-conditions for disability inclusion, while conducting a comprehensive review of the national context.
  3. Develop a full proposal, using the MPTF template, ooutlining the proposed program objectives, activities, outputs, and outcomes, as well as the structure and nature of the multi-stakeholder partnership that will drive the program.

  4. Major tasks, deliverables and milestones:

    1. Support the induction workshop for key stakeholders and help to produce a report highlighting the training need assessment, methodologies and capacity development about the rights of persons with disabilities.

2. Conduct a situation analysis through a multi-stakeholder process - the international consultant will draft an analysis focused on the essential pre-conditions for disability inclusion, while conducting a comprehensive review of the national context. The findings from the analysis will be used to identify key priorities where PRPD program funding can provide the biggest impact in accelerating the implementation of the Convention on the Rights of Persons with Disabilities (CRPD) and enhance disability inclusion in broader development processes in the country. When the analysis is finalized, consultations should be held with all concerned stakeholders to discuss the analysis and validate findings.

3. Contribute to developing a full proposal, using the MPTF template - based on the situational analysis, the international consultant will support the UNCT and key stakeholder in drafting a full proposal for UNPRPD funding. The full proposal should ooutline the proposed program objectives, activities, outputs, and outcomes, as well as the structure and nature of the multi-stakeholder partnership that will drive the program. In addition, the Full Proposal will include a complete budget of the program.

The total duration of the contract assignment is up to 35 days over the period of 3 months from 1 of March 2023 to 30 of May 2023, in Dili.

All the deliverables, including events materials, notes and reports should be submitted in written in English language.

Upon receipt of the deliverables and prior to the payment of the instalment, the deliverables-related reports and documents will be reviewed and approved by UN Women. The period of the review is one week after receiving the report.

  • The consultant is expected to use her/his own computer and have all needed software for related tasks.
  • The cost of mobile phone communication needs to be covered by the consultant.
  • UN Women will provide the consultant with office space, access to internet and a printer in Dili, when needed
  • UN Women team will support resource materials, and reference documents as relevant.
  • UN Women and will cover cost of travel and per diem to the municipalities as relevant for the programme and upon issuing of Travel Authorization, when required

Consultant’s performance will be evaluated based on timeliness, responsibility, initiative, communication, accuracy, and quality of the deliverables.

  1. Required experience and qualifications.

The Consultant should fulfil the following requirements:

Education

Master degree or Bachelor’s degree in Economics, Political Science, Gender and Community Development or other relevant fields.

Experience

Master degree with 5 years or Bachelor degree with 7 years of experience working on disability and inclusive development. Technical support to integrate gender, disability and social inclusion strategies of persons with disabilities, including women and girls. Prior experience and/or partnership with UN Women or any other UN Agency on disability (with the UNPRPD program) in the country would be an asset.

  • Experience in producing gender and inclusive reports of international and government policy.
  • Experience in capacity development of Government organizations and CSOs, preferably in disability inclusion, gender equality and mainstreaming on the country development processes.
  • Experience with facilitation of high-level dialogues, training, consultations, including with Government counterparts.

Language and other skills:

  • Excellent English communication skills are essential, Tetum would be an advantage.

  3. Financial proposal. The financial proposal shall specify a total lump sum amount per each deliverable, including any travel, per diem and administrative fees, based on the template in Annex 1. The lump sum costs must be accompanied by a detailed breakdown of costs calculation. The actual payment will be payable based on the stated lump sum for each satisfactorily achieved deliverable.

Selected candidates will need to submit prior to commencement of work:

  1. A statement from a medical doctor of ‘good health and fit for travel’.
  2. For any travel outside of Dili UN Women will require the consultant to provide the certificate proving completion of BSafe training (see trip.dss.un.org).

XI. Evaluation

Applications will be evaluated based on the Cumulative analysis.

  • Technical Qualification (100 points) weight; [70%]
  • Financial Proposal (100 points) weight; [30%]

A two-stage procedure is utilised in evaluating the proposals, with evaluation of the technical proposal being completed prior to any price proposal being compared. Only the price proposal of the candidates who passed the minimum technical score of 70% of the obtainable score of 100 points in the technical qualification evaluation will be evaluated.

Only the candidates who have attained a minimum of 70% of total points will be considered as technically qualified candidate.

Financial/Price Proposal evaluation:

  • Only the financial proposal of candidates who have attained a minimum of 70% score in the technical evaluation will be considered and evaluated.
  • The total number of points allocated for the price component is 100.
  • The maximum number of points will be allotted to the lowest price proposal that is opened/ evaluated and compared among those technical qualified candidates who have attained a minimum of 70% score in the technical evaluation. All other price proposals will receive points in inverse proportion to the lowest price.
