Through its focus on prevention and disaster resilience, UN Women ensures that new and existing disaster risks are mitigated by putting women at the center of disaster risk reduction, by giving them a voice, empowering them as disaster risk reduction leaders and actors, and by building their disaster and climate resilience. Evidence proves that most victims and those affected by disasters and climate change are women. Due to the gendered dimensions of disaster risk, women and girls face greater vulnerability and exposure to disasters, yet women remain largely ignored and their capacities, unleveraged in conventional disaster risk reduction processes. Women also remain largely excluded from climate mitigation, with reduced access to climate finance, sustainable energy technology and decision making.

UN Women promotes gender-responsive disaster risk reduction and climate action through technical and policy support, provision of gender expertise to climate change and disaster risk reduction mechanisms and processes, and by implementing programmes and projects for gender-responsive disaster risk reduction and climate action.

The Global Programme on Women’s Disaster Resilience to Disasters (WRD). The programme proposes a comprehensive package for women’s resilience to disasters that focuses on rendering prevention, preparedness, and response systems, plans and tools gender-responsive and provides targeted action enabling women and girls to withstand natural hazards, recover fully from disasters and increase their resilience to future natural hazards. The initiative influences policy change for gender-responsive disaster prevention, preparedness, and recovery, enhances accountability, generates catalytic action, and produces practical lessons learned and best practices for upscaling and replication.

This consultancy is expected contribute on a short-term basis to providing support to the Mozambique Country Office for the purpose of developing a Women’s Resilience to Disasters proposal.

Under the overall supervision of the WEE Programme Officer, the consultant will contribute to UN Women’s triple mandate around disaster risk reduction and climate change, providing drafting, research, policy and technical support to the Country Office for the purpose of developing a disaster risk reduction programme proposal. and field offices and contributing to interagency and intergovernmental processes. The consultant requires experience and understanding of gender equality, disaster risk reduction and climate change, including climate resilience. The work involves entails supporting the development UN Women’s disaster risk management flagship programme initiative, entitled Women’s Resilience to Disasters Program.

Objectives of the assignment:

1 - Undertake research and scoping mission to gather background information.

2 – Organize stakeholder consultations for validation of approaches.

3- Develop the Women’s Resilience to Disaster (WRD) Mozambique proposal in close cooperation with the Mozambique UN Women Country office, women’s organizations, DRR and climate resilience stakeholders, including Gender and Climate Ministries, and the UN Women ESARO DRR Advisor and the UN Women Global Programme Specialist, Disaster Risk Reduction and Resilience.

4 – Contribute to UN Women’s WRD Knowledge Hub.

Scope of Work:

The consultant will provide short-term technical support to develop a Women´s Resilience to Disasters (WRD) Mozambique proposal. This includes drafting, research, knowledge management, advocacy, and technical support services. A collection of WRD programme material, including a Theory of Change/Action already exists. This serves as the basis for all WRD programme proposals worldwide. This material needs to be adapted to the specific context in Mozambique.

The post will be based at UN Women office in Maputo. However, due to COVID-19 containment measures the consultant is expected to work from home complemented by in-person presence at office as required, government and stakeholders’ events and data collection meetings.

Technical assistance will be extensive to the management of all day-to day logistics related with developing the WRD Mozambique proposal. Specific duties are described below:

Duties and Responsibilities

  1. Preparatory Work:
  • Prepare an inception report including methodology and timeline for the assignment;
  • Gather the information to understand and identify GEWE issues, challenges and trends in humanitarian affairs that will shape and affect the WRD Mozambique Proposal;
  • Review political, economic, social, climate and legal frameworks that could affect the achievement of the WRD Mozambique Proposal;
  • Undertake a desk review of key policy documents, legal frameworks and international standards on Disaster Risk-Reduction, gender equality commitments and Mozambique government priorities;
  • Perform consultations with relevant stakeholders on Disaster-Risk Reduction and gender equality.

2. Drafting the proposal document on Enhancing Mozambique Women´s Resilience to Disasters

  • Draft a Concept Note on Enhancing Women’s Resilience to Disasters;
  • Draft full-fledged proposal on Enhancing Women’s Resilience to Disasters (including results chain and theory of change). This shall be preceded by development of draft proposals for review and input, gathering input, and providing a finalized WRD programme proposal along with a PPT presentation summarizing the proposal;
  • Advocacy and communication support on WRD/DRR;
  • Contribute to the global WRD knowledge hub;
  • Undertake research and scoping studies and missions to tailor the WRD Mozambique proposal to local priorities;
  • Organize WRD stakeholder consultations, including in person and virtual meetings.

Required Skills and Experience

Education:

Master’s degree in gender studies, humanitarian affairs, disaster risk reduction (DRR), development economics, resilience and/or any relevant field directly related to gender and disaster resilience.

Experience:

  • At least 15 years of professional experience in disaster risk reduction or development contexts.
  • Knowledge of disaster risk reduction and climate resilience priorities and programming in Mozambique or Sub-Saharan Africa is required.
  • Demonstrated knowledge of gender equality and women’s empowerment is an advantage, Specifically, applied to enhancing women’s resilience in resettlement centres and host communities.
  • Experience with resource mobilization and partnership management including with the main donors such as Japan International Development Agency (JICA), Japan Grant Aid Funding Scheme Musho Renkei, USAID, Sweden, Norway, Canada, etc.
  • Experience in managing partnerships with Japanese private sector and/or NGOs is an asset.
  • Experience with Results-Based Management and Theory of Change approaches.
  • Demonstrated proposal writing skills following human rights-based approach, gender equality and the “Leave No One Behind” Principles.
  • Previous experience with UN Women and the UN System or international work settings, including CSOs, NGOs, national governments, and other UN agencies an advantage.

Language Requirements:

  • Fluency in English (written and spoken) is required
  • Knowledge of Portuguese and Japanese is an asset
