Result of Service

The United Nations Office on Drugs and Crime is the main UN agency in the fight against illicit drugs, crime, corruption and terrorism in line with UN Conventions and Universal Instruments. The UNODC Regional Office for South Asia (UNODC ROSA) is located in New Delhi (India) and covers six countries of the region: Bangladesh, Bhutan, India, Maldives, Nepal and Sri Lanka. UNODC ROSA has finalized its new Regional Programme for South Asia for the period 2024-2028, which consists of five components: (1) a comprehensive response to the drug problem; (2) preventing and countering organized crime (3) preventing and countering corruption and economic crime; (4) preventing and countering terrorism and violent extremism; (5) criminal justice and crime prevention.

The consultant will act as a catalyst to effectively accomplish key activities under the ongoing drugs and organized crime related initiatives and support the development of key concept notes, deliver training under the new Regional Programme for South Asia (2024-2028). The additional responsibilities include the support in the implementation of key components under the new Regional Programme for South Asia (2024-2028), act as Advisor to UNODC Management on key mandate areas of UNODC, including the strengthening of the strategic engagement with Governments.

Duties and Responsibilities

• Implementation of key activities under Outcome 1 of the Regional Programme for South Asia: “A Comprehensive and Balanced Response to the Drug Problem in South Asia” especially supporting the initiatives related to Strengthening Drug Law Enforcement Capacities in South Asia”; and related initiatives. • Conduct national and regional activities to strengthen capacities of Member States to counter drug trafficking, including advance training of front-line officers of law enforcement agencies in South Asia. • Contribute substantively to the implementation of key components of the sub-programme on ‘Drugs’ and ‘Transnational Organised Crime’ under the new Regional Programme for South Asia (2024-2028). • Address drug related queries and review substantive assessments. • Train officials from law enforcement, laboratory and forensic services on identification and detection of synthetic drugs, new psychoactive substances, including through the darknet. • Collaborate with key Government counterparts and facilitate activities linking the South Asia regional initiatives with other UNODC project activities; particularly those supporting counter-narcotics law enforcement, drug supply reduction, regional and sub-regional cooperation, criminal justice reform, and asset forfeiture/anti-money laundering. • Liaise with relevant government of South Asia Ministries and Departments to promote UNODC initiatives on border control etc. • Promote UNODC mandates as resource person in key foras, meetings and workshops relating to drug control, crime prevention and transnational organized crime. • Strengthen coordination between UNODC and State Government entities in India and ensuring increased partnerships at State level. • Assist the office in fund-raising efforts (including through CSR) and draft effective project ideas. • Represent the Office (as Expert) on areas pertaining to drug law enforcement and illicit trafficking for South Asia. • Regularly advice the UNODC ROSA senior management on day-to-day substantive matters pertaining to law enforcement, organized crime and related security matters. • The Consultant will also provide technical backstopping and assistance to the Governments of India and other South Asian countries on UNODC mandated areas. • Support and coordinate the implementation of various workshops, seminars, trainings, capacity-building programmes, international exchange visits, expert missions, and conferences, including the drafting of concept notes. • Programme the implementation of related tasks building synergy with law enforcement initiatives between the 6 South Asia countries. • Strengthen partnerships with national authorities and donors working on counternarcotics and UNODC areas of work, as required. • Support the drafting of funding proposals and mobilization of additional financial resources to increase UNODC’s delivery capacity and meet the needs of its national partners in the region. • Undertake any other tasks that emerge in related areas in line with requirements of the organization.

Qualifications/special skills

• An advanced university degree (Master’s degree or equivalent) in criminology, law, business administration, humanities, social sciences, Psychology, or similar fields is required. • A first-level university degree in the aforementioned fields in combination with two (2) additional years of qualifying work experience, may be accepted in lieu of the advanced university degree. A minimum of 10 years of professional work experience at senior level in the rule of law, and/or the international drug control machinery, drug law enforcement and/or financial crimes and related areas preferably at national and/or international level is required. Experience in training and capacity building of service providers and law enforcement agencies is required. Experience in the development, implementation, management and monitoring of UN or international technical cooperation projects is desirable. Robust understanding of the South Asian development context and experience of working with the government and development partners in the region is desirable. Strong interpersonal skills, incl. excellent oral and written communication, team and networking skills is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For this position, fluency in English with excellent drafting and communication skills, is required. Knowledge of another official United Nations Secretariat language is an advantage.
