You have:

  • Advanced university degree (master's and equivalent) in economics, development studies, public policy, evaluation, or related field is required.
  • A bachelor's degree in combination with two additional years of relevant experience may be accepted in lieu of the master's degree.
  • At least 10 years of experience in evaluation of development programmes, including UN system evaluations is required.
  • Proven expertise in theory-based evaluation and mixed-methods approaches is desirable.
  • Strong knowledge of UNSDCF/UNDAF evaluations and SDGs is desirable.
  • Experience in Small Island Developing States (SIDS) contexts is highly desirable.
  • Demonstrated expertise in at least one thematic area (economic development, social sectors, climate change) is desirable.
  • Fluency in English and Portuguese are required.

Result of Service

The Evaluation Team will be responsible for producing the following key deliverables. All deliverables will be prepared in English (or as agreed) and will meet UNEG and DCO quality standards. a.Inception Report The inception report will operationalize the evaluation design and methodology. It will demonstrate a clear understanding of the ToR and refine the evaluation approach. Key contents: Refined evaluation scope and objectives Reconstructed Theory of Change (ToC) of the UNSDCF Detailed evaluation methodology (data collection tools, sampling strategy) Evaluation matrix (including key evaluation questions, indicators, data sources) Stakeholder mapping Detailed work plan and timeline Limitations and mitigation strategies b.Data Collection Tools and Instruments The Evaluation Team will develop and submit data collection tools, including: Interview guides Focus group discussion protocols Survey instruments (if applicable) These tools will be reviewed by the Evaluation Management Group (EMG) prior to field deployment. c.Data Collection and Evaluation report Curated database Draft of evaluation report Presentation of the evaluation outcome Final evaluation report The quality of deliverables will be assessed by the Evaluation Manager, in consultation with the UN Resident Coordinator as well as members of the Evaluation Steering Committee.

Duties and Responsibilities

Background The evaluation of the UNSDCF 2023–2027 for Cabo Verde is a key milestone for strengthening accountability, learning, and adaptive management of the UN development system, in line with General Assembly resolution A/RES/72/279 and global evaluation standards. Anchored in a participatory Common Country Analysis and aligned with national priorities under PEDS II, the framework responds to Cabo Verde's progress and persistent vulnerabilities as a Small Island Developing State. Conducted during the penultimate phase of implementation, the evaluation will assess performance across core criteria—relevance, effectiveness, coherence, efficiency, sustainability, and adaptability—while examining the UN's strategic positioning, contribution to SDG advancement, resilience-building, and responsiveness to emerging challenges, including those highlighted in the preparation of the 2026 Voluntary National Review. Purpose The overall objective of this evaluation is to assess strategic positioning, performance, and contribution of the United Nations Sustainable Development Cooperation Framework (UNSDCF) 2023–2027 in Cabo Verde to national development results and progress toward the Sustainable Development Goals (SDGs), in alignment with national priorities and the 2030 Agenda. Key responsibilities: Lead the design and implementation of the evaluation methodology Coordinate the work of team members Ensure quality and coherence of all deliverables Lead stakeholder consultations and validation processes Draft and finalize the evaluation reports.
