You have:
- An advanced university degree (Master’s degree or equivalent) in law, criminology, international relations, political and social sciences, economics, development studies, human rights, gender studies or a related area is required.
- At least two (2) years of work experience at the international or national levels on issues related to peace, justice, sustainable development, human rights and rule of law is required.
- Experience in working with the United Nations is required.
- Experience in working on relevant UNODC mandate areas, including on counter-terrorism, organized crime, crime prevention and criminal justice, corruption or human rights is required.
- Experience in working with UNODC Field offices is desirable.
- Experience in writing or editing documents for the United Nations, preferably on topics related to the mandates of UNODC, is desirable.
- Capacity to work independently and with minimal supervision is desirable.
- Excellent verbal and written communication skills is desirable.
- Oral and written fluency in English is required.
- Knowledge of another UN language is an advantage.

Duties and Responsibilities
Background of the assignment: In implementing its mandates and supporting States to address crime, corruption, drugs and terrorism, and in coordination with the entire United Nations system, UNODC works systematically in upholding human rights through programmes and activities throughout the world. UNODC works with justice institutions and other actors in the criminal justice system, while paying particular attention to adherence with human rights. Against this backdrop, UNODC seeks to further strengthen the systematic mainstreaming of human rights, including through enhanced institutional capacity, guidance and oversight, ensuring coherence and consistency across its normative, policy and programmatic work. Specific tasks to be performed by the consultant: Under the direct supervision of the Drug Control and Crime Prevention Officer, and in close consultation with relevant substantive officers within UNODC, the consultant will: • Support the organization of briefing and training sessions on human rights mainstreaming and HRDDP for UNODC staff in field offices and HQ; • Lead the coordination and update of UNODC Knowledge Portal on Human Rights, which includes close inter-divisional coordination with substantive officers across the house, and the provision of technical expertise to develop digital platforms on rule of law and justice issues; • Draft and prepare a variety of other written outputs, such as, internal policy documents, working papers, sections of SG reports, periodic progress reports etc covering issues related to criminal justice, strategic management and UNODC mandates; • Undertake technical research and mapping exercises to identify existing tools and resources within the UN system, as well as UNODC that supports mainstreaming human rights and do no harm, with a view to building a repository of knowledge on human rights and providing expertise to colleagues both in Vienna and the Field; • Plan and design innovative approaches and coordination efforts to disseminate the UNODC e-learning modules on human rights and the work of UNODC, as well as other relevant guidance tools, including the delivery of training on human rights related issues; • Collect and analyze data to identify trends and patterns, generating visual insights through graphs, charts, slides to enable data-driven planning, decision-making, technical presentations and reporting. • Support inter-office coordination in the preparation/drafting of a variety of other written outputs, such as, internal policy documents, working papers, analysis, periodic progress reports, tracking and monitoring systems etc. The purpose of this assignment is to support ongoing efforts to strengthen the mainstreaming of human rights across UNODC’s policy, programmatic and operational work, including the application of the Human Rights Due Diligence Policy (HRDDP) and the Human Rights Due Diligence Framework Policy (HRDDFP). This will include contributing to policy coordination across DTA and other relevant divisions, supporting the compilation, review and streamlining of written outputs related to human rights integration, and ensuring that briefing notes, reports, presentations and position papers reflect comprehensive substantive analysis and relevant organizational inputs. These outputs will support informed decision-making processes and contribute to strengthening institutional guidance and internal awareness on human rights due diligence and related policy frameworks, while enhancing the visibility and impact of UNODC’s work on human rights within the organization and in engagement with relevant stakeholders. More concretely, the consultant will coordinate input and substantive contributions within UNODC and will provide support to the Drug Control and Crime Prevention Officer and other relevant colleagues with the preparation of various documents and support various training and briefing sessions for staff, as well as relevant initiatives, including on human rights mainstreaming. In addition, the consultant will provide technical expertise and refine the knowledge platform on human rights while coordinating with the focal points network on human rights.
Qualifications/special skills
Education: • An advanced university degree (Master’s degree or equivalent) in law, criminology, international relations, political and social sciences, economics, development studies, human rights, gender studies or a related area is required. A first level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. • At least two (2) years of work experience at the international or national levels on issues related to peace, justice, sustainable development, human rights and rule of law is required; • Experience in working with the United Nations is required • Experience in working on relevant UNODC mandate areas, including on counter-terrorism, organized crime, crime prevention and criminal justice, corruption or human rights is required; • Experience in working with UNODC Field offices is desirable; • Experience in writing or editing documents for the United Nations, preferably on topics related to the mandates of UNODC, is desirable; • Capacity to work independently and with minimal supervision is desirable; • Excellent verbal and written communication skills is desirable.
