1. Introduction and background: The African Development Bank has provided financial support to the United Nations Economic Commission (UNECA) for Capacity Building for Gender Statistics and Monitoring Systems (CB-GenSMS) Project in 4 countries: Burundi, Mozambique, South Sudan, and Zimbabwe. The Project aims to contribute to improved gender responsive programming by beneficiary countries, therefore contributing to inclusive development. It will contribute to addressing inequality and fostering inclusive growth by providing data on the "invisible" and most vulnerable, which are often drivers on fragility. It is expected that the project will enrich policy dialogue with selected transition states and contribute to inclusive national development plans, which will in turn impact on service delivery by governments. The capacity development on statistics will provide a platform to measure gender inclusiveness of national development and provide evidence in required reforms. This is in recognition that gender inequality is both a driver and a result of fragility. One component of CB-GenSMS is supporting Mozambique and Zimbabwe to undertake nationally representative time-use surveys. The main aim of time-use surveys is to recognize unpaid care and domestic work which is mostly performed by women and which is not measured in official national accounts. The importance of time use statistics for gender equality is highlighted by the Sustainable Development Goals (SDG) Target 5.4 "Recognize and value unpaid care and domestic work through the provision of public services, infrastructure and social protection policies and the promotion of shared responsibility within the household and the family as nationally appropriate" and the Indicator 5.4.1 on "Time spent on unpaid domestic and care work, by sex, age and location". 2. Objective of the consultancy The key objective of the consultancy is to support the African Center for Statistics and the Gender Equality and Women's Empowerment Section (GEWES) of ECA attain the stated objectives of the CB- GenSMS project working in partnership with the African Development Bank. Within limits of delegated authority, the Consultants will work under the guidance of the Chief of the Demographic and Social Statistics Section and Chief of GEWES. 3. Duties and Responsibilities General The consultant will be responsible for supporting Mozambique and Zimbabwe in the design and implementation of nationally-representative time use surveys which can be used to provide data to investigate the gender differences in time use including for unpaid care and domestic work and to guide the development of national policies that advance gender equality and wellbeing. Specific - Develop an inception report containing a detailed work-plan of the consultancy - Conduct Time Use Surveys by defining Time Use Surveys; and by designing the methodology of and instruments for the Time Use Surveys, including; . Survey design . Survey questionnaire - Survey manual - Training materials - Data collection; . Validation of questionnaire . Training of enumerators . Actual data collection . Data processing; . Data analysis; . Report writing; and . Validation and dissemination. - Design of relevant time use survey instruments and methods including addressing the national objectives and uses of the data, survey methods, sample design, field operation considerations, data processing considerations and resource rationalization - Conduct a stakeholder review and validation workshop of the instruments developed - Incorporate the of time use survey module into the national Labour Force Survey or any other related survey like the Demographic and Health Survey, Multiple Indicator Cluster Survey etc instruments - Providing training to experts at the Statistical Office on how to administer the time use survey module. - Work with relevant stakeholders to develop an analytical and data dissemination strategy plans including tabulation plans - Conduct a situation analysis of the monitoring systems; - Production of Gender Fact Sheets / gender status report - Perform other activities related to the project as requested by the Chief of the Demographic and Social Statistics Section or Chief of GEWES - Provide technical assistance to countries on census planning, implementation and dissemination. - Lead the technical support to countries on post enumeration surveys - Support the Africa Program for Accelerated Improvement for Civil Registration and Vital Statistics

Qualifications/special skills Advanced university degree (Master's degree or equivalent) in a field related to Gender Studies, Demography, Social Sciences, Development studies and related areas is required A first-level university degree in combination with two years of qualifying experience may be accepted in lieu of the advanced university degree. A minimum of 7 years of work experience in undertaking Time Use Surveys is required

Languages English and French are the working languages of the UN Secretariat. For this consultancy, fluency in English is required. Knowledge of another UN working language is an asset.
