EXPECTED OUTPUTS AND TIMELINES: Output 1: Comprehensive Communications Strategy Document is developed and presented to the KOICA ITC team. Develop a targeted a communications strategy for the KOICA-ITC team with clear recommendations on how effectively to increase visibility through website and social media. Present the draft to the team (by 31 May 2024). Output 2: Communications Strategy is initiated, outlining concrete activities for effective communication strategy execution. Initiate the implementation of the communication strategy with concrete outreach activities (by 31 December 2024). Output 3: Engagement and Support Material Collection, comprising slide decks, brochures, flyers, and detailed service pitches, is created to bolster Refugees community engagement. Create material to enhance engagement and support to Refugees and host community, Business Support Organizations (BSOs) and key stakeholders. The material should include slide deck, brochures, flyers, information/pitches , short videos interviews of beneficiaries, on the services provided by team (by 14 April 2025). Output 4: Two Informational Pieces for Dissemination are crafted, including articles and success stories, ready for social media sharing and inclusion in reports. Based on the work of the section, prepare 2 information pieces (article, success story) to be shared on social media and reports (by 14 April 2025). Output 5: Two Success Stories Featuring ITC's Work with Refugees/BSOs are compiled, drawing from recent events, trainings, and advisory support, to highlight achievements. Collect inputs from IE team on recent events, trainings, advisory support and build at least 2 success stories to feature the work ITC is doing with BSOs (by 14 April 2025). Output 6: Effectiveness Summary Report on Communication Activities is delivered, providing insights and evaluations on the impact of outreach efforts to raise awareness and support for Refugees/BSO work. Support monitoring and evaluation to measure effectiveness of activities for raising awareness, increasing engagement, and supporting Refugees/BSO work. Deliver a summary report to the team (by 30 June 2024; 30 Sep 2024; 31 Dec 2024; 30 March 2025 ). Output 7: Operationalization of project’s website (by March 2025).

Duties and Responsibilities

ITC works with people in vulnerable and forced displacement contexts through a unique market-led approach that promotes inclusive and sustainable economic growth. The approach deploys innovative ways to harness the productive potential of refugees and local communities in the displacement contexts to enhance shared growth through promoting the development of commercially valuable skills and supporting local small and medium-sized enterprises (SMEs) in creating value and employment in the host countries through increased national, regional and international business. In the context of this work, ITC partners with Korea International Cooperation Agency (KOICA) to implement a project titled “Promoting sustainable socio-economic development and creating market-based livelihood opportunities for refugees and host communities” in Kenya during 2023-2027. OBJECTIVE: The project’s goal is to enhance the employability and competitiveness of social MSMEs in refugee settings and host communities in Turkana. It specifically aims to improve the livelihood and self-reliance of refugees and host communities in the targeted region through the following objectives: Output 1.1: Technical skills of refugees and host communities are developed in selected value chains. Output 1.2: Social entrepreneurship, business development capacities and market access of project beneficiaries are strengthened. Output 1.3: Institutional capacity to promote inclusive economic opportunities for refugees and host communities is improved. The overall objective of this consultancy is to recruit an International Consultant – Communication Specialist to support communication of activities of KOICA-ITC project. DESCRIPTION OF DUTIES/RESPONSIBILITIES: Under the supervision and guidance of the Country Manager and Programme Coordinator, designated project staff at ITC HQ and at the project office in Kenya and in close collaboration with KOICA Offices, the Consultant will actively support the preparation and implementation of project's communications and outreach strategy and promote the project profile and visibility among the targeted audience. This will involve the following functions: • Write, edit and produce high-quality, user-friendly and targeted communications materials for outreach and dissemination of knowledge and information on project implementation, ranging from news stories for the ITC and partners website, newsletter, briefing notes, blogs, to publications, presentations, press releases, etc. • Using key performance indicators, collect qualitative and quantitative data to monitor and report on the use and reach of project communication, knowledge, and information products, and identify ways to improve its visibility and reach. • Manage the project website and be a thought leader on its optimal structuring and format. • Expand the project’s social media presence through the generation of content, including text, photos, videos and audio for use across the partners websites and social media channels. • Engage with the various project partners, donor and other relevant organizations, partnerships and initiatives and coordinate the communication efforts, to leverage on their expert networks to disseminate information on the project, its knowledge products and project work. • Build and nurture long-term relationships with relevant media outlets and manage media relations, engagement and monitoring and tracking of project coverage in external media. • Assist in the preparation of the project's Annual Report, strategy, work plans and budget, in close collaboration with other ITC colleagues. • Contribute to communications around the project leading and/or participating in global, regional and other events. • Collect contributions from the Africa Bureau, ITC Technical Sections and national counterparts involved in the implementation of the program to identify communication opportunities emanating from program activities and ensure their coverage and dissemination to through the appropriate platforms. • Perform any other tasks that may be assigned. In carrying out his/her responsibilities above, the Consultant will be expected to work closely with technical and communications staff in the ITC HQ, Country Office and other project partners, i.e., UNHCR, NRC, Good Neighbours, Government institutions, etc. Copyright Clause: The Consultant has to ensure that s/he has obtained the necessary permissions with regard to intellectual property rights required to perform his/her services under this consultancy contract and for the subsequent dissemination by ITC in any form. Documentary proof is to be submitted to ITC. Should any license fee be due for the use of copyrighted materials of third parties, the Consultant shall request prior written permission from ITC. S/he has further to ensure to obtain accreditation to event(s), if required. Qualifications/special skills

Advanced university degree (Master’s degree or equivalent) in communication, marketing, public relations, journalism (print, broadcast, media) or social sciences (human rights, gender/women's studies, international development) or a related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree. A minimum of three (3) years of relevant experience in communication, marketing, public relations, journalism, project or programme management, campaign management and advocacy, or related area. Candidates offering direct or indirect professional experience with KOICA will be preferred. Experience on design and video editing for communications. Computer literate, with proficiency with office software packages, experience in handling of web-based management and knowledge management systems. Proficiency in design, photography, videography, social media campaigns, or other similar skills are an asset. Demonstrated capacity in communication strategy and implementation. Demonstrated capacity in events support. Demonstrated capacity in partner and stakeholder engagement. Creative thinking and good consultation skills. Ability to work independently with minimum supervision. Excellent written communication skills in English. Understanding of the intersection of media, communication and development outcomes. Commitment to the UN sustainable development goals. Working experience in human rights and with vulnerable populations, gender equality, etc. is an asset.

Languages

Advanced command of oral and written English is required. Fluency in Korean language is also required.
