Purpose of Activity/Assignment:

The objective of this consultancy is to support the Ministry of Education and Science (MOES) in Ukraine in developing a framework, key principles and national strategy on Catch Up Learning that would guide key implementing partners to effectively implement catch up learning in Ukraine through a harmonized approach.

The tasks included in this ToR are as follows:

  • Conduct desk review on current and existing catch up programmes and map out implementation strategies and target groups reached by stakeholders, and identify any good practices as well as identify any existing gaps in remedial learning
  • Facilitate dialogue among MOES and the key stakeholders engaged in implementing catch up education and learning programmes to identify a common framework and principles for implementation of catch up learning programmes.
  • Develop a clear national catch up strategy, develop national remedial guidelines and assessment tools that will outline a clear and structured guidance on how remedial and catch up learning should be conducted and assessed in Ukraine.
  • Together with relevant MoES units, the Consultant will undertake orientation of key MoE staff in the remedial guidelines and assessment tools.
  • Consultant will assist MoES in launching the guidelines (framework and principles) and strategy.

Deliverable 3. A developed system of continuous distance learning and professional development with a report on the automation of monitoring processes to ensure the effectiveness and periodicity of training. Future system will be agreed upon by the Ministry of Social Policy, UNICEF and the expert.

Deliverable 4. Report with a compilation of available educational materials into educational courses/blocks/topics and recommendations for optimization.

Minimum requirements:

Education [specify disciplines]

Bachelor's degree

University degree in education, inclusion, psychology, sociology, or another relevant field is required.

Professional experience [number of years, relevant to the assignment, other specifics]

  • A Master’s Degree in Education, or any relevant social science with a minimum of 10 years’ experience in Education. Experience in remedial learning and assessments tools will be a plus. In the absence of a master’s degree, a university degree in education with 15 years of relevant experience will be considered.
  • Experience in development of national strategies will be an asset
  • Experience in the development of assessment tools will be an asset.
  • Familiarity with Ukraine broader education sector issues especially low learning outcomes and remedial learning.
  • Ability to conduct review and planning workshops.
  • Excellent writing and analytical skills and the ability to synthesize large and diverse sources of information
  • Have a good working knowledge of computers and proficient in word processing
  • High level proficiency in standard computer software Microsoft word and Excel.
  • Excellent written skills in Ukraininan and English

Please provide an all-inclusive financial proposal including travels to carry out the deliverables listed above.

i Costs indicated are estimated. Final rate shall follow the “best value for money” principle, i.e., achieving the desired outcome at the lowest possible fee. Consultants will be asked to stipulate all-inclusive fees, including lump sum travel and subsistence costs, as applicable.

Payment of professional fees will be based on submission of agreed deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
