Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls, the empowerment of women, and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action, and peace and security.

UN Women Georgia Country Office (CO) Provides technical support to the state and non-state partners towards the achievement of substantive gender equality in Georgia. In line with national and international commitments, UN Women works on the levels of policies and legislation, institutions and grassroots, in order to achieve transformative results for increased gender equality and greater protection of the rights of women and girls. UN Women puts special emphasis on the work towards gender mainstreaming in good governance reforms and enhancing women’s political participation, ending violence against women, promoting and supporting women’s economic empowerment, and Women, Peace and Security agenda. Along with these key priority areas that constitute UN Women’s mandate, UN Women interventions in Georgia are anchored in the United Nations Sustainable Development Cooperation Framework (UNSDCF) for the years 2021-2025 with the government of Georgia.

Within the framework of its Governance & Participation in Public Life (G&PPL) portfolio, the UN Women Georgia CO, with the support of the Swiss Agency for Development and Cooperation (SDC), is implementing a four-year project - “Increased Leadership for Democracy in Georgia” (WILD). The project was launched in April 2023 with the overarching goal of promoting gender equality in Georgia by enhancing women's political empowerment, fostering good governance, and facilitating inclusive development. The impact-level goal of the project is to ensure that women and girls, in all their diversity, fully and equally participate in decision-making and benefit from gender-responsive governance in Georgia.

In the past three decades and in line with its international commitments, Georgia has made significant progress in advancing the gender equality agenda. This includes accession to key international frameworks such as the Convention on the Elimination of all Forms of Discrimination (CEDAW) and the Beijing Platform of Action (BPfA), as well as the adoption of national legislative and policy frameworks on gender equality and women’s empowerment. In recent years, however, the upsurge in far right and conservative political ideologies has started to overshadow the gender equality agenda. In 2017, the Constitution was amended, declaring marriage as a union between a man and a woman to establish a family. In 2024, the ruling party initiated a draft legislative package of constitutional amendments on the “protection of family values and minors.” The package consists of 19 laws that will lead to amendments in the Civil Code, Labor Code, and education legislation. The process is accompanied by public discussions promoting anti LGBTQ+ agenda and, at times, popularizing conservative views around women’s role in public and private spheres.

Women’s organizations and grassroots women have been largely excluded from these processes and have found few opportunities to influence constitutional discussions. Additionally, civil society organizations and constitutional experts who are engaged in the discourse around constitutional amendments lack expertise and experience on feminist constitutionalism, which leaves gender equality and women’s rights behind in the discourse around constitutional law-making.

To recognize this issue and facilitate a critical dialogue among constitutional lawyers, scholars, and women’s organizations working on gender issues in relation to constitutional law, also to establish active collaborations with educational institutions, international organizations, national human rights institutions, and civil society organizations, UN Women Georgia intends to hire an international consultant to conduct a workshop on gender-responsive constitutional law and implementation. The main objective of this exercise is to foster dialogue on feminist constitutionalism by highlighting the discourse in theorizing and practicing feminist reasoning within the broad field of constitutionalism tied to ongoing developments in Georgia.

The consultant will be reporting to the G&PPL Program Specialist and the G&PPL Project Analyst and will be supported by the G&PPL Project Assistant, who will be the point of contact on the contract and payment issues.

Duties and Responsibilities

Description of Responsibilities/ Scope of Work

The international consultant will be responsible to:

  • Design workshop and prepare relevant materials on feminist constitutionalism.
  • Conduct and facilitate a 2-day workshop on feminist constitutionalism for a mixed group of constitutional lawyers, scholars, and women’s organizations.

Deliverables

  1. Planning meetings with UN Women Georgia CO team conducted and workshop concept note, agenda and other relevant materials submitted to UN Women

Will be a lump sum payment at the end of the contract

  1. A 2-day workshop on feminist constitutionalism conducted and a workshop report capturing agenda, list of participants, key highlights and recommendations for follow up submitted to UN Women

By 4 September 2024 (4 working days)

Required Skills and Experience

Education and Certification:

  • Master’s degree or higher in Gender, Governance, and Diversity or a related field is required.
  • A first-level university degree, in combination with nine additional years of qualifying experience, may be accepted in lieu of the advanced university degree.

Experience:

  • At least 7 years of experience (in case of Master’s degree) in the field of Gender Equality, Women’s Rights, Diversity, and Governance.
  • Experience in Constitutional Law is required.
  • Experience in UNESCO is required.
