Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. The UN Women Europe and Central Asia Regional Office (ECARO) was established in Istanbul, Turkiye in early 2014. It provides support and oversight to country offices in Albania, Bosnia and Herzegovina, Georgia, Kazakhstan, Kyrgyzstan, Moldova, and Ukraine. In addition, the Regional Office directly supports programme and project presence in Kosovo (under UN Security Council Resolution 1244), the Republic of North Macedonia, Serbia, Tajikistan, and Turkiye.

Since 2018, UN Women Regional Office for Europe and Central Asia (ECARO) has been implementing a regional component of the Flagship Programme Initiative Making Every Woman and Girl Count: Supporting the monitoring and implementation of the SDGs through better production and use of gender statistics (Women Count), developed by UN Women Headquarters (HQ). The Women Count programme aims to affect a radical shift in the production, availability, accessibility and use of quality data and statistics on key aspects of gender equality and women’s empowerment.

One of the key priority objectives of the Women Count programme is to support countries in conducting comprehensive time-use surveys, with a primary focus of increasing data availability and accuracy regarding women's unpaid domestic and caregiving responsibilities. This endeavor gains heightened significance in light of the United Nations Economic Commission for Europe’s (UNECE) latest regional report on SDG progress, which underscores that only 47% of the necessary data for monitoring SDG 5 are accessible across the UNECE region as of January 2022, although with substantial regional disparities across its 56 countries. Furthermore, the report reveals that a mere 20% of UNECE member states possess data spanning back to 2015, particularly concerning crucial aspects such as time allocated to unpaid domestic and care work (SDG 5.4.1). UN Women has been supporting a range of countries in conducting time-use surveys, such as Georgia in 2022 to conduct its first nationwide survey. Equipped with the new gender data, national governments are empowered to formulate and implement effective policy measures, as well as to foster broader investments in the care economy. Ultimately, these combined efforts are aimed to address women’s disproportionate burden of unpaid domestic and care work by measuring, recognizing, reducing, and equitably redistributing these responsibilities within households.

In 2023-2025, the ECA Women Count programme plans to extend its support to the Republic of Armenia with the aim of increasing availability of quality and internationally comparable time use statistics. In 2004, Armenia conducted its Time Use Pilot Survey in the country’s 5 towns and 4 villages during one-month period. In 2020-2021, UN Women supported the Statistical Committee of the Republic of Armenia (ARMSTAT) in designing and conducting the second Time Use Pilot Survey in line with the latest global and regional recommendations on time use statistics. In 2023, ARMSTAT and UN Women joined efforts to implement the country’s first-ever nationwide Time Use Survey through signing the Partnership Agreement, with the design, planning and data collection to be held between September 2023 and June 2024.

The methodological approach to support this work should be guided and informed by the following key resources:

  • The United Nations Statistical Division’s Guide to Producing Statistics on Time Use: Measuring Paid and Unpaid Work, which presents an overview of different approaches that were adopted in design of time-use surveys and in dissemination of time-use data.
  • The Eurostat’s Methodological Guideline: Harmonized European Time Use Surveys (HETUS2018) to facilitate the data collection process in European countries.
  • The UNECE’s Guidelines for Harmonizing Time Use Survey, which include recommendations of preferred or best practice, based on the experience of UNECE member states and other developed countries.
  • The International Labor Organization’s methodology on Labour Force Survey Modular Time Use Measurements, which presents an alternative solution where an independent TUS is not feasible, or where interim statistics are needed between dedicated TUS round.

2. Objective

Under the direct supervision of the Regional Gender Data Specialist based at UN Women Regional Office for Europe and Central Asia (ECARO), the International Consultant on Time Use Statistics will strengthen capacities of the Statistical Committee of the Republic of Armenia (ARMSTAT) to collect and analyze time use data for meeting policy and reporting commitments under the 2030 Agenda and the Beijing Declaration and Platform of Action.

Duties and Responsibilities

Within the assignment, the Consultant will be responsible for provision of technical support and expertise to the Statistical Committee of the Republic of Armenia (hereinafter – ARMSTAT) in guiding the implementation of Time Use Survey and undertaking an in-depth and comprehensive analysis of the collected data.

  • Provide guidance and oversee the data collection process including quality assurance for coding, primary data editing and preparation of final microdata.
  • Guide and support ARMSTAT to develop an analytical and dissemination plan of time use data.
  • Design and conduct one national 3-day workshop on time use data analysis for ARMSTAT.
  • Provide technical support to ARMSTAT in the analysis of results and to take a lead in the preparation of the Final Report.
  • Attend and contribute to at least 1 national-level roundtable discussion disseminating the data analysis findings and recommendations.
  • Guide and support ARMSTAT on documenting all lessons learned, problems, and good practices throughout the TUS implementation process.

Timeframe, payments and deliverables:

Payment for this consultancy will be based on the achievement of each deliverable and certification that each has been satisfactorily completed. Payment will be based on the submission of the SSA report along with the timesheet and relevant annexes as supporting documents for the achievement of deliverables:

Input from UN Women:

Throughout the assignment, UN Women will provide:

  • Background and resource materials beyond those available online or otherwise published that the Consultant will need to obtain directly.
  • Technical inputs when reviewing key conceptual documents and knowledge products, including methodologies, desk review analysis, agenda, research reports and training materials.
  • Support to coordinate activities with National Statistics Offices and other key stakeholders, when and if required.
  • Full logistical and communications support to strengthen visibility of the official launch events.

Required Skills and Experience

Education:

Experience and knowledge:

  • At least 10 years of experience in the quantitative household surveys design and implementation at national and/or regional level.
  • At least 2 Time Use Surveys designed and (co)-led, preferably in developing countries.
  • Proven track record of producing high-quality research publications, preferably in the area of time use statistics.
  • Previous experience in Central Asia region is an asset.

Language Requirements:

  • Fluency in English.
  • Working knowledge of Russian is an asset.

Evaluation of applicants:

The evaluation starts with shortlisting of potential candidates and received applications against the mandatory requirements. Only full applications will be considered. Shortlisted candidates will be then evaluated using a cumulative analysis method taking into consideration the combination of the applicants' technical qualifications and experience, and financial proposal. The contract will be awarded to the individual consultant whose offer has been evaluated and determined as:

  • Technically responsive/compliant/acceptable to the requirements of the ToR; and
  • Having received the highest cumulative (technical & financial) score out of below defined technical and financial criteria.

The selection of candidates will be done in 3 stages:

1st stage: Prior to detailed evaluation, all applications will be thoroughly screened against eligibility criteria (minimum qualification requirements) as set in the present ToR in order to determine whether they are compliant/ non-compliant.

3rd stage: Financial evaluation will be conducted according to the method described below:

The maximum number of points assigned to the financial proposal is allocated to the lowest price proposal. All other price proposals receive points in inverse proportion.

A suggested formula is as follows: p=30 (µ/z)

The candidate achieving the highest cumulative score for both Technical and Financial evaluations will be recommended by the Evaluation Committee for contracting.

The Consultant shall promote a client-oriented approach consistent with UN Women rules and regulations and commits to high standards of quality, productivity and timeliness in the delivery of tasks. The Consultant will meet and apply the highest standards of integrity and impartiality.
