Background:

As the largest security co-operation organization in the world, covering 57 participating States with more than a billion inhabitants, the Organization for Cooperation and Security in Europe (OSCE) is in a unique position to implement and to benefit from the United Nations Women Peace and Security (WPS) agenda. Human rights and gender equality are integral to the OSCE’s definition of comprehensive security, and its 2004 Action Plan for the Promotion of Gender Equality prioritizes aspects of women, peace and security WPS.

“WIN for Women and Men: Strengthening Comprehensive Security through Innovating and Networking for Gender Equality (WIN)” is an extra-budgetary project aimed at accelerating the implementation of the WPS agenda in the OSCE region. Capitalizing on the OSCE’s comparative advantage in bridging global and regional good practices with local initiatives, the project works across all three OSCE dimensions of security. It develops tools, builds confidence and capacity, and strengthens networks of women peacebuilders, elected officials, security professionals and young women.

Following the change in authority in Afghanistan on 15 August 2021 and Taliban being back in power, there have been high concerns regarding the potential spill-over effect on the Central Asian countries. In particular, deteriorating human rights situation and women being the first victims in the violation of human rights in Afghanistan, is likely to reinforce gender norms and roles and not only in Afghanistan but also in the region, hindering the role of women in addressing the security challenges as a result.

In these circumstances, promotion of WPS agenda in the countries of Central Asia remains crucial, as women’s participation and leadership in the security related matters in the countries of Central Asia would serve as a prerequisite for ensuring women’s specific security and human rights concerns for both Afghan women-refugees and women of Central Asia. Implementation of the WPS agenda will also allow for building solidarity and support for women across Central Asia, as well as will remove barriers to women’s meaningful participation in peace processes at formal and informal levels.

Objective of Assignment:

The OSCE Gender Issues Programme/WIN Project is looking to recruit a research expert to conduct a desk research on the impact of the Afghanistan crisis on women, peace and security in Central Asia. The expert will work under the direct guidance of the WIN Project Manager and in close cooperation and coordination with the Senior Gender Adviser, the Senior Co-ordination Adviser and Gender Advisers.

More specifically, this assignment aims to:

  • Review and analyse existing research and studies on women, peace and security in Central Asia, and the impact of the Afghanistan crisis;
  • Identify opportunities for future research on the impact of Afghanistan crisis on women, peace and security in Central Asia;
  • Develop a detailed proposal for research and methodology;
  • Identify the key challenges to women's equal and meaningful participation in peace processes, peacebuilding and security in Central Asia;
  • Identify best practices in promoting full and equal participation of women in the efforts to achieve sustainable international peace and security in Central Asia;
  • Provide a baseline analysis and a set of recommendations for OSCE to support the countries of the Central Asian region in their efforts to address the above challenges.

Duration of Assignment:

The duration of assignment is 15 working days in total.

Tasks and Responsibilities:

The expert will be expected to perform the following tasks under the direct guidance of the WIN Manager and in close cooperation and coordination with the Senior Gender Adviser, the Senior Co-ordination Adviser and Gender Advisers:

  1. Conceptualizing a desk study on the impact of the Afghanistan crisis on women, peace and security in Central Asia, resulting in a paper (no more than 15 A4 pages) which identifies the key challenges to women's equal and meaningful participation in peace processes, peacebuilding and security in Central Asia;
  2. Mapping best practices in promoting full and equal participation of women in the efforts to achieve sustainable international peace and security in the region;
  3. Providing a baseline analysis and a set of recommendations for OSCE to support the countries of the Central Asian region in their efforts to address the above challenges.

Deliverables:

  1. Develop and consult on the research methodology and structure of the desk study (by 15 November 2022);
  2. Develop the research framework and associated tools (surveys, focus groups, questionnaires, etc.).
  3. Conduct field research, including structured interviews, with institutional representatives, beneficiaries and other stakeholders.
  4. Develop a draft desk study (no later than 10 December 2022).
  5. Finalize the desk study based on Gender Issues Programme’s input (no later than 20 December).

Necessary Qualifications:

  • Minimum a Master’s Degree in a relevant area (gender studies, social or political sciences);
  • At least six years of professional experience at national and/or international level in the area of women, peace and security;
  • Proven experience in conducting research (i.e. desk reviews, questionnaires, interviews) and drafting reports on the topics indicated for this assignment;
  • Knowledge of/Experience working in Central Asia is an asset;
  • Professional fluency in English including excellent drafting and editing skills; knowledge of Russian is an asset;
  • Good communication skills, initiative and problem solving skills;
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
  • Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
  • Computer literate with practical experience using Microsoft applications.

Remuneration Package:

Remuneration will be based on the selected expert's qualifications, experience, the tasks and deliverables for this position and in accordance with the OSCE established rates.
