UNICEF Country Programme Document (CPD) is a cooperation document between UNICEF and the Government of Chad to ensure the fulfillment of the rights of the child through agreed strategic intervention in the country. The CPD is anchored by the UN Convention on the Rights of the Child (UNCRC) and its Optional Protocols. The CPD is formulated in close coordination with the Government, with the participation of a wide range of stakeholders, such as United Nations Development System (UNDS), development partners, private sectors, academia, members of the National Assembly, NGOs, civil society organizations, and children including adolescents, and with the technical collaboration of UNICEF regional offices and headquarter divisions.

The CPD should be in line with other relevant strategic documents and plans such as UNICEF Strategic Plan 2022-2025, Gender Action Plan, UN Sustainable Development Cooperation Framework, and National Development Plan (NDP) in order to contribute to the overarching intended results under the principle of “Leave No One Behind” in 2030 Sustainable Development Goals (SDGs) Agenda.

The recently released UNICEF Procedure on the Development Review and Approval of Country Programme Document (PROCEDURE/DAPM/2021/003, 30 June 2021) clearly indicates that the UNICEF’s CPD are derived from the Cooperation Framework (UNSDCF). UNICEF Chad Country Office (CO) is closely involved in the development of the Common Country Analysis (CCA)/UNSDCF, as member of the technical committee, and is the lead Agency for the Human Capital pillar, a key thematic area covering Health-Nutrition-HIV, Education, and WASH. Chad plans to revise the CCA, to reflect the new socio-demographic data, risk profile etc. The CO will also revise the situation analysis of children and women (SitAn) by the end of October 2021 and will engage in the development of the UNSDCF.

The CPD should clearly indicate how UNICEF programme contributes to the result areas of the UNSDCF, and thereby contributing to the achievement of collective outcomes, with a clear theory of change (ToC), effectively demonstrating and positioning UNICEF’s strategic intend and value added or comparative advantage. For this process, the development of Programme Strategy Notes (PSNs) is an integral part of the planning process.

PSN provide guidance on how UNICEF and partners will contribute to achieving results for the most deprived children through articulating the programme logic, how planned actions will lead to intended outputs, and how these will contribute to outcomes. They also spell out how UNICEF will influence partners in achieving their own outputs and describe multi-year strategies that UNICEF intends to use to achieve results as outlined in the CPD results frameworks. The UNSDCF Guidance also emphasizes the need to develop a clearly articulated, evidence-based theories of change (ToCs) in advance of drafting strategy notes, stating with what is needed for countries to achieve the 2030 Agenda for Sustainable Development. ToCs also underpin the development of programme results structures that provide a visual representation of expected results and define intended outputs and outcomes.

PSNs are finalized based on the recommendations and strategic guidance from the strategic moment of reflection (SMR), which is central in the definition of the strategic options and priorities of the CPD. The drafting of the programme document is also inspired by the PSNs and obeys a rigorous conceptual and writing framework.

In order to lead this process and prepare a high-quality CPD, the CO plans to recruit an international consultant to provide a strong and high-quality strategic advisory support for the definition of the strategic anchor of the CPD.

How can you make a difference?

  1. GENERAL OBJECTIVE

The purpose of the consultancy assignment is to support the development of UNICEF Chad Country Programme Document, including the facilitation of key CPD related events i.e. Strategic Moment of Reflection, consultation exercises, development of the PSN, among other.

  1. SPECIFIC OBJECTIVES

Specifically, the consultant will:

  • Support the conceptualization and facilitation of internal/external reflection and consultation exercises
  • Provide strategic guidance for the development of Programme Strategy Notes
  • Provide strategic guidance and outline the major themes of the CPD
  1. METHODOLOGY

Under the supervision of the Deputy Representative and in close consultation with the Chief of SPPME, the consultant will support the CPD development process, ensuring that the overall process is efficient and light, participatory and consultative and deeply grounded in evidence and reality yet forward looking, strategic, ambitious and in line with UNICEF's commitment to making a difference for the most vulnerable and left behind children. In addition, the consultant should ensure that the process builds on best practices and follows organizational guidelines and timelines. The consultant will work closely and receive support from the CPD Taskforce (with representation from all programme components, Operations and Field Offices), led by the Deputy Representative with the SPPME Chief’s support.

Support the conceptualization and facilitation of internal/external reflection and consultation exercises

  • Participate and contribute to the discussion during the Situational Analysis consultation meeting via team/zoom
  • Review consultations plan and concept note for an internal consultation (pre-SMR) and stakeholder engagement processes in collaboration with the appropriate focal points in UNICEF CO
  • Support the CO define and fine-tune broad contours of the Country Programme components, based on the updated Situation Analysis and internal/external consultations
  • Participate in the preparation and facilitate the pre-SMR
  • Prepare the pre-SMR report that reflects the strategic orientations for the CPD

Guide the development Programme Strategy Notes

  • Provide strategic guidance on ToCs development for the strategic results identified

5. WORKING CONDITIONS

The consultant will work remotely and receive support from UNICEF for access to documentation. UNICEF will also facilitate teleworking consultations.

The consultant is also scheduled to carry out a one-week mission to Ndjamena. During this mission, UNICEF will provide a work desk and facilitate local transportation for official meetings outside UNICEF premises.

6. MONITORING AND SUPERVISION

The contractor will be supervised and report to the UNICEF Deputy Representative with briefing and de-briefing to the Representative. The consultant will work closely with UNICEF Chief SPPME and regularly consult other Section Chiefs (Child Survival and Development, Protection, Education, WASH, Field Coordination and Emergencies, Partnership, Operation) as well as relevant Government Ministries, Departments and Agencies, participating UN agencies and Cooperating Partners, other intervention stakeholders, including beneficiaries.

Academic background:

Advanced degree (minimum BAC+5) in Development, Economics, Social Science or Related Field.

Professional Experience:

At least 10 years in the relevant field (strategic planning, monitoring, evaluation)

Language:

Excellent knowledge of written and spoken French and English
