Background:

The OSCE has a comprehensive approach to security that encompasses politico-military, economic and environmental, human aspects. It therefore addresses a wide range of security-related concerns, including arms control, confidence and security-building measures, human rights, national minorities, democratization, policing strategies, counterterrorism and economic and environmental activities. All 57 participating States enjoy equal status, and decisions are taken by consensus on a politically, but not legally binding basis.

The OSCE Secretariat in Vienna assists the Chairmanship in its activities, and provides operational and administrative support to the field operations, and, as appropriate, to other institutions.

The Department of Management and Finance (DMF) is responsible for managing the material and financial resources of the Organization. The objective of DMF is to provide efficient and effective management of non-staff resources in support of OSCE programmatic activities. It provides policy guidance on the management of OSCE financial and material resources and develops and maintains OSCE Financial Regulations and Rules and Financial Administrative Instructions.

DMF consists of Budget and Finance Services, Mission Support Section, Information and Communication Technology Section and the Information Security and Co-ordination Unit. Information and Communications Technology Services (ICTS) Section is responsible for the delivery of Information and Communications Technology (ICT) in support of the core business of the OSCE. This includes the management, operation, implementation, support, and maintenance of ICT projects, systems, and infrastructure and the delivery of ICTS support services to the Secretariat. ICTS provides corporate ICT services, ICT policy guidance, and support to all OSCE Institutions and Field Operations. The Section consists of four units: Infrastructure Operations Unit, Services and Support Unit, Functional Support Unit, and Software Development Unit. It comprises 34 staff members.

Objective of Assignment:

The Organization for Security and Cooperation in Europe (OSCE) is looking for technical consulting expertise to fully manage the Satellite Services contract with the current Service Provider.

Satellite Communications Services are an important element of Operational and Emergency Communications support in all OSCE Executive Structures. There are more than 500 different mobile and portable satellite terminals in use in OSCE Executive Structures. Services of different satellite networks (Inmarsat, Thuraya, Iridium etc.) are currently being used. Settlement of the accounts for the monthly traffic generated by terminals of individual Missions is performed centrally by OSCE Secretariat. Provision of services by the service provider must be monitored closely in order to ensure proper implementation as well as performance.

Duration of Assignment:

The objective of this roster call is to invite qualified consultants to join the OSCE roster of Satellite Experts.

Tasks and Responsibilities:

ICTS is seeking an experienced Satellite Communications Expert. Under the overall supervision of the Chief, ICT Infrastructure Operations, the successful candidate will be tasked with the following duties:

  1. Managing services provided by the Service Provider;
  2. Assisting in the establishment and execution of procedures related to the service support to be ensured by the Service Provider in order to match with “Quality of Service Requirements” stipulated in the Satellite Services Contract;
  3. Assisting in the establishment and execution of billing procedures and settlement of accounts in accordance with requirements stipulated in the Satellite Services Contract;
  4. Assisting on preparation of necessary reports and analysis extracted from the “Online Applications” of the service provider;
  5. Assisting OSCE Executive Structures on all aspects of satellite communications, especially within the realm of emergency data and voice communications based on satellites;
  6. Assisting in the establishment and execution of SOPs and related guidelines on emergency communications for OSCE Executive Structures;
  7. Assisting CPC in the development of standards for emergency voice and data communications for OSCE Executive Structures;
  8. Assisting OPS on SMI activities when necessary.

Deliverables:

  • Controlling of the correctness of services (subscription and traffic charges) billed to OSCE subscribers of satellite services;
  • Ensuring Service Provider compliance on all aspects of the existing contract;
  • Estimating expenditure on satellite services for all OSCE Executive Structures;
  • Drafting of SOPs on emergency voice and data communications.

Necessary Qualifications:

  • First-level university degree in information technology, computer science or engineering;
  • Minimum of 5 years of professional experience in satellite communications services;
  • Minimum 5 years of professional experience in implementing satellite communications systems complying with the operational requirements of OSCE Field Missions;
  • Minimum 5 years of experience in implementation and maintenance of mobile, portable and fixed satellite communications systems;
  • Minimum 5 years of experience in settlement of the accounts with service providers in accordance with ITU recommendations and stipulations;
  • Professional fluency in English with excellent communication (both oral and written) skills;
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
  • Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
  • Computer literate with practical experience using Microsoft applications.

Remuneration Package:

Remuneration will be based on the selected consultant's/expert's qualifications, experience, the tasks and deliverables for this position and in accordance with the OSCE established rates.
