Justification of assignment:

The purpose of the assignment is to provide technical support to the MOH, Federal Government of Somalia, in the development of a high-quality funding request for Wave 2 of the COVID-19 Response Mechanism (C19RM) funding.

Working closely with the Global Fund steering committee, COVID-19 focal point for the government, UNICEF and subrecipient, the consultant is required to;

1) Develop a comprehensive work plan and write an inception report that outlines the overall health situation of the country and COVID-19 specifically including identifying gaps in the currently implemented C19RM program.

2) Facilitate country consultations and document stakeholder discussions to ensure key programme priorities are captured under the guidance of the Global Fund Steering Committee (GFSC). Ensure that engagements are inclusive and broad-based and includes civil society.

3) Closely coordinate MOHs, GFSC, UNICEF, WHO and subrecipients during the funding Request development to ensure all are pulling in the same direction.

4) Produce a high-quality narrative funding request as well as relevant documents/annexes (a list of required documents will be provided) in close collaboration with the GFSC and PR, ensuring consistency with the Global Fund C19RM strategy.

5) Ensure COVID-19 wave 2 is aligned with HIV, TB and Malaria grants for the next funding cycle (Grant Cycle 7, GC7) and key priorities for RSSH in the C19RM reinvestment component with the RSSH priorities in Malaria/RSSH GC7 including those in Priority Activities Above Allocated Resources (PAAR).

6) Lead the writing team in addressing comments by the Global Fund Country team and Technical Review Panel in timely manner.

Methodology:

The consultant recruited will be required to conduct a thorough desk review of COVID-19 in Somalia, while documenting the implementation of UNICEF's ongoing C19RM programme, to identify funding gaps in already initiated interventions for consideration in C19RM wave 2. This will be closely followed by facilitating stakeholder engagements under the guidance of the Global Fund Steering Committee, bringing together national and state ministries of health, civil society, and key and vulnerable populations. The consultant will be required to closely study the country and in-country consultations for HIV and malaria/RSSH grants conducted in January and March 2023, in preparation for the HIV and malaria grants for the next funding cycle (Grant Cycle 7, GC7), ensuring that the RSSH priorities identified therein, which could not be considered for funding in the two main grants and which stakeholders still consider a priority, are considered.

Once all the necessary information and evidence has been gathered, the consultant is expected to lead a team comprising MOH and UNICEF technical leads in the preparation of the narrative funding request and associated annexes, strictly following Global Fund guidelines. The consultant will ensure that the funding request and other relevant submissions are shared with the Global Fund Steering Committee at least 7 days before the deadline for their review, input and sign-off. The consultant is then expected to respond to comments from the Global Fund country team's review and technical teams if necessary.

The consultant is expected to posess excellent verbal and written communication skills necessary for writing a quality succinct funding request that meets Global fund submission standards. He/she should be able to conduct a thorough documentary review and synthesize gathered information to ensure the submissions are rich and solidly grounded on available literature on C19 and RSSH and takes to account the overall country context.

To qualify as an advocate for every child you will have…

  • An advanced university degree in Public Health, Social Sciences or related fields
  • A (PhD) in these fields would be an added advantage.
  • Demonstrate an understanding and previous experience working in Somalia context or other similar settings.
  • At least 10 years previous relevant and proven experience in writing successful health proposals, previous involvement in grant making for global fund is highly desired.
  • Excellent stakeholder engagement and consensus building among diverse audiences.
  • Prior experience with UN and other international organizations and exposure to UNICEF’s work (Advantageous)
  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
