Purpose of Assignment:

The purpose of this consultancy is to facilitate development and draft a coherent child-centered CPD incorporating inputs from the situation analysis, selected in-depth thematic analyses, strategic moment of reflection and programme rationale and narratives of theories of change articulated for collectively identified programme priority areas.

Guided by the latest procedure for the development of country programmes and guidance, as well as following the Office of the Executive Board (OSEB) CPD standard template, the consultant is expected to support with the following tasks detailed further under deliverables:

  1. Synthesizing and sharing the evidence base
  2. Facilitating Khartoum based and four regional consultations with internal and external stakeholders, with elements of RRBM training integrated throughout the consultations and workshops to build staff capacity
  3. Facilitating drafting outcome theories of change, overarching programme rationale and theory of change
  4. Facilitating the strategic moment of reflection and prioritization
  5. Drafting country programme document, including results, indicators, targets and resources matrix and costed evaluation plan.
  6. Producing the final draft country programme document after incorporating feedback from validation workshops with key stakeholders.
  7. The consultant is expected to be present in Sudan at critical stages involving strategic moment of reflection, when holding consultations and TOC workshops with UNICEF staff and stakeholders. The consultant is also expected to work off-site when reviewing documents, developing inception work plan and when drafting CPD products. Details will be agreed at the inception stage. This will help the consultant to be immersed within the team to fully understand UNICEF Sudan’s context and programme. The consultant will have an opportunity to interact with relevant partners at national and sub-national levels as feasible and relevant for the process.

Knowledge/Expertise/Skills required:

The consultants must have a mix of CPD planning experience and RRBM training and facilitation skills. Furthermore, the company profile should have or surpasses the following required qualifications

Experience:

- Have received training on HQ RRBM process and procedures

- A minimum of 8 years of professional experience in areas of development programme planning and design, programme management, monitoring and evaluation, results‐based planning and budgeting, and/or related areas at the international and/or large organization, some of which was in a large developing country and programme

- Relevant experience in developing country programme documents such as, CPD and RRF with UNICEF or a similar UN system agency or organization is required.

-Prior experience in CPD development in UNICEF or other UN entity a strong asset.

-Experience with One UN processes and UNDAF or UNSDCF is an asset.

-Familiarity with Sudan's current national development priorities and challenges is an advantage

Technical knowledge:

The consultant should have a demonstrable fluency in English; strong facilitation and guidance skills; strong virtual meeting production capacities; strong writing skills in the required formats and styles for UNICEF and for the Executive Board (CPD)

Language:

Fluency in written and spoken English (Fluency in Arabic language is an asset).
