How can you make a difference?

BACKGROUND In the new CPAP 2021-2025, UNICEF will continue to support the Government of Indonesia to reduce child stunting prevalence to 14% by 2024. The national stunting reduction movement, launched in 2017 by the Government of Indonesia, aims to strengthen political support and leadership for nutrition at all administrative levels, and enhance coordination across 23-line ministries and government bodies. In support of this national anti-stunting movement, a few guidance documents were issued by different sectors in 2018, including the National Strategy to Reduce Stunting and 8-Actions- to reduce stunting.

Recent monitoring and evaluation of the national stunting program performed by the government has found that some steps of the 8-action plans have not been well implemented by the subnational government, particularly due to low capacity of the local government in managing nutrition-specific interventions. This was also highlighted by UNICEF’s capacity assessment conducted in 2017-18, which identified major gaps in sub-national government’s ability to plan, budget, implement and monitor evidence-based nutrition programmes.

Therefore, evidently a comprehensive guidance on how to plan, budget, implement, and monitor nutrition-specific interventions is needed to strengthen relevant capacity of the sub-national governments. The guidance is planned to cover all eight essential nutrition interventions included in the National Stunting Reduction Strategy document.

Working closely with the World Bank and TP2AK, UNICEF has recently committed to support the Government of Indonesia in strengthening the management of nutrition-specific interventions in the context of the National Stunting reduction movement. Specifically, in order to provide consistent guidance across all districts, a detailed programme guidance is needed, which provides guidance on how to conduct situation analysis to prioritize nutrition-specific interventions, and to conduct planning and budgeting processes (Puskesmas and District).

Against this backdrop, UNICEF is recruiting a senior International Consultant to develop a series of programme management guidance for eight essential nutrition interventions. UNICEF is looking for an international expert who has extensive experience in nutrition programming in a highly decentralized country context like Indonesia. The consultant will work closely with UNICEF Nutrition Specialist.

WORK ASSIGNMENTS 1. Remotely review/analyse relevant documents related to national stunting reduction movement including national strategy to reduce stunting 2. Desk review and key informant interviews on nutrition specific interventions to understand relevant procedures and processes at Puskesmas and District Health Office to ensure the programme guidance (situation analysis planning, implementation, budgeting, monitoring, etc) builds on existing system. At least the interviews are conducted in 3 districts in seletected provinces. 3. Develop draft outline of the programme guidance 4. Support the facilitation of national consultation workshop (Present the programme guidance outline and explore opportunities and barriers to the enabling environment on nutrition in Indonesia)

OUTPUT • Summary report of literature review and key informant interviews • Inception report with framework/outlines for the Programme Guidance national/subnational consultation process and workplan drafted • First Draft of the programme guidance for pre-testing/ national consultation • Summary results from pre-testing (including gaps, if any, and ways to address the gap) • Final draft programme guidance • PPT for each of nutrition specific interventions • Final programme guidance document endorsed

To qualify as a champion for every child you will have… • Advanced degree (Masters) or equivalent in public policy or administration, Public Health, Nutrition, Agriculture, or related/relevant field. • At least 20 years progressive professional work experience in international institutions in nutrition policy analysis, planning, coordination, development, evaluation and system innovation in both developing and MIC context, and decentralized country. • Proven experience in developing and reviewing national nutrition strategies in EAP region. Good experiences on nutrition issues in East Asia and Pacific region, including Indonesia. • Experience in policy development in evolving contexts, and in building an action plan for National Nutrition Strategies. • Strong analytical and report writing skills. • Excellent communication and facilitation skills. • Fluency in English. • Flexibility, team player, ability to work with multidisciplinary and multicultural teams.
